About this file
This is Standard Form 30 Amendment 5 to a solicitation for elevator maintenance services issued by the National Park Service (NPS), National Capital Region (NCR) Acquisition Management Division. The amendment is effective June 4, 2026, and modifies solicitation 140P3026Q0016, originally dated May 19, 2026. The solicitation concerns maintenance of elevator equipment at an unspecified NPS facility, with a base period plus four option years. Inspections are required for a 9-month period from April through December, with contracting contact Dena Lowe (202.538.5078).
Amendment 5 adds clarifications on key contractual terms including: (1) a price schedule requirement with vendors obligated to break down quotes between base period and options per the B09 Price Schedule; and (2) Q&A items addressing existing condition responsibility, maintenance repair definitions, response time requirements (two-hour on-site arrival during regular working hours 7:00 a.m. to 6:00 p.m., seven days weekly including holidays except Christmas), performance season access restrictions (May-September coordination required), emergency callback compensation at hourly rates with no minimum charge and travel time non-compensable, spare parts inventory expectations, service history availability from prior vendor Otis Elevator Company, preventive maintenance documentation format flexibility, and reimbursable repair thresholds ($3,000 or less included in maintenance; repairs exceeding $3,000 require Contracting Officer authorization via NPS Form 10-3470 Delivery Order). The PO number is 140P3020F0233. Prior amendments addressed site visit scheduling (Amendment 1: May 28, 10-11 a.m., non-mandatory attendance), Q&A responses (Amendment 2), deadline extension to June 11, 2026 (Amendment 4), and offered previous vendor maintenance records to the successful contractor.

Amendment 5:
1) Price schedule is added to provide a reference, vendors must ensure their quotes are properly broken down between base period and options as demonstrated in B09 Price Schedule
2) Q&A items are added as follows:
Q&A Added as follows:
Existing Condition Responsibility:
Deficiencies identified during the Initial
Joint Inspection and documented in the
Existing-Conditions Baseline Report will be categorized in accordance with Part 5 of the
Statement of Work. Responsibility for each deficiency is determined through the categorization process, with Contracting
Officer determination where the parties do not agree. Pre-existing conditions are not automatically the Contractor's responsibility under the fixed-price maintenance scope; they are governed by the Part 5 categories (Category
1, Preventive Maintenance; Category 2, Reimbursable Repair; Category 3, Out of
Scope).
Definition of Maintenance Repairs:
Maintenance repairs are those repairs necessary to prevent equipment breakdown or return equipment to service following a breakdown or failure, as described in Part 3 of the
Statement of Work. Repair responsibility is determined based on the nature of the deficiency, the categorization process established in Part 5, and applicable contract requirements. The $3,000 threshold does not automatically assign responsibility regardless of equipment age, obsolescence, or pre-existing condition.
Response Time Requirement:
The required two-hour response time refers to physical on-site arrival of qualified personnel. During regular working hours (7:00 a.m. to 6:00 p.m., seven days a week including all legal holidays except Christmas Day, Continued...

December 25), the Contractor shall be on-site within two hours of any routine or emergency service request. Emergency callback service outside regular working hours shall be provided in accordance with Part 8 of the Statement of
Work, including weekends and holidays, and carries the same two-hour on-site requirement.
Performance Season Access Restrictions:
The Filene Center performance season generally occurs between May and September. During this period, work activities shall be coordinated with the COR and/or COR designee due to performances, rehearsals, visitor operations, and venue activities. Restrictions may include limited work windows, temporary suspension of non-emergency elevator shutdowns during scheduled performances, noise limitations during performances and rehearsals, limited staging access on performance days, and controlled access procedures. Specific scheduling requirements will be coordinated through the COR on a recurring basis. Emergency service affecting life-safety equipment is not subject to performance-season restrictions.
Emergency Callback Compensation:
Emergency callback service shall be compensated at the hourly rate quoted by the Contractor in
Part I, Section B, and incorporated into the awarded contract. Compensation begins upon the
Contractor's on-site arrival and ends when the emergency is relieved or the Contractor departs the site, whichever is earlier. Travel time to and from the site is not separately compensable. There is no minimum labor charge per callback; compensation is for actual on-site hours worked. An NPS Form 10-3470
Delivery Order will be issued by the
Contracting Officer for these services when required.
Spare Parts Inventory Expectations:
The Contractor is expected to maintain sufficient spare parts inventory necessary to

(C) support routine maintenance and timely repair of the equipment covered under this contract.
The Government has not established minimum stocking requirements.
Maintenance Provider / Service History:
There is no incumbent contractor for this requirement due to service lapse. After some research, a previous vendor, Otis Elevator
Company, was found, and any maintenance records, inspection reports, callback history, and deficiency reports will be made available to the successful offeror. However, the current condition of each elevator will be established through the Initial Joint Inspection and the
Existing-Conditions Baseline Report developed under Part 5 of the Statement of Work, which will be available to the successful contractor.
PM Check Chart Format:
The Government does not require a specific preventive maintenance check chart format.
Contractor-standard preventive maintenance documentation and electronic reporting systems are acceptable, subject to COR approval and to the requirement in Part 6 that check charts be posted and left in each elevator machine room.
Reimbursable Repairs:
The Government's intent is that maintenance repairs with a total cost of $3,000 or less are included within the Contractor's maintenance responsibilities under the contract. Repairs exceeding $3,000 may be processed as reimbursable repairs in accordance with Part 4 of the Statement of Work, authorized by the
Contracting Officer through issuance of an NPS
Form 10-3470 Delivery Order before work begins.
Emergency reimbursable repairs proceed immediately upon the Contracting Officer's oral or written direction in accordance with Part 4, paragraph 3
