Exhibit Planning, Design, Fabrication, and Installation For Cape Hatteras National Seashore – Bodie Island VC

CAPE HATTERAS NATIONAL SEASHORE

BODIE ISLAND VISITOR CENTER

PLANNING, DESIGN, FABRICATION & INSTALLATION SERVICES

1. PROJECT BACKGROUND

The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) is working with Harpers Ferry Center (HFC) to develop new interpretative experiences for the visitor center located on Bodie Island, NC approximately 12 miles southeast of Roanoke Island, NC.

Bodie Island is a premier destination of CAHA and currently does not have a comprehensive visitor contact and visitor center experience. Geographically, this visitor center serves as the northern gateway to CAHA, functioning as one of the first points of contact for the majority of the 3 million yearly visitors. Existing exhibits are old, ineffective, and lack an overall cohesion, creating an ineffective visitor experience. Visitors, as well as the local community, are excited about the potential of the visitor center serving a more traditional role in education and orienting visitors to have a more enjoyable and memorable experience.

2. GENERAL REQUIREMENTS

This project includes planning, design, fabrication, and installation of 352 square feet of new interpretative exhibits with two small conservation grade display cases highlighting cultural and natural artifacts for the CAHA Bodie Island Visitor Center. Exhibits must use low complexity content specialties, such as flipbooks or lift up panel interactives; be fully accessible; and include tactile and audio features. Work includes one (1) accessible, one-person visitor center desk; and eight (8) replicated oil storage barrels for lighthouse oil rooms.

The contractor shall provide all services including labor, materials, facilities, and travel necessary to plan, design, fabricate, transport to site, and install all exhibit elements at the CAHA Bodie Island Visitor Center in accordance with the specifications as detailed in this contract and its attachments. Work shall include the planning, design, fabrication, and installation of all exhibit structures, graphic layouts, audiovisual elements, interactive elements, artwork, artifacts, historical vignettes, sculpted models, and lighting design.

Work shall also include comprehensive research for obtaining all necessary reference information and materials to design, specify, and provide comprehensive reference material for all the models, props, and artwork required in this contract. Work requires coordination, through the Contracting Officer’s Representative (COR), and staff at the park to coordinate the exhibit design/build effort with any necessary building infrastructure improvements. The park is responsible for the removal of existing exhibits and any necessary building infrastructure improvements required to accommodate approved exhibit plans.

All non-urgent messages from the COR shall be responded to in no more than two (2) business days.

2.2 Quality Control

The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented. The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets the contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR.

2.3 Government Furnished Property

The contractor shall receive, inspect, and inventory all government-furnished materials and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify the COR via email within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three (3) business days, if government furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property.

The following government-furnished property shall be provided:

The contractor shall coordinate and confirm dates with the COR for shipment, delivery, and installation at the exhibit site. Prior to beginning installation, the contractor shall provide a detailed installation schedule, indicating the day, start and end times for each day of the installation of exhibits.

• History and Heritage. Within this dynamic and once isolated barrier island system, unique cultures have evolved which serve as a testament to humankind’s relationship with the boundary of land and sea.

• Relax/Renewal. The remoteness of these islands and the vastness of the surrounding waters made these islands ideal for resource-based scientific study, education, recreation, and inspiration.

• Stewardship and Preservation. Stewardship of the national seashore and preservation of its history provides future opportunities for people to access, experience, and learn about coastal dynamics/cultural change.
