About this file

This is a Solicitation, Offer, and Award form (Standard Form 1442) for a construction contract issued by the National Park Service (NPS) for the "Revitalize Park Access Points" project.

The solicitation seeks construction services at two park locations: Farmington Landing in Accokeek, Maryland and Fort Foote in Fort Washington, Maryland. The base scope includes revitalization of park access points focusing on parking facilities (Product/Service Code Y1LZ), with an optional line item for new picnic tables and visitor information signage replacement at both locations (Product/Service Code Y1PA). Performance is required within 120 calendar days after notice to proceed, though this timeline is negotiable. The contract is a firm fixed-price construction award to a small business (NAICS code 237310, size standard $45.0 million). Proposals are due by May 20, 2026 at 1200 hours Eastern time, with a mandatory site visit scheduled for May 1, 2026 at Farmington Landing. Offerors must submit sealed bids in two volumes: a non-price proposal addressing technical capabilities, superintendent qualifications, and past performance; and a price proposal with completed pricing schedule, SF 1442 form, SF 24 bid guarantee (20% of bid price, not to exceed $3 million), and SAM.gov representations and certifications. The contracting officer is Brian Dankmeyer (brian_dankmeyer@ios.doi.gov). Liquidated damages are assessed at $200 per calendar day for delays beyond the completion deadline. Award is anticipated by June 1, 2026, with contract performance running through October 31, 2026.
