THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for a commercial item being procured in accordance with the format in Subpart 12.6, as supplemented with additional information as included in this notice. This announcement constitutes the only solicitation; quotes/proposals are being requested and a written solicitation will not be issued. The National Park Service intends to solicit quotes for a service of Fire Suppression System Inspection Testing and Maintenance Services at Big Bend National Park in Texas.
This is the solicitation number 140P1325Q0010and is issued as a request for quote (RFQ). The associated NAICS code is 561210. Provisions and clauses are, incorporated in this solicitation document. Anticipated Award Date is within 14 calendar days of solicitation closing date and time.

GENERAL DESCRIPTION OF STATEMENT OF WORK
Independently, and not as an agent of the Government, the Contractor shall furnish all labor, materials, and equipment necessary to provide Fire Suppression System Inspection Testing and Maintenance Services at Big Bend National Park in Texas.
GENERAL INFORMATION
This solicitation is a Request for Quote (RFQ) Solicitation issued on SF18 Award of this contract will be made according to FAR Part 13 Simplified Acquisition Procedures. All references to “proposal” in this solicitation shall be understood to mean “quotation.” Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.
Contract Type The contract awarded as a result of this solicitation will be a firm-fixed price commercial contract/award.

6. Provide copies of required licensure or certifications as stated in the PWS/SOW to document that these requirements are met prior to the closing of the solicitation..

Offerors are responsible for submitting quotes/proposals so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Late quotes/proposals will not be accepted.

AWARD SELECTION PROCESS
Award will be made in accordance with FAR Part 13 to the offeror that provides the best value to the government based on price, technical, and prior experience. Per FAR Part 13.106-2(b) evaluation will be conducted by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
1. Price: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced.
Offerors are cautioned to distribute costs appropriately.
2. Technical: Written confirmation that company specializes in, or has sufficient documented direct experience in, providing all labor, material, tools, supervision and travel necessary to perform the service outlined, and in accordance with, the attached Performance Work Statement (PWS)
3. Prior Experience: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, to meet the acceptability standard. Offerors are to provide 3 references that provide information on the performance quality of work on similar projects of size and scope within the last 5 years.
Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the government to perform a meaningful evaluation. If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.232-40 Providing Accelerated Payments to Small Business Subcontractors (Mar 2023) (a)
(1) In accordance with 31 U.S.C. 3903 and 10 U.S.C. 3801, within 15 days after receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor.
(2) The Contractor agrees to make such payments to its small business subcontractors without any further consideration from or fees charged to the subcontractor.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (Feb 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Products and Commercial Services included in commercial item contracts.
