Part 1

General Information

1. GENERAL: This is a non-personal services contract to provide Telematics services to monitor cars, trucks, equipment, and other fleet assets by using GPS technology, telecommunications, on-board diagnostics (OBD) port and Original Equipment Manufacturer devices to plot the asset’s movements, maintenance, utilization, and other essential operating factors. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to furnish and install telematics equipment/monitoring devices and cloud based monitoring services for all identified vehicles and future additions to the Department of the Interior (DOI) fleet as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The DOI manages over 35,000 agency owned/GSA leased motor vehicles/Equipment, in DOI sites spread throughout the United States and its territories. One of the most critical factors in the management of a large fleet is the monthly collection of accurate utilization and maintenance data.

Utilization is a monthly data element reported for each asset within the DOI inventory. Currently there are approximately 400 utilization clerks in the fields that manually collect and record the monthly utilization to external reports or spreadsheets before entering that data into the Financial and Business Management System (FBMS). While is it difficult to measure exactly how much time is spent collecting and entering the data, we estimate approximately 1,833 hours are spend each month to enter the utilization data into FBMS for all equipment and motor vehicles. All the data and maintenance records are required to be entered into FBMS as FBMS is the official system of record. Additionally, the data contained in FBMS is used to submit the DOI Bureaus annual FAST date to GSA for reporting to congress.

1.3 Objectives: To provide telematics equipment/monitoring devices and cloud-based monitoring services for the Department of the Interior, and its bureaus.

1.4 Scope: The scope of this contract encompasses the provision of telematics services for the National Park Service (NPS) through the utilization of emerging technologies. The Contractor shall deploy telematics equipment and monitoring devices, along with cloud-based monitoring services, to effectively track and manage DOI and its bureaus extensive fleet of over 35,000 government-owned motor vehicles, and motorized equipment units across DOI and its bureau’s sites throughout the United States and its territories.

The primary objectives of this contract include the real-time monitoring of vehicle movements, maintenance, utilization, and other crucial operational factors. The Contractor shall employ Global Positioning System (GPS) technology, on-board diagnostics (OBD) port, Original Equipment Manufacturer devices, and telecommunications to collect accurate utilization and vehicle data monthly. This data is vital for effective fleet management, and the current manual collection process involving hundreds of utilization clerks is both time-consuming and resource intensive. This contract aims to eliminate the need for manual collection in motor vehicles and mobile motorized equipment.

Furthermore, the Contractor shall address the challenge of data entry by introducing telematics technology, which not only eliminates the need for manual collection but also enhances the accuracy and efficiency of reporting. The cloud-based monitoring services provided by the Contractor will contribute to the monthly collection of utilization and vehicle data, which is required for the Financial and Business Management System (FBMS), the official system of fleet records for all of DOI and its Bureaus.

The contract shall cover a period of performance, consisting of a base period of 12 months and four option periods, each consisting of 12 months, with specific timelines outlined for each phase. During this contractual engagement, the Contractor is expected to meet stringent quality control measures, ensuring the performance of services in accordance with the Performance Work Statement (PWS). The Contractor's adherence to the Quality Control Program (QCP) is crucial for maintaining 95% active devices in installed DOI units.

Security requirements mandate the Contractor to be Federal Risk and Authorization Management Program (FedRAMP) Certified and to maintain FedRAMP certification standards throughout the period of performance of the contract.

The deliverables under this scope include the installation of OBD2 GPS vehicle telematic devices, real-time vehicle telemetry, monitoring of various vehicle parameters, and the implementation of cloud-based fleet management tools. The Contractor shall also provide training resources, support services, and regular reports to ensure the successful implementation and continuous improvement of the telematics services through emerging technologies.

The scope further emphasizes the importance of data rights, with the government holding unlimited rights to all documents, materials, and data produced under the contract. The Contractor is restricted from using or selling these materials without written permission from the Contracting Officer.

Lastly, the contract requires the Contractor to submit a Quality Assurance Surveillance Plan (QASP) and undergo periodic performance evaluations, ensuring compliance with performance standards defined in the contract. The Contracting Officer Representative (COR) will play a crucial role in monitoring technical aspects, and key personnel, including the contract manager, will be available during specified hours to address contract-related matters.

Overall, this contract aims to revolutionize the DOI and its Bureaus’ fleet management process, introducing innovative telematics solutions to enhance efficiency, reduce manual efforts, and ensure the optimal performance of the entire DOI fleet.

1.5 Period of Performance: The period of performance shall be for one (1) Base Period of 12 months and four (4) 12-month option periods. The Period of Performance reads as follows:

Base Period September 30, 2025 through September 29, 2026

Option Period I September 30, 2026 through September 29, 2027

Option Period II September 30, 2027 through September 29, 2028

Option Period III September 30, 2028 through September 29, 2029

Option Period IV September 30, 2029 through September 29, 2030

The contractor’s quality control program is how she/he assures herself/himself that her/his work complies with the requirement of the contract by maintaining 95% active devices in installed DOI units.

The QCP should be delivered with the contractor’s proposal. After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards.
