The NPS National Mall and Memorial Parks (NAMA) is America’s front yard right in the heart of the nation’s capital that brings visitors face to face with larger-than-life presidents and visionaries, open park lands, and elaborate memorials honoring our nation’s veterans and military history. SAMUEL GOMPERS STATUE AND EDMUND BURKE
The Samuel Gompers Memorial is located at the intersection of 10th Street, L Street, and Massachusetts Avenue, Northwest, Washington, DC. The Gompers Memorial is part of the National Park Service (NPS)- National Capital Area (NCA)- National Mall and Memorial Parks (NAMA) located in Washington, DC in Reservation 069. The Gompers Memorial is a bronze statue listed on the National Register of Historic Places and is in memory of Samuel Gompers, an English-born American cigar maker, labor union leader and a key figure in American labor history. The memorial was dedicated in 1933 by architect Robert Aitken in the Beaux Arts style.
The Edmund Burke Memorial is located at the junction of 11th Street and Massachusetts Avenue, Northwest, Washington, DC. The Edmund Burke statue was dedicated in October 12, 1922. Burke was an Enlightenment era philosopher that was America’s main ally in Great Britain. He defended our call for liberty within the British Parliament and as a sign of esteem for his support, Burke is now honored in the American capital city. The bronze statue of Edmund Burke is a copy of an 1894 statue in Bristol, England. The original was cast by a Welsh sculptor named John Harvard Thomas. The statue is meant to remind us of the old ties between America and Britain as well as the enduring friendship that has evolved between these two great countries.
Commented [FLJ1]: Indicate that this Statue is Bronze just the same as above.

C.2 PURPOSE
The intent of this project is to provide cyclic maintenance to the Gompers and Burke statues so that they are maintained and brought to a restored status. There is no known history of past interventions on either of these two memorials and maintenance has been minimal.
The purpose of this project is to provide conservation services to conduct an initial condition assessment, develop a work plan based on found conditions, implement treatment recommendations, and provide a treatment report to include narrative and images describing the conditions found, work performed and recommendations for future treatment and maintenance practices.
The principal features of the work include the erection, maintenance and removal of scaffolding required to carry out the work of this project; the conservation of the bronze elements, the conservation of the granite bases, submission of a conservation treatment report, and high-level resource documentation including high resolution digital photographs (minimum 300 dpi) in TIFF format, laser scanning, measured drawings, and 8anufacturer8y.
For the purposes of this contract, all existing building material is considered historic fabric and the following provides additional details on the requirements to carry out this work.
The project is limited to the bronze Gompers statue and granite base and excludes the cast stone aggregate walkway and steps. For the Burke Memorial, the project is limited to the bronze statue of Burke and the granite base. Unlike the Gompers statue, the Burke statue and base are set on grass, so walkways or stairs are not a consideration.
This project includes the completion of high-level resource documentation for the statuary in the memorial parks using a combination of tools, including high resolution digital photography (minimum 300 dpi in TIFF format), measured drawings, photogrammetry, and laser scanning.

2. Information Submittals - are those that typically require no action to proceed (i.e. Certificate of Insurance, Performance and Payment Bonds, Informational RFI’s, etc.
B. Submittals may be in the form of digital documentation and/or actual physical samples as indicated.
C. All submittals must be submitted on the NPS - CM-16 form, and the CM-16 form must be filled out correctly with all the blocks completed as appropriate. If submittals are submitted without the CM-16 form, they will be rejected until submitted on correct form. This requirement for a CM-16 also applies if the Contractor provides submittals through ProCore or similar Project Management System, other than email.
D. Salient characteristics of the materials proposed for use shall be clearly identified in the submittal and must match the salient characteristics as stated in Scope of Work, Specifications, Drawings and/or other documentation. The Project Manager must certify that he has reviewed the submittal and has determined that the submittal is in full compliance with the requirements of the Contract. Any illegible, incomplete, or uncertified submittals will be rejected.
E. Submittals shall be approved by the CO and/or COR prior to any work being performed or materials being delivered to the job site. The Contractor shall be responsible for all costs incurred and not subject to Government reimbursement on products/materials that were ordered or for any work that was performed if the submittals were rejected.
F. The Contractor is responsible for timely submission of all submittals, which typically begins with in ten calendar days after award.
