NOTICE TO CONTRACTORS
Contractor Performance Assessment Reporting System (December 2015)
1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
https://www.ipp.gov/ https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html
3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c. All information provided should be reviewed for accuracy prior to submission.
d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
1. The following guidelines apply concerning your use of the past performance evaluation:
a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
1. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
2. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
Part III- Contract Document, Exhibits, and Attachments
STATEMENT OF WORK (SOW)
Flight 93 National Memorial
Tree Pruning and Soil Improvement Services
Background
On Tuesday morning, September 11, 2001, the U.S. came under attack when four commercial airliners were hijacked and used to strike targets on the ground. Nearly 3,000 people tragically lost their lives. Because of the actions of the 40 passengers and crew aboard one of the planes, Flight 93, the attack on the U.S. Capitol was thwarted. Flight 93 (FLNI) is a landscape that is reliant on newly planted tree to serve as living memorial to the heroes of that flight.
The site is a former mine which has led to soil that is not conducive to tree growth. The soil has a high clay content, low percolation rates, high salts and heavy metals, and low pH. The trees, planted over the past 10 years, are stunted and have a high mortality rate. There are approximately 2200 trees covered by the SOW at the Memorial Groves and the Allee.
Scope o The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that the following tree and soil work is completed:
o Base Bid: Rootzone Improvement- radial trenching with compost incorporation is implemented, air spading is utilized to relieve root bound conditions and install mulch ring.
https://www.cpars.gov/ https://www.cpars.csd.disa.mil/ https://www.cpars.gov/ o Bid Additive 1: The pruning of the Memorial Grove (1600 trees), Allee (600 trees), the removal of dead trees, guy wire installation, and shelter installation.
o Bid Additive 2: Demonstration Plot- 40 tree plot to be replanted into modified soil.
Objectives
To improve the growing conditions for the trees, prune for health, prune for form the trees during these initial stages on their life.
Tasks
All tree work will be performed in accordance with the American Standards Institute (ANSI) A300 publication titled Standards for Tree Care Operations. Companies performing trimming will be accredited by the Tree Care Industry Association or Arborist certified by the International Society of Arboriculture.
Base Bid
1. Rootzone Improvement:
o Air Spading- Each tree in the Memorial Grove and the Allee shall be inspected for physical conditions that are limiting root growth.
Root growth problems discovered (e.g. gridling or rootbound conditions) will be corrected. Typically, the root flair will require air spading along with the circumference of the original root ball. The soil in a 1’ radius will be modified with incorporating approved compost at a 2 parts compost to 1-part existing soil ratio. Install 6 evenly spaced spokes 8’ long around the trees starting at the edge of the root ball. In the case of the Allee trees there will be shortened spokes on the roadside (pattern directed by COR).
o Air Excavation Hand tool: Shall be an Air-Spade (Model 150/90) capable of transforming pressurized air from a standard portable air compressor (see specification below and delivering a highly focused supersonic air stream (app. 1,300 mph) to penetrate soil and fracture it away from tree roots or an approved equal.
o Air Compressor: Shall be rated at a minimum of 185 standard cubic feet per minute (scfm) at 100 (pounds per square inch gauge(psi) and be capable of delivering 150 cubic feet of air at 90 lbs.
o Air spade trenches to 12” depth or the depth of the rootball, whichever is greater.
o Exposed roots shall be kept moist. No trenches will be left open overnight.
o Large rocks do not need to be removed, just worked around. Any rock smaller than the 12”x12” trench should be removed.
o Trenches will be filled with an approved compost 2:1 ratio.
o Excess soil compost mix (still 1:1) will be removed. Trenches can be mounded up to 2” to account for settling. Trenches need to be filled in by the end of each working day and watered thoroughly.
o The completed area will be mulched to a 4’ radius (grasses removed, mulch installed at 3” tapering to 0” at the flare. Remaining exposed soil hydroseeded (or using Seed Aide) with an approved mix of hard fescue and creeping red fescue, an approved bonded fiber matrix and an approved starter fertilizer.
o NPS Acceptance of turf: 90% coverage, grown to a height of 3”.
Bid Additive 1-o Tree Pruning- all living trees in the Memorial Grove and the Allee will receive the young tree pruning and crown cleaning described below. The trees in the Allee will require crown raising to facilitate the Allee effect in the long term in addition to the crown cleaning and young tree pruning.
o Young Tree Pruning: All trees less than 6 inches in caliper shall be pruned to develop a sound scaffold branching system by selective thinning of branches and removal of dead, interfering, split, broken, and large branches with narrow angles of attachment.
Scaffold branches should be 1/2 (one half) or less of the diameter of the trunk or parent branch at its attachment. Permanent lateral branches along scaffold limbs should be at least 2 (two) ft. out from the trunk and less than 1/2 the diameter of the limb at its attachment.
o Crown Cleaning: Shall consist of the removal of dead, dying, diseased, interfering, objectionable weakly attached, low vigor branches, and water sprouts on the main trunk as well as those within the leaf area one inch in diameter and greater. All dead wood greater shall be removed regardless of diameter. An occasional branch up one inch in diameter may remain within the main leaf area where it is not practical to remove.
o Crown Raising: All Allee Trees shall be elevated and/or pruned for clearance from vehicle passage and pedestrian views as directed by the COR. In the absence of direction from the COR, all trees over six inches diameter at breast height (DBH) shall have all lateral limbs and water sprouts removed from the main trunk of the tree to a height of seven (7) feet above the ground.
o Removals: The work to be performed under this section shall include removing trees in accordance with the American National Standard for Arboricultural Operations – Pruning, Repairing, Maintaining and Removing Trees and Cutting Brush – Safety Requirements – ANSI Z133.1-2000.
o General Requirements: Removal of wood and chips from the park and disposal is the responsibility of the contractor. If directed by the COR, chips shall be delivered and unloaded to a specified location in the park and/or blown into adjacent natural areas. There shall be no sale of wood on government property.
o Trees that are to be removed due to mortality, shall be identified on plans and reported.
o Root balls to removed.
o Soils in these areas will be modified under the base bid and left in a level finished condition ready for planting.
Bid Additive 2: Demonstration Plot with soil remediation and tree planting: This will occur on the southernmost grove of 40 trees. Please see attached plan. Each tree will need 7 cubic yards of compost, over the course of 40 trees that would mean that 280 cubic yards of approved compost (see specs below) is needed. The compost will be incorporated in 10’ widths using Cornell Extensions Scoop and Dump Method (see below) for each of the five (5) 240’ long rows. Plant trees per design.
o Scoop and Dump Method of Soil Remediation Background: Over a 12-year period, the Scoop and Dump method of soil remediation was developed by the Urban Horticulture Institute at Cornell University with the goal of improving…
