Requisition of Model 1857 12-Pound Napoleon

Statement of Work (SOW) FOR Acquisition
1. Background
Fort Laramie National Historic Site’s Historic Weapons Program has been active for many years utilizing the Model 1841 Mountain Howizter. Aside from the Model 1841 Mountain Howitzer, Fort Laramie as a military post historically had a complement of Model 1857 12-Pound Napoleons on the roster of artillery guns for defensive operations. Fort Laramie National Historic Site intends to purchase one (1) Model 1857 12-Pound Napoleon to complete the current inventory of replica artillery pieces. A replica gun of this model will provide for increased visitor enjoyment, understanding and enhanced educational opportunities using living history artillery demonstrations. Display of artillery pieces throughout the park also enhances the historic cultural landscape for increased visitor enjoyment.
2. Objectives:
This contract will acquire a reproduction Model 1857 12-Pound Napoleon cannon with bronze tube and wooden carriage (No. 2 Model 1857 Carriage) that will allow for the continued operation of the park’s artillery interpretive program as part of the Historic Weapons Program (HWP). Historically, Fort Laramie had the Model 1857 Napoloen as part of the Post’s artillery cache for defensive combat operations. This replica cannon will be used to enhance visitor enjoyment through living history demonstrations conducted during the summer months (live fire with blank rounds adhering to all safety and standard operating procedures as outlined in NPS Reference Manual 6).
3. Place of Performance:

4. Period of Performance:
All tasks for this contract must be completed by June 1, 2025 after the start date on the Notice to Proceed.
5. Scope:
The project consists of acquisition of 19th Century Reproduction Model 1857 12-Pound Napoleon with Model 1857 No. 2 carriage.
6. Tasks:
Under this contract, the contractor shall complete the following tasks and requirements:
· Reproduction 19th Century Bronze Tube and Model 1857 No. 2 Carriage for a Model 1857 12-Pound Napoleon. Production should include all implements necessary to safely and properly fire the cannon as per National Park Service (NPS) Reference Manual (RM) 6. This includes an 2 rammer/sponges, lanyard, primer extractor, thumbstall, vent brush, vent pick, wormer, and muzzle plug.
· End result should be a product capable of live-firing and blank firing adhering to NPS RM-6.
SHIPPING: Vendor will ship the finished product. Cost of shipping will be included in the total cost of the project.

7. Deliverables:
· Reproduction 19th Century Cannon and Carriage (12-Pounder Model 1857 Napoleon with live and blank firing capabilities, including all associated implements (2 rammer/sponges, lanyard, primer extractor, thumbstall, vent brush, vent pick, wormer, and muzzle plug).
· Includes both bronze barrel and the carriage (Model 1857 No. 2).
· All deliverable shall be delivered no later than 6/1/2025.
8. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI):
No government property or equipment will be furnished to the contractor.
