AUDIO DESCRIPTION (AD) TOUR
INTERIOR EXHIBIT MOBILE APPLICATION,
WAYSIDE AD, AND AD NARRATION
I. BACKGROUND AND PURPOSE
Cumberland Island National Seashore (CUIS), St Marys is the gateway to
Cumberland Island, Georgia's largest and southernmost barrier island. Here pristine maritime forests, undeveloped beaches and wide marshes whisper the stories of both man and nature. Natives, missionaries, enslaved Africans, and industrialists all walked here. Cumberland Island is also home to over 9,800 acres of congressionally designated wilderness.
Located about one hour north of Jacksonville, Florida, the visitors begin their park experience on the mainland, by touring the Mainland Museum and the
Visitor Center. A ticket can be purchased for a 45-minute ferry boat ride to the island itself, which is quite rustic. Existing waysides—25 of them—are found scattered throughout the visitor experience on the island, with an additional ten wayside being added additionally to the island and on the mainland around the
VC.
This effort is to add audio description to existing waysides and exhibits. For indoor exhibits, write an audio description script for the exhibits, transfer the script information to the Audio Description Tour (ADT) Interior Exhibit Module
(IEM) application spreadsheets utilizing the National Park Service (NPS) software framework, and provide and install the completed ADT-IEM App on delivery devices for use by visitor who are blind or have low vision. For wayside exhibits and an overall orientation to the island, provide an audio description script as a WORD file.
II. SCOPE AND OBJECTIVES
A. The contractor shall equip and install a complete and working ADT-IEM App for CUIS in two locations: a half-hour ADT of the Visitor Center (VC), a one-hour ADT of the Mainland Museum (MM).
1. The contractor shall provide all labor, supplies, materials, facilities, equipment, deliverables, documentation, and travel necessary to write and verify the accuracy of the scripts, create tour routes, and place and test proximity beacons. The contractor shall test and verify for acceptance all functions of the compiled and completed ADT- IEM
App using the NPS Audio Description Tour app.
2. Descriptive tours for people who are blind or have low vision are arranged and grouped by proximity to better enable the user to self-guide through the space and to avoid long run-on descriptions. In large spaces each grouped area is sorted in the ADT App via Blue-tooth
Low-Energy (BLE) iBeacons. To facilitate this arrangement the contractor shall tour the space and set grouped sort locations to support script arrangement and exhibit flow.
i. Attachment H – Standard_Specs_for_AV.pdf A set of guidelines created by the HFC AV team for AV standards.Attachment I – NPS_Accessibility_Guidelines.pdf
A set of guidelines created by the NPS for accessibility.
3. Prior to finalizing sort locations, the contractor shall perform signal testing to ensure there is no interference from outside sources and to ensure iBeacon fidelity to the appropriate description group. Beacons shall be set in place at the post award site visit.
4. The following attachments are provided to assist the contractor in the development of the ADT app:
i. Attachment A – Visitor_Center_Exhibit_Photos.pdf A collection of recent photos of the exhibits as they are today.
ii. Attachment B – Visitor_Center_Floorplan.pdf An original floorplan layout of the space, the room size is the same, but some descriptions have changed.
iii. Attachment C – Mainland_Museum_Description.pdf A brief description of the space and room dimensions since there is no current floorplan for this space as it is set by the VC staff.
iv. Attachment D – Mainland_Museum_Exhibit_Photos.pdf A collection of recent photos of the exhibits as they are today.
5. There are three phases to a successful completion of the project. Phase one is the creation and acceptance of the ADT script, phase two is separating and transferring the script to three spreadsheets, phase three is installation of equipment, testing, and verification of the app and required hardware.
6. The three spreadsheets are Exhibits, Rooms, and Details. The Exhibit spreadsheet contains the physical location of the exhibits. The Rooms spreadsheet contains content group titles and overviews. The Details spreadsheet contains panel overviews, titles, and text.
7. The contractor shall meet the following specific requirements:
i. The contractor shall write an audio description tour script of the two indoor exhibit locations and ensure the script is accurate and complete.
ii. The script shall be machine read utilizing the contractor provided and configured delivery devices.
8. The ADT script shall:
i. Include a Table of Contents (ToC) where the exhibit title of each segment and individual sections aligns with the Scenes and Content Groups.
ii. Include an overview description of each Scene and Content
Group that, in general terms, describes the layout and content.
iii. Provide overall orientation and basic navigational assistance within the exhibit space and in the Mainland Museum and the
VC at large, such as the location of the restrooms and gift shop.
iv. Tell the story as described in the exhibit text and images visually to enable visitors who are blind or have low vision to make connections to park resources through the same messages delivered to sighted visitors.
v. Be straightforward in its creative and technical approach.Include vivid, succinct descriptions of exhibit panels, images, objects, maps, dioramas, tactile elements, interactive devices, computer interactive programs, exhibit audiovisual programs, and other elements as necessary.
vi. Describe and identify the artifacts, models, and other objects on display in cases that cannot be touched by visitors.
vii. Sections and subsections in the script belonging to different spreadsheets shall be readily identifiable using bold, color coding, etc. or any other consistent method to enable ease of transfer from the script to the spreadsheets.
9. Following acceptance, the contractor shall transfer the script to spreadsheets that are then uploaded by the government to protected servers. Transfer of the script to the IEM spreadsheets is crucial to the success of the project. Data formatting shall meet the following criteria:
i. Every description shall begin with the word count of the description and end with "End of Description".
ii. Every hard return translates into a different section when viewed on the App. This feature is especially useful to create the feel of drilldowns and to sectionalize long descriptions. The accompanying overview shall state there are multiple sections, the number of sections, and instruction that it may be necessary to page down to hear other sections. Each section shall end with
"End of Section", the last section shall end with "End of
Description".
iii. Special characters do not transfer to the spreadsheets and shall not be used. Specifically, em dashes (an elongated hyphen) translate as question marks on the spreadsheets.
iv. Words that include accent or diacritical marks shall be replaced by alternate spellings.
10. The spreadsheet shall be saved as .csv UTF8. Files names shall begin with IEM, files shall not include the attachment letter. The contractor shall populate the spreadsheets as follows:
i. Attachment J - IEM v2 - Exhibits.csv is the spreadsheet that is used to describe the separate physical locations within the
IEM App. The contractor shall populate this spreadsheet based on locations identified during creation of the script as follows:

iv. Spreadsheet IEM v2 - Rooms:
Fields for this spreadsheet are ID, EXHIBIT ID, SITE ID, BEACON MINOR, BEACON MAJOR, ACCURACY
THRESHOLD, 3FEET ZONE ACCURACY THRESHOLD,
10 FEET ACCURACY THRESHOLD, NOT BEACON ID,

a. ID field is numbered starting with 1 through the total number of TITLEs. The ID is what the program uses to sort the information on screen. It is recommended that numbers are skipped throughout to enable additions to content were it ever needed in the future.
b. TITLE fields are the Main titles taken directly from the script.
c. EXHIBIT ID field is the corresponding ID number from the Exhibits spreadsheet.
d. BEACON MAJOR field is numbered sequentially starting with 1.
e. BEACON MINOR field is not accessed in the current app.
A number “1” is to be placed in all cells.
f. UUID field is a 28 alpha numeric code used by the content management system. It does not change. Always set field as “12345678-aaaa-bbbb- cccc-123456789012".
g. ACCURACY THRESHOLD, 3FEET ZONE ACCURACY
THRESHOLD, and 10 FEET ACCURACY
THRESHOLD fields are designed to increase the accuracy of the activation zone of the individual iBeacons. Recommended starting point for all iBeacons are 0.6, 0.9, and
2.5 respectively.
h. NOT BEACON ID and NEAR BEACON ID fields are not used and are left blank.
i. OVERVIEW field is the description associated with the
TITLE field. Content in this field is duplicated in the
Details spreadsheet and is the first description for each main title.
