National Capital Parks – East (NACE) RFQ 140P1326Q0024 Revitalize Park Access Points Amendment 1 – Questions & Answers Issued: 5/19/2026

1. Please provide any available utility location information for both sites, if available. Also confirm whether utilities associated with existing lighting, drainage structures, or other underground systems exist within the proposed excavation limits.

a. No utilities exist within the proposed excavation limits.

2. Please clarify how NPS would like the contractor to address the transition between the aggregate parking lot and shoreline area. Current scope indicates geotextile grid installation at the shoreline/aggregate lot transition area.

a. See updated scope.

3. Please clarify whether work may occur simultaneously at both park locations or if phased sequencing between sites will be required by NPS.

a. Simultaneous work is allowed.

4. The SOW requires the superintendent to have five (5) years of roadway experience. Please confirm whether this requirement is satisfied by a superintendent who, over a five-year period, has supervised roadway-related work as part of general contracting operations, rather than having continuous roadway-specific experience, and whether overall construction supervision (including oversight of qualified subcontractors performing roadway work) is acceptable.

a. This is acceptable.

5. The solicitation indicates that offerors are to provide their UEI and/or CAGE Code for past performance evaluation. Please confirm that the Past Performance section requires only submission of the UEI/CAGE code, and that no project references or additional past performance information are to be included.

a. A capabilities statement is required. The UEI/CAGE code can be disclosed on the capabilities statement.

6. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

a. If one individual is qualified to fill all roles, it is acceptable for the positions to be filled by one individual.

7. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

a. Yes.

8. Please provide the site visit attendee sign in sheet.

9. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

a. No asbestos or lead is present. The defunct toilet at Fort Foote was installed sometime in the late 1990s/early 2000s.

10. Is this project tax exempt?

a. This is a federal project. The Government is exempt from certain taxes; however, contractors are responsible for determining applicability of state and local taxes to their purchases and pricing.

11. When do you anticipate on site work starting?

a. On-site work can start as soon as possible; as NPS will post a public closure, we request three weeks’ notice prior to beginning on-site work.

12. Are third party inspections required?

a. No. NPS is the AHJ and will inspect the project for adherence to applicable codes and regulations.

13. Is permitting required?

a. No.

14. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

a. Soil boring reports are not available. All excavation is intended to be in previously disturbed areas (e.g. at locations of current gravel roadways, existing post locations).

15. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

a. Assume no bulk water fill at either site.

16. Please provide staking data points for the project.

a. Staking data points will not be provided by NPS. Please bid accordingly.

17. Are red, yellow, and blue tops required?

a. See Section 3.1.2.6.3.8.2.3 - Mark all capped utilities with underground magnetic utility marker.

18. How many wood parking stops are required at Farmington Landing?

a. See Schematic Plan for intended locations, Keynote 4. Count can be derived from the plan.

19. What is the size needed for the poured concrete footers for the wooden parking posts at Farmington Landing?

a. Due to Farmington Landing being an active archeological site, the concrete footing and the embedded length of the posts cannot require any additional digging beyond the already disturbed depth. Because of this we have not specified a depth or width and direct to replace in-kind.

20. Are we to remove the existing VIS signage? If so, how many are there?

a. Option – yes. One sign at Farmington Landing and one sign at Fort Foote. See Schematic Plans.

21. How many new VIS signs are required? 2 per location?

a. Option – One sign at Farmington Landing and one sign at Fort Foote. Both are park entry signs.

22. The SOW for Farmington Landing in 3.1.2.5.12 calls for (4) new trash receptacles, but only two are shown on the conceptual drawing. How many are we to provide?

a. 14.2.2 Schematic Plan shows (4) total new trash receptacles. (2) are under note 5 (Demo and Replace), and (2) are under note 6 (New). Please provide (4) total.

23. The SOW for Foote Hille in 3.1.2.5.12 calls for (3) new trash receptacles, but only two are shown on the conceptual drawing. How many are we to provide?

a. 14.2.4 Schematic Plan shows (3) total new trash receptacles. (2) are under note 8 (Demo and Replace), and (1) is under note 9 (New). Please provide (3) total.

24. What size are the wood parking stops for Fort Foote?

a. See scope 3.1.2.6.3.6

25. Are concrete footings/pads required for the new VIS signage?

a. See Attachment 03VIS_Hardware_Manual_Markup Detailspdf page 162 (page 8 of 11 in document) for embedment details. Concrete footer required.

26. What are the mounting and installation support requirements for the VIS signage?

a. See Attachment 03VIS_Hardware_Manual_Markup Detailspdf page 161 (page 7 of 11 in document) for embedment details. Painted aluminum frame required. See other pages for additional specification details.

27. At the site visit, it was noticed that the existing trash receptacles have existing concrete pads. Are we to demo those and pour new for the new trash receptacless?

a. Yes.

28. Please confirm the anticipated existing gravel section thicknesses at both parking lots and the Fort Foote access road.

a. Anticipated existing gravel section thickness is approximately 4”-6”.

29. Please clarify responsibility and compensation procedure if unsuitable subgrade, excessive soft soils, or unstable areas are encountered during excavation and grading operations.

a. Bid is based on existing subgrade being generally suitable for the proposed work.

30. Please provide existing culvert size, material type, invert elevations, and anticipated replacement extents at Fort Foote.

a. See 3.1.2.6.4.2.3. NPS does not have invert elevations or existing dimensions; replacement is intended to be in-kind. Anticipated in-kind replacement specification is 18” diameter and 14ga galvanized steel.

31. Will the Government provide on-site archaeological monitoring during excavation activities, or should the contractor include allowances for standby time and coordination delays?

a. NPS will provide monitoring services if determined necessary. Monitoring services will not be necessary if excavation is limited to previously disturbed areas, as intended in the SOW.

32. Please provide available as-built information or utility locates for the restroom facility utilities scheduled for abandonment at Fort Foote.

a. No as-built information exists.

33. Please confirm whether any demolished materials are required to be salvaged by the Government or if all removed materials shall be disposed of by the contractor.

a. All removed materials shall be disposed of.

34. Please confirm whether locally sourced aggregate materials meeting specification requirements are acceptable or if specific approved suppliers are required.

a. Locally sourced aggregate materials meeting specification requirements are acceptable.

35. Please clarify whether the parks will remain open to pedestrians during construction and whether phased closures are required.

a. Both parks will be closed during construction. Phased closures are not required. Pedestrians do often still enter NPS parks and properties regardless of posted closures, so please keep this in mind at both locations as you consider safety and security.

36. Please confirm whether the contractor is responsible solely for grading specified slopes or if achieving complete elimination of standing water is required.

a. Specified slopes should be adhered to with an intent to limit standing water on the roadway and parking lots. Minor localized ponding may occur after rainfall; however, the intent of the grading design is to provide positive drainage and minimize standing water to the greatest extent practicable.

37. Please identify anticipated quantities and installation extents for geotextile stabilization grid at erosion areas near shoreline conditions.

a. See updated scope. That area of gravel roadway is removed from the scope.

38. Please provide any required tree protection measures, fencing requirements, or arborist oversight expectations during grading operations within tree drip lines.

a. See section 3.1.2.5.2.1, contractor to verify excavation depth on site with COR/POC and keep excavation shallow where tree roots exist to avoid damage. Fencing is not required; vehicles should be limited to the work area and avoid storage or parking on vegetation. NPS will provide arborist oversight if deemed necessary.

39. Has the Government performed any hazardous materials testing for the existing restroom structure or other materials scheduled for demolition and disposal?

a. No—no HazMat is expected. The structure is a temporary structure installed in the late 1990s/early 2000s.

40. Is there any existing survey, CAD background, or grading information available?

a. No.

41. Are estimated quantities available for excavation, aggregate, geotextile, rip rap, and roadway repairs?

a. No. NPS recommends visiting the site, referencing the schematic drawings, and/or using measuring tools on Google Earth.

42. Will geotechnical reports or soil information be provided?

a. No.

43. Is erosion and sediment control permitting/SWPPP by owner or contractor?

a. Contractor shall provide and maintain temporary erosion and sediment controls necessary for construction operations. Permitting is not required.

44. Please confirm whether unsuitable soils, undercut, or dewatering are anticipated.

a. Bid is based on existing subgrade being generally suitable for the proposed work.

45. Will density testing and inspections be required? If so, who is responsible for testing costs?

a. No.

46. Are offsite disposal and dump fees expected, or can suitable excavated material remain onsite?

a. Existing material may be reused onsite if deemed suitable by the COR. Contractor should anticipate furnishing and placing new aggregate as required to achieve the specified roadway section and surface condition. Offsite disposal of unsuitable or excess material may be required. Please note that the existing roadway and parking lots have substantial lost aggregate material and mud/organics.

47. What are the required specifications on the temporary lockable gate at Farmington Landing?

a. See SOW update; NPS has a lockable gate already installed at Farmington Landing that the contractor will be allowed to use to close and open the site.

48. Please provide layout of the guardrail for both sites.

a. See SOW Schematic Plans.

49. Please provide total footage of the guardrail for each site.

a. Guardrail and parking stops at both sites are intended to be replaced in-kind with minor changes marked according to the schematic plans.
