STATEMENT OF WORK
Portable Toilets
Shenandoah National Park
SCOPE OF WORK:
The Contractor shall provide all management, supervision, labor, material, supplies, and equipment and shall plan, schedule, coordinate, and assure effective performance of all services described herein. The Contractor will be required to provide portable toilet facilities and weekly services in accordance with this solicitation.
The Contractor shall provide and service portable toilet units for Shenandoah National Park at three (4) locations – Old Rag Parking, White Oak Canyon Parking, Post Office Junction and Beagle Gap Parking.
Location Addresses:
Old Rag Parking: 2577 Nethers Road, Sperryville, VA 22740
White Oak Canyon Parking: 4367 Weakley Hollow Road, Syria, VA 22743
Beagle Gap Parking: Milepost 99.5 on the Skyline Drive (Note: location is not Beagle Gap Overlook).
Post Office Junction Riding the graveled Old Rag Road 4.9 miles to an intersection known as Post Office Junction. (The post office for the town of Old Rag was located at this four-way junction.)
All portable units must be brown, or other color approved by the Contracting Officer. Units shall be equipped with jumbo roll dispensers that will take a 9-inch roll with a 3-inch core. Units will be serviced by pumping, cleaning, adding new chemicals, and providing adequate toilet paper until the next servicing. All units shall be recharged at scheduled service. All units will be serviced on a regularly scheduled basis as described under Service Requirements.
PORTABLE TOILET UNITS:
The Contractor shall supply units that are clean and in good condition. They shall have the overall appearance of a new unit. The units shall be constructed of fiberglass or equivalent product; and shall have firmly mounted doors with all attachments for user security, i.e., locking door, paper holder, screen and plastic pipe for venting. The Contractor shall be responsible for repairs and replacement of their units due to damage resulting from vandalism, accidents, storms, or otherwise beyond the control of the Government and Contractor.
Units shall be weatherproof and vented to assure proper circulation of air and reduction of odors. Holding containers shall be leak proof. Each of the units shall be anchored to the ground to keep them from being tipped by vandals or by weather.
Each of the units shall be brown, or other color approved by the Contracting Officer, and shall be equipped with a toilet paper holder capable of securely holding and dispensing 9-inch diameter rolls of paper.
Deliver units per the schedule with the following minimum specifications:
Regular Portable Toilet w/ Urinal - Enclosed unit with a door that can be locked from the inside, approx. 4' wide x 4' deep x 7.5' high, made from injection molded plastic. Has 1 toilet seat over a 50 - 60 gal holding tank which contains approx. 5 gal of liquid chemical for breaking down waste. Usually stocked with seat covers, toilet paper, urinal deodorant, and waterless hand cleaner. Separate urinal that discharges into the holding tank. Shall be equipped with a jumbo roll paper dispenser.
Wheelchair Accessible Portable Toilet - Enclosed unit with a ramped door that can be locked from the inside, approx. 5' wide x 5' deep x 7.5' high, made from injection molded plastic. Unit has grab bars and support rails. Has 1 toilet seat over a 50 - 60 gal holding tank which contains approx. 5 gal of liquid chemical for breaking down waste. Usually stocked with seat covers, toilet paper, and waterless hand cleaner. Shall be equipped with a jumbo roll paper dispenser.
SERVICE REQUIREMENTS:
The Contractor shall be capable and available for providing service on an emergency basis which may include weekends and holidays.
Service shall include the complete removal of wastes, replacement of appropriate chemicals to assure masking of odors and cleaning and disinfection of units, replacement of supplies, repairs to units and equipment, and all other services necessary to maintain a neat and sanitary unit.
The Contractor shall dispose of all wastes pursuant to the applicable federal, state, and local laws and to the satisfaction of Shenandoah National Park.
The Contractor shall be responsible for repairs and replacement of their units due to damage resulting from vandalism, accident, storm, or otherwise. Repairs or replacement of the unit shall be made by the contractor within twenty-four (24) hours of notification in order to ensure uninterrupted service.
Removal of units shall be done within a two (2) week period upon notification by the Technical Representative or end of service period as indicated in the service schedule.
The Contractor shall properly dispose of trash that has been left in the units.
Delivery, installation, and start-up service shall be coordinated with the Technical Representative to ensure proper placement.
The Contractor shall provide a 7 day per week emergency service phone number for the purpose of damage reports or pumping needs.
All services shall be completed by 6pm, local time; on each day service is required at each location.
Emergency cleaning service on an as needed basis.
ACCEPTENCE AND PAYMENT:
All work must be completed per the schedule identified in the scope. A Technical Representative from the National Park Service must call to initiate any emergency services. All invoices will be submitted through the Internet Payment Portal www.ipp.gov following each month of service. Invoices shall be submitted no sooner than the 1st day of the month following service.

SERVICE SCHEDULE:
Base year: 5/1/2025 - 10/31/2025
Option Year One: 11/1/2025 - 10/31/2026
Option Year Two: 11/1/2026 - 10/31/2027
Option Year Three: 11/1/2027 - 10/31/2028
Option Year Four: 11/1/2028 - 10/31/2029
Old Rag Parking:
· Provide 5 regular units annually for 12 months with services on Mondays and Fridays.
· Provide Saturday service to all units annually from September 1 to November 30.
White Oak Parking:
· Provide 2 regular units annually for 12 months with services on Mondays and Fridays.
· Provide 1 accessible unit annually for 12 months with services on Mondays and Fridays.
· Provide 2 regular units annually for 8 months (April 1 through November 30) with services on Mondays and Fridays.
· Provide Saturday service to all units annually from September 1 through November 30.
Beagle Gap Parking:
· Provide 3 regular units annually for 8 months (April 1through November 30) with services on Mondays, Fridays, and Saturdays.
· Provide 1 accessible unit annually for 8 months (April 1 through November 30) with services on Mondays, Fridays, and Saturdays.
Post Office Junction:
· Provide 2 regular units annually for 12 months with services on Mondays, Wednesdays, and Fridays.
· Provide Saturday service to all units annually from September 1through November 30.
Emergency cleaning service on an as needed basis.
