This is a Request for Quote (RFQ) solicitation for septic tank pumping services at Flagstaff Area National Monuments in Arizona. The National Park Service (NPS) is seeking a firm-fixed-price commercial services contract for routine and as-needed septic tank pumping at Sunset Crater National Monument and Wupatki National Monument. The contract structure includes a one-year base period plus four one-year option periods, with performance running from April 1, 2026 through March 31, 2031. The contractor must provide all labor, equipment, vehicles, materials, permits, and disposal services to pump and remove approximately 34,000 gallons of sewage per pumping cycle from multiple septic tank systems totaling 18,000 gallons at Sunset Crater and 16,000 gallons at Wupatki. Routine pumping is required a minimum of twice annually, with an estimated annual volume of 70,000 gallons. All work must comply with Arizona Department of Environmental Quality (ADEQ) and EPA regulations, and the contractor is responsible for disposal at ADEQ-approved facilities and providing proof of disposal receipts within five business days of each pumping event.
The offer due date is March 27, 2026 at 5:00 PM EDT, with award anticipated for April 1, 2026. This solicitation is a total small business set-aside for Women-Owned Small Businesses (WOSB), with a NAICS code 562991 (Septic Tank and Related Services) and size standard of $9 million. Pricing must be submitted as a unit price per 1,000 gallons on an all-inclusive basis covering mobilization, travel, labor, fuel, equipment, permits, pumping, disposal fees, cleanup, and disinfection. Contracting Officer Jessica Owens (Jessica_Owens@nps.gov, 720-450-2184) and Park POC Chris Brothers (Chris_Brothers@nps.gov, 928-526-0502) manage the contract. The solicitation incorporates FAR clauses including Service Contract Act labor standards with applicable wage determinations for Arizona County of Coconino, requiring compliance with prevailing wage rates, health and welfare benefits of $5.55 per hour, paid sick leave, vacation, and holidays. Offerors must be registered in SAM and have a Unique Entity Identifier.
