AWARD SELECTION PROCESS:

Award will be made in accordance with FAR Part 13 to the offeror that provides the best value to the government based on price, technical, and prior experience or past performance. Per FAR Part 13.106- 2(b) evaluation will be conducted by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

1. A price evaluation will be performed to determine the reasonableness of the proposed price.

Reasonableness will be determined considering other competitive prices received and comparison to the Independent Government Estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced.

Offerors are cautioned to distribute costs appropriately.

2. The Offeror shall provide a project narrative (not to exceed two (2) pages) describing how it will perform the custodial services required by the Performance Work Statement (PWS), specifically addressing:

• Quality Control

• Safety

• Management of all locations

To be determined technically acceptable, the offeror must:

o Describe a Quality Control Plan (QCP) that includes:

▪ Inspection procedures and frequency;

▪ Identification of the individual responsible for quality control;

▪ Methods for documenting inspections and corrective actions;

▪ A process for addressing customer complaints within a defined timeframe.

o Describe safety procedures that:

▪ Identify the individual responsible for safety oversight;

▪ Address compliance with OSHA requirements;

▪ Include procedures for handling and storing cleaning chemicals;

▪ Describe incident reporting procedures.

o Identify the proposed on-site supervisor or management structure;

o Describe how staffing coverage will be maintained at all required locations;

o Describe communication procedures with the Contracting Officer’s Representative

(COR);

o Describe procedures for employee accountability and continuity of services during absences.

Failure to address any of the above elements may result in the quote being determined technically unacceptable.

3. Prior Experience: Prior experience is the factual documentation or narrative of a firm’s experience and capability, along with providing examples of their firm’s most recent custodial services performed within the past five years where the offeror performed as the prime contractor. At least three prior custodial projects of similar size (total contract cost) and scope (contracts complexity), shall be submitted that demonstrate the offeror’s ability to do the work.

Each project example shall include the following information.

• Project title, date, and address.

• Project owner, point of contact name and telephone number.

• Brief description of the project, plus its relevance, scope, size, and cost.

• A list of firms involved in the project, including their name, location, and role in the project.

Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the Government to perform a meaningful evaluation.

If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.

OPTIONS:

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

INSTRUCTIONS TO OFFERORS:

Quotes shall be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award. The offerors shall submit a quote to the contracting specialist by email to Stacy_Vallie@nps.gov no later than the date and time indicated in the Solicitation or as otherwise amended.

All interested parties must be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted. Additionally, parties must be registered as a small business at the time of solicitation close, at the time of award, and for the entire duration of contract performance. Vendors must also be registered under the NAICS code listed in Block 10, Page 1 of the SF-18. The SAM registration must be active. No exceptions will be made.

Contractor Performance Assessment Reporting System (Dec 2015)

1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. 3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award.
