SECTION C – STATEMENT OF WORK
C.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.
The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President’s Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts.
C.1 BACKGROUND
The NPS National Mall and Memorial Parks (NAMA) is America’s front yard in the heard of the nation’s capital that brings visitors face to face with larger-than-life presidents and visionaries, open park lands, and elaborate memorials honoring our nation’s veterans and military history. NAMA is visited by approximately 25 million visitors each year from around the world that want to experience the unique collection of structures and spaces honoring the nation, its democracy, and its citizenry.
The National Mall is a great swath of green in the middle of Washington, DC that stretches from the foot of the Unites States Capitol building to the Potomac River. Both inside, as well as, outside the boundaries of the National Mall there are numerous iconic monuments and memorials, and over 1,000 acres of greenspace in Washington, DC. NAMA is host and/or the backdrop to hundreds of events each year, from the Presidential Inauguration every four (4) years to the yearly National Independence Day Celebration and other large public events. Except for the Washington Monument, the National Mall and Memorial Parks is open 24/7 to the General Public.
The crosswalks and roadway markings are striped throughout the Park’s roads and over time become faded and worn due to weather and traffic. The faded markings make them nonfunctional for what they are intended to do;
which is to make crossings and parking areas both convenient and safe at locations with adequate visibility.
For more detailed and general information visit the park’s website at: National Mall and Memorial Parks (U.S.
National Park Service) (nps.gov)
C.2 PURPOSE
The DOI – NPS - NCA – NAMA has a new requirement to apply an approved Thermoplastic to the listed crosswalks and roadway areas throughout the park so that they are visible to pedestrians, motorists and cyclists.
Ensure that crosswalk and road markings are visible to motorists, particularly at night and adhere to the Manual on Uniform Traffic Control Devices (MUTCD) and ADA compliance. Crosswalks should not be slippery, create tripping hazards, or be difficult to traverse by those with diminished mobility or visual capabilities. Crosswalk materials must be installed to meet ADA compliance. This is a base project with three optional line items.
