About this file
This document is an Amendment (Amendment 0001) to Solicitation Number 140P2125R0034 for exhibit planning, design, fabrication, and installation services at Cape Hatteras National Seashore's Bodie Island Visitor Center. The amendment responds to potential contractor questions regarding specific project requirements, including audio description features, tactile relief map specifications, exhibit content, and technical details.
Key clarifications include: English-only audio descriptions are required for all exhibit elements, with a single playback system utilizing the park's mobile app; no architectural models are specifically mandated; NPS will provide interpretive text themes and reference materials; the project involves creating a 3D tactile topographic relief map of the Outer Banks region with specific design guidelines; and contractors must propose hardware meeting project specifications. The amendment provides detailed guidance on exhibit elements such as oil storage barrels, monitors, graphic displays, and provides reference images and mandatory map labeling requirements for the tactile relief map.

Solicitation Number 140P2125R0034 Amendment 0001
Description of Amendment/Modification Exhibit Plan, Design, Fabricate and Install Services for
Cape Hatteras National Seashore
The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2125R0034 – Wayside Exhibit Planning, Design, and Fabrication Services for Cape Hatteras National Seashore. The government response is provided below each question.
1. Audio Descriptive Track
A. Can you clarify the requirements for this feature? Section 2.7.1 describes the requirement for audio description for every exhibit and wayside. The end of that sections reads "as follows" but nothing follows. Are there details for this that have been omitted?
RESPONSE: "as follows" at the end of Section 2.7.1 is a typo. Please ignore. Audio description in English is required for all exhibit and wayside elements created in part of this contract including text, graphics, tactile, interactives, and scenic elements. See Attachment 1, Exhibit Planning, Design, and Fabrication Specifications – 31. Audio Description for details on Audio Description requirements.
B. Is a single audio playback unit planned for each exhibit, with multiple buttons if needed for different content? For example, the oil room has four panels, and the outdoor element is tri-sided. Would each panel face have a playback unit, or just one per display area? Or do you envision a system where one single playback unit covers all areas, such as headsets or a smart phone app?
RESPONSE: The cost shall be included in the proposal for one audio description system that covers all indoor and wayside exhibits included in the contract. See Attachment 1, Exhibit Planning, Design, and Fabrication Specifications –– 31. Audio Description for details on Audio Description requirements. A single playback unit would cover all areas. The park mobile app will be maximized. There could be a beacon placed in the oil room, but the desire is to have audio description available on the park mobile app.
C. Is the audio description in multiple languages? If yes, how many?
RESPONSE: No. English only.
D. Is there a desired playback hardware, or is this up to the contractor to propose?
RESPONSE: No. The contractor shall propose hardware that meets the requirements of the work. See Attachment 1, Exhibit Planning, Design, and Fabrication Specifications –– 31. Audio Description for details on Audio Description requirements.
E. What is meant by "authentic voices"?
RESPONSE: No computer-generated voices.
2. Oil barrels
Can you provide a description of these?
RESPONSE: No more than eight (8) replicated oil storage barrels made of materials which can withstand a harsh maritime climate. The park will provide research including size, material type, and period markings criteria required to the awarded contractor to replicate period appropriate oil storage barrels.
3. Monitors
A. Can we assume that the content for weather updates, ranger programs, etc. be supplied by the NPS? is there a size specification for these?
RESPONSE: Yes.
B. Is there a size specification for these?
RESPONSE: No.
4. Interpretive text
It appears that the contractor will be tasked with drafting and completing interpretive text.
Will the NPS provide any sort of outline or bullet point list of topics and themes to begin this process?
RESPONSE: Yes. See 2.8.2.1 Themes, Attachment 17: CAHA Long Range Interpretive Plan, and Attachment 16: CAHA Foundation Statement.
5. Past Performance Questionnaire
Is the bidder to fill out this form, with the proviso that the listed references may be contacted for verification? Or should the bidder send the form to the references for them to fill out, and then include these in the proposal upon return from the references?
RESPONSE: Offerors shall obtain the information from the references and then provide the signed forms with the proposal.
6. Space Allocation
What is meant by "lighthouse base?"
RESPONSE: The “lighthouse base” is the structure that supports the lighthouse tower.
See Attachment 15: CAHA Space Allocation Plan, page 1, Ground Floor/Base of Tower Plan.
7. 3D tactile topographic relief map
Can you add some clarification here? How big do you envision this to be?
RESPONSE: 3D tactile map should be similar in stature to the one at Ocracoke Island (photo attached) – see Question #12 below for drawings. The landforms of the Outer Banks have minimal topographic relief. The model may include textures, geologic and topographical features, and any specified labels, where appropriate, to help visitors better understand the entire layout of the Cape Hatteras National Seashore.
8. Oil Room
Would custom printed exterior grade high pressure laminate, which is an inert material with a ten year warranty, be acceptable for the panels where the RFP calls for "direct print on a moisture-resistant substrate, such as aluminum, acrylic, or sintra with automotive clear coat" panels?
RESPONSE: Any materials that are highly durable and won’t be affected by moisture or humidity would be suitable for use.
9. Hall
Can you provide more detail as to the "scenic images and photographs" in terms of approximate quantity, source (from NPS digital files etc,) or other specifications?
RESPONSE: Content and resources for inclusion shall be determined in part of the planning and design phases of this contract. Wall space available for hanging graphics in hallway is approx. 14’ long, and quantity. One possible layout might be 6x 16” x 20” panels, but final number and size of graphics will be dependent on needs determined in the planning and design phases. See Attachment 15: CAHA Space Allocation Plan, page 1, Ground Floor/Base of Tower Plan for hall [corridor] dimensions.
10. Production Budget
A. Here it references the topographical map, as well as architectural models, exhibit lighting, and electromechanical devices. The purchase and installation of house and architectural is NOT included.
Are architectural models envisioned? If so, how many and of what?
RESPONSE: Architectural models have not been identified as a specific requirement of the award. The contractor may reserve creative license to introduce these as potential exhibit elements within the established budget threshold.
B. The descriptions found within the RFP do not appear to imply the need for lighting or electromechanical devices, save for the monitors and audio playback devices for the descriptive audio track. On the contrary, the Primary Exhibit calls for "low complexity content specialties, such as flip books or lift up interactive and tactile and audio features." Can it be assumed that there will not be a need for extensive or complex electromechanical devices?
RESPONSE: Correct. Lighting for outdoor exhibit elements and general house lighting in the indoor exhibits are not specified or included in this statement of work. The awarded contractor should plan to cost for all exhibit-specific lighting, including exhibit casework, thematic lighting, and exhibit lighting control systems; and as stated in
2.8.2.4 Production Budget, c.; 3.1.2 Design Considerations; 3.7.1 Pre-Fabrication Submittals, b. Electrical; and 3.10.1 Primary Installation, 4. Two (2) monitor displays are indicated as requirements in the SOW : one (1) monitor display for posting weather and ranger program schedules that can change daily with updates, and one (1) monitor display for a recorded ranger video for those with mobility limitations. Audio description should include all exhibit and wayside elements included in this contract.
C. Likewise, the only logical area for exhibit lighting seems to be within the conservation-grade display cases, unless nighttime lighting is desired for the outdoor exhibits. Can you provide more details on this?
RESPONSE: No night lighting needs for outdoor exhibits. Site closes at dusk. No need for lighting within the conservation grade casework.
11. Cost Estimate Form
Can you explain what IGE, SD, DD etc. stand for? Would work done by vendors be listed under direct expenses?
RESPONSE: IGE – Independent Government Estimate, SD – Schematic Design, DD – Design Development. The Cost Estimate Form lines up with each section of the Scope of Work. The costs shall be detailed as shown on the form.
12. It would be helpful to provide additional detail on the tactile map if possible. For example, some idea of the amount of graphic content- labeling of features, roads, seashore callouts, etc. In section 3.7.2 Content Specialties, 6 a it states "Refer to the PD2 Content Specialties Reference Package for design intent, purpose, style, and other production details." Can you refer us to the document labeled PD2 Content Specialties Reference Package?
RESPONSE: Please see drawing and reference images below. Exact replica desired with different reference points in relation to where the visitor is located.
