About this file
This is a Request for Quotation (RFQ) and Statement of Work for elevator maintenance services at Wolf Trap National Park for the Performing Arts' Filene Center in Vienna, Virginia.
The solicitation seeks a firm-fixed-price contract with reimbursable repair CLINs for maintenance of three elevators: a 2,500 lb. capacity Dover hydraulic passenger elevator, a 6,000 lb. capacity Gillespie hydraulic freight elevator, and a 500 lb. capacity Gillespie electric cable personnel lift. The base period runs from July 1, 2026 through June 30, 2027, with four one-year option periods extending through June 30, 2031. The Government intends to award to the responsible small business offeror whose offer is most advantageous considering price and non-price factors. The quotation deadline is June 2, 2026 at 5:00 PM ET. Required services include preventive maintenance (monthly, quarterly, semiannual, and annual), maintenance repairs up to $3,000 per occurrence (included in fixed price), emergency callback services (paid on hourly reimbursable basis), and ASME A17.1/CSA B44-2019 compliance testing. The contractor must provide journeyman-certified elevator mechanics, respond to service requests within two hours during regular working hours (7:00 AM to 6:00 PM, seven days weekly including holidays except Christmas), and maintain spare parts inventory. Evaluation criteria prioritize technical capability and past performance over price. Offerors must submit completed price schedules, an eight-page technical narrative, three past performance references, signed Standard Form 18, and representations/certifications. All contractor employees require Enter on Duty approval and background investigations before performing work at the facility.
