About this file
This document is an Amendment to a Solicitation for Wayside Exhibit Planning, Design, Fabrication, and Installation Services for Piscataway Park, issued by the National Park Service (NPS). The amendment responds to 18 specific questions about the project scope, clarifying key details such as the project will involve developing proposals for 12 unique wayside exhibits, with 9 ultimately being selected for production. The project involves separate site visits and interactions with two tribal groups - the Piscataway Indian Nation and the Piscataway Conoy Tribe - and requires creation of three original full-panel color illustrations focusing on historical topics like tribal history, the Susquehannock Fort, and local historical sites.
The solicitation covers wayside exhibits planned for both Piscataway Park and Greenbelt Park, with two exhibits currently planned for Greenbelt Park and the remainder for Piscataway Park. The project has a proposed end date of September 30th, 2027, with potential flexibility if needed. Key personnel requirements include a Project Manager and Exhibit Writer/Editor, who will be responsible for site visits, meetings, content research, and developing exhibit materials. The tribes will provide review and input at multiple stages, including Pre-Proposal, Wayside Proposals, and Design Development phases, though direct collaboration beyond these reviews is not expected.

Solicitation Number 140P2125Q0179 Amendment 0001
Description of Amendment/Modification Wayside Exhibit Plan, Design, Fabricate and Installation Services for
Piscataway Park
The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2125Q0179 – Wayside Exhibit Planning, Design, Fabrication, and Installation Services for Piscataway Park. The government response is provided below each question.
1. Section 3.1.1 b - Can you provide clarification as to performing on-site tasks separately with each Tribal group?
RESPONSE: The Piscataway Indian Nation and the Piscataway Conoy Tribe will not participate in meetings together. The on-site Pre-Proposal work of the initial meeting, presentation, and site analysis, including visit to each potential wayside site, discussions on subject, purpose, wayside site-specific significance/meaning, and resources shall be done separately. The contractor shall develop sketches onsite to facilitate discussions.
Will one day of the site visit be for the Piscataway Indian Nation and a second day be for the Piscataway Conoy Tribe?
RESPONSE: Yes.
2. Section 3.1.3 - This line states the creation of proposals for (12) unique wayside exhibits. The following line states (9) unique wayside exhibits. Which number is correct?
RESPONSE: They are both correct. The proposal will be done for 12 unique wayside exhibits. Then from those 12 developed in the proposal, 9 will be selected and developed for production.
3. Section 3.1.7 - Can you provide further clarification of this section?
RESPONSE: Based on initial discussions with the park, we do not foresee the need for any tactiles or sculpted models so mock-ups or protypes of them are also not needed or part of the task order. We included the statement that the work will include the contractor create all custom elements accepted from the Wayside Proposal because there may be other custom elements beyond tactiles proposed and accepted for development from the Wayside Proposal. For example, there could be an audio component.
Which aspect of “custom elements” is the contractor responsible for providing?
RESPONSE: Everything that is not a tactile or sculpted model.
Will there be any conceptualization or design of tactile models at all?
RESPONSE:
No.
4. Section 3.1.8 - Can you provide potential topics or examples of the style of the (3) original full-panel color illustrations?
RESPONSE: Potential topics include the history and events involving the Piscataway, the Susquehannock Fort, the Piscataway burial grounds, and the Marshall House and the manor system.
Does the park have a preferred artist?
RESPONSE: No
5. Section 3.11.2 - Is the contractor responsible for removing existing waysides? If so, how many?
RESPONSE: No.
Do the exhibit bases need aluminum Cane Detection Bars?
RESPONSE: No.
Is this a requirement of all waysides under the IDIQ contract?
RESPONSE: This will be identified in the individual task order.
6. Factor 1: List of Key Personnel - Should an installer, model maker, or cartographer be included as required roles under this task order?
RESPONSE: No, they are not considered Key Personnel under this task order.
7. Cost Estimate Form - There is not a row listed for the $6,400 charge for the honorariums. Where should this cost be listed?
RESPONSE: A line can be added in the spreadsheet where you feel it will be used.
8. Section 2.0: How many of the waysides are planned for Piscataway Park (3400 Bryan Point Rd, Accokeek, MD 20607) and how many are planned for Greenbelt Park (6565 Greenbelt Rd, Greenbelt, MD 20770)?
RESPONSE: As of this solicitation, two waysides are planned for Greenbelt Park while the remainder is planned for Piscataway Park. Depending on Pre-Proposal and Wayside Proposal choices, the numbers allocated for each park may change.
9. Section 2.5: Is the Project Manager expected to be on site for the full duration of the installation and Audio Description trip or is it at the discretion of the contractor?
RESPONSE: Yes, the PM shall be on-site for all meetings.
10.Section 3.1 #1: Beyond providing honorarium to two tribes for their review of several deliverables and interacting on the site visit, is there any additional, direct collaboration the contractor is expected to have with the tribes throughout the duration of the project?
RESPONSE: The tribes will participate and provide reviews for Pre-Proposal, Wayside Proposal 1, Wayside Proposal 2, Design Development 1, Design Development 2, and Design Development 3. Comments and/or resources from the tribes will be done through the government. No additional, direct collaboration is expected.
11.Section 3.1 #4: Please confirm the contractor will propose on 12 waysides, but only design 9 of them.
RESPONSE: Yes.
12.Section 3.1 #5: Can the Park team and/or tribes support the contractor in providing or acquiring visual and/or written resources?
RESPONSE: Yes, they will provide what they can. However, the contractor is primarily responsible for researching and acquiring content (written and graphic).
13.Section 3.1 #8: Are any of the illustrations slated for the single 36” x 48” panel?
RESPONSE: No, the 36” x 48” panel is meant to be an upright orientation panel.
If it is decided that an illustration would benefit the panel, it would be considered.
14.Section 3.6: Please confirm that same agenda will be completed twice, and completely independent of one-another, while on-site; once with the Piscataway Indian Nation and once with the Piscataway Conoy Tribe.
RESPONSE: Yes.
15.Section 4.2 #3: Is any wayside removal a part of this contract?
RESPONSE: No.
16.Section 4.2 #11: Do the final production PDFs of the layouts need to be 508-compliant?
RESPONSE: No, this is not a requirement of this task order.
17.Section 7.0: Does the period of performance end date have the ability to shift slightly if needed? Assuming the project could start by Oct 15th, a realistic/reasonable schedule with all the requested review periods just barely hits the Sept 30th, 2027 date.
RESPONSE: If the contractor can not meet the proposed end date, please provide a draft schedule as part of your quote.
18.Section 11.1.A #1: Is an Exhibit Writer/Editor a formal role in this project? Only a planner is listed to be on site and involved in the project.
RESPONSE: The Exhibit Writer/Editor is listed as Key Personnel for this task order. The writer/editor is just not a required attendee for the Pre-Proposal site visit. The contractor may choose to bring the writer/editor or any other personnel to the site visit, but the additional costs would not be accepted as part of the on-site visit.
