The unit of measurement is "feed days," defined as the price to feed and visually inspect one animal for one full day, with an estimated 3,801 total feed days. Contractors will be reimbursed based on actual monthly feed days using the unit price offered. Award will be made as a firm fixed price contract to the responsible offeror whose offer is most advantageous to the government, evaluated on price, technical capability, prior experience (three recent projects of similar size and scope within three years), and pasture specification compliance. The NPS will inspect the offered property to ensure minimum requirements are met; non-compliant offers will be deemed technically unacceptable. Offerors must provide vicinity maps, topographic maps, legal descriptions, and proof of land ownership or control for a minimum of five years. Service Contract Labor Standards apply. All interested parties must be registered in SAM at time of quotation submission and award. Quotes must be submitted by email to kiara_stewart@ios.doi.gov. GENERAL INFORMATION:

Description: GRTE: Lease Winter Pasture for Grand Teton National Park

(i) This is a solicitation for commercial products or commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1426Q0091. The acquisition is in support of Grand Teton National Park.

(iii) FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2026-01 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The Service Contract Labor Standards (SCA) applies to this procurement. The Wage Determination is attached.

Late quotes may not be accepted.

Quotes received after the closing date and time may not be accepted. The determination in accordance with FAR 52.212-1(c) Late Submissions to accept a late quote will be made solely by the Contracting Officer. It is the responsibility of the quoter to ensure that the entire quote is received, not just sent. If attachments do not open may render the quote unacceptable and may not be further considered for award.

All quotes received have a date and time received in the contracting officer’s email. This date and time will be the determination if a quote is late.

Quoters may submit more than one quote by the due date and time of quote submission or withdraw in writing the previously submitted quote. If withdrawing the previously submitted quote, it shall be done in writing.

Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required. If the results of the preliminary review indicate that the quote lacks sufficient information to determine capability, the Contracting Officer, as the sole deciding authority, may determine a quote as unacceptable and may remove the quote from further consideration for an award.

Debriefings do not apply to FAR Part 12.

Quoters are reminded to include their best technical and price terms in their initial quote and not automatically assume they will have an opportunity to participate in discussions.

Per FAR Part 12 evaluation will be conducted by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 12.203).

1. Price.

2. Technical: Technical is the factual documentation of the firm’s ability to meet the specifications.

3. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing three (3) examples of their firm’s most recent projects within the past three (3) years of similar size and scope.

4. Pasture must meet the requirements listed in the “SPECIFICATIONS AND REQUIREMENTS” section of the statement of work. **The NPS will inspect the offered property to assure it complies with the minimum requirements. If the contractor is unable or unwilling to comply with the contract specifications, the offeror will be deemed technically unacceptable and the offer will be thrown out.** Offered pasture must be located no greater than 100 driven miles from Moose, WY during winter months. The Offerors shall include the following to show location details: a vicinity map (no scale specified) showing the location of the proposed site in relation to the nearest town and directions from the nearest town with route numbers and mileage of roads or highways used to reach the site; a topographic map of the proposed pasture; the location of private land owned by the offeror; the location of private land controlled by the offeror (together with the proof that the offeror has control of these lands for a minimum of 5 years); a list of the legal descriptions for all lands offered needs to be included in the proposal (township, range, section, quarter section, lots, etc.); a description of long-term control (at least 5 years) of land if land is not owned. The discussion shall include a description of the ownership and/or control of the land including proof of such control (this could include copies of sale documents, leases, or contracts for sale or lease contingent upon award of this contract)

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:

(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
