This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service (NPS) contemplates award of a firm fixed price (FFP) purchase order as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1424Q0083.
A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2024-05 and are available in full text through Internet access at http://www.acquisition.gov/far/.
This RFQ is posted on SAM.gov’s Contracting Opportunities and is a 100% Small Business set-aside.
The North American Industry Classification System (NAICS) code is 332994 – Small Arms, Ordnance, and Ordnance Accessories Manufacturing – Cannon Manufacturing. The small business size standard is 1,000 employees. The PSC code is 1095 – Miscellaneous Weapons.
Description:
Fort Laramie National Historic Site’s Historic Weapons Program has been active for many years utilizing the Model 1841 Mountain Howizter. Aside from the Model 1841 Mountain Howitzer, Fort Laramie as a military post historically had a complement of Model 1857 12-Pound Napoleons on the roster of artillery guns for defensive operations. Fort Laramie National Historic Site intends to purchase one (1) Model 1857 12-Pound Napoleon to complete the current inventory of replica artillery pieces. A replica gun of this model will provide for increased visitor enjoyment, understanding and enhanced educational opportunities using living history artillery demonstrations. Display of artillery pieces throughout the park also enhances the historic cultural landscape for increased visitor enjoyment.

Awarded contractor shall independently, and not as an agent of the government, provide all labor, materials, and equipment necessary to provide the required Cattle Guards in accordance with the Specifications section of this solicitation, and additional requirements & terms and conditions.

Evaluation Procedures and Award Selection Process:
This procurement will use Simplified Acquisition Procedures (SAP) in accordance with FAR 13.102-1(2) and FAR 13.106-2(b). Evaluations will be conducted using comparative evaluations with the award being made to the quoter who has the lowest quoted price and is determined to be the most suitable (best value) quoter as a result of comparative evaluation procedures.

If multiple quotes are determined to be technically acceptable with all being determined equal, the award will be made to the firm with the lowest price.
To be considered for award a firm shall obtain a Unique Entity Identifier (UEI), have an active registration, and have completed the representations and certifications section in the System for Award Management (SAM) via https://www.sam.gov at the closing date and time of the solicitation; as well as, at the time of award and throughout performance of this requirement.

The National Park Service contemplates award of a open market, firm-fixed-price, purchase order as a result of this combined synopsis/solicitation to the vendor.
Contractor shall not bill/invoice for amounts over the awarded amount for all items delivered.
Undelivered items shall not be billed or invoiced.
Contractor shall provide the brand name or its equal that meets the specifications listed.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts.
