Offerors must submit questions to the above email address(s) no later than 3:00 p.m. ET on September 14, 2020 via email to heather_madsen@nps.gov. There is no guarantee that questions submitted after this time will be answered.
A complete proposal submittal shall consist of two (2) electronic files via email to heather_madsen@nps.gov.

Electronic proposal files shall be free of any restrictions which prevent or limit the Government’s ability to copy, print, comment, etc. within the electronic documents.
This solicitation imposes strict page limitations on certain proposal sections. Pages submitted in excess of specified limitations shall be discarded without consideration by the Government proposal evaluation team.
For the purposes of this solicitation, one page is defined as one electronic page which is no larger than 8.5” x 11” with 1” margins on all sides. Font shall be either Times New Roman or Arial and the font size shall be no smaller than 11.
Proposals received after the proposal deadline established herein shall be considered late. The Government shall not be obligated to consider late or incomplete proposals for contract award.
KEY PERSONNEL:
The Government considers the Consultant’s designated Project Manager to be essential to the success of the overall project and intends to designate the personal proposed in this position, by name, as “Key Personnel” under this contract.
Project Manager
The Consultant must make every effort possible to maximize stability and continuity of the Key Personnel position(s). The Consultant must notify the Contracting Officer and Contracting Officer Representatives, in writing, no less than 30-days prior to replacing Key Personnel under this contract. If circumstances do not permit 30-days written notice, the Consultant must provide written notice as soon as possible after determining a replacement is required.
In the event a replacement is required, the Consultant’s proposed candidate(s) for replacing the Key Personnel must possess qualifications equal to, or superior to, those held by the incumbents.
CONTRACT AWARD
Contract award shall be made to the Offeror that represent the Lowest Price to the Government as determined by a comprehensive evaluation of the factors listed below. The Government will first evaluate price ranking the proposals lowest to highest. The Government will begin its evaluations by evaluating the proposal with the lowest price. Should the proposal not be technically acceptable the Government will then evaluate the next lowest priced proposal and so on until it identified the Lowest Price Technically Acceptable (LPTA) offeror. The Government also reserves the right to make no award.
Offerors must clearly state any deviation from the scope of services for this task and any deviation from the terms and conditions in the base contract. These deviations along with Offeror assumptions will not be evaluated and scored as individual factors; however, since these conditions and assumptions may have significant impact on the determination of task order award, the Government will review and consider all Offeror stipulated conditions and assumptions during the process of making the LPTA determination.
PROPOSAL PREPARATION INSTRUCTIONS:
Offeror’s proposal must include (1) Technical Approach, (2) Management Approach, (3) Price and (4) Past Performance.
Minimum requirements for each element are described below. Technical Approach, Management Approach, and Past Performance are of equal importance, and when combined are significantly less important than price.
Each proposal element shall address, at a minimum, the following topics.
1. Technical Approach (Limited to 10 pages)
A successful Technical Approach shall clearly demonstrate how:
1.Completeness of proposal in addressing all requirements.
2.Proof of vendor’s Avaya reseller status to sell and install Avaya systems.
3.Comparison of proposal cost plus the cost of initial year of annual maintenance.
2. Management Approach (Limited to 2 pages per resume)
Under this factor, the Government will evaluate each Offeror’s management approach and personnel resources in the following areas:
• Personnel Resources:
The Government considers the Contractor’s designated Project Manager to be key personnel under this contract. The Contractor shall make every effort possible to maximize stability and continuity of the key personnel assigned to this project.
1. Provide the minimum qualifications of the persons offeror will designate as key personnel. Describe education, relevant certifications, licenses, and publications.
2. Provide minimum qualifications of the persons not defined as key personnel to demonstrate the depth of offeror’s team. Describe education and relevant experience.
3. Price – No page limitations
The Offeror’s Price Proposal will not be point scored or adjectivally rated but will be evaluated on price reasonableness in accordance with one or more of the techniques identified in FAR 15.4. The price proposal will also be used as an aid to determine the Respondent’s understanding of the requirements of the solicitation, price reasonableness, and to assess the validity of the Respondent’s approach to managing and performing the work.
4. Past Performance – No page limitations
Offeror must provide 3 references of Past performance on similar service. The Offeror shall cite three (3) projects performed within the last three (3) years. For each relevant project, Offerors shall identify the following:
A. Customer B. Contract Number/Contract Title C. Delivery Schedule/Period of Performance D. Description of the Work Performed E. Unique or Complex Characteristics of the Project F. Relevance to NPS Requirement
The offeror shall provide the attached performance questionnaire to its customers and have their customers fill out the questionnaire. The customer must submit the questionnaire back to the government by email to Heather Madsen at heather_madsen@nps.gov. All questionnaires must be received no later than the closing date for the solicitation Questionnaires submitted by the offeror will not be considered.
Failure to meet the requirements set forth above for providing complete valid past performance may result in past performance for such offeror to be deemed nonresponsive or neutral. A past performance rating of neutral will still be considered for award; while a verified negative past performance rating will eliminate the offeror from consideration of award.
The Government will assess the relative risks associated with each Offeror. Performance risks are those associated with an Offeror's likelihood of success in performing the acquisition requirements as indicated by that Offeror's record of past performance.
The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an Offeror's performance on a list of contracts but rather the product of subjective judgment by the Government after it considers all available and relevant information.
The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in the Offeror's performance.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
