Perform Annual Fire Alarm and Fire Sprinkler Inspection, Testing and Maintenance SOW

Scope Perform Annual Inspection and Testing of; (1) park fire alarm and monitoring systems; and (2) park water-based fire sprinkler systems, (3) Clean Agent Fire Suppression Systems, (4) Kitchen Fire Suppression Systems.

This proposal includes 12-fire alarm systems, 12-water based fire sprinkler systems. Locations are park wide.

All systems use commercial electrical power.

Background NPS Director’s Order 58, states in accordance with 40 USC 3312, the NPS adopts the IFC, the International Wildland- Urban Interface Code (IWUIC) and referenced codes and standards with exceptions and modifications as noted in Reference Manual 58.

RM-58 2.11.6 Fire Protection Systems Inspection, Testing, and Maintenance (ITM) Fire protection systems shall be inspected, tested, and maintained in accordance with the referenced NFPA standards listed in IFC to ensure installed systems work as designed. Job plans and forms are available on the Structural Fire Program site. Almost every system type needs to have ITM accomplished annually by a qualified person. However, many systems have more frequent requirements, such as weekly visual inspections of sprinkler valves, monthly checks of portable fire extinguishers, and periodic smoke alarm testing. There are many options available to conduct these inspections, including electronic monitoring or building occupants or maintenance personnel.

2.11.6.1 ITM Qualified Personnel

ITM qualified personnel must meet the requirements outlined in Table 1, Section 2.11.4 (See Attachment A)

International Fire Code (IFC)

901.6 Inspection, testing and maintenance. Fire protection and life safety systems shall be maintained in an operative condition at all times and shall be replaced or repaired where defective. Nonrequired fire protection and life safety systems and equipment shall be inspected, tested and maintained or removed in accordance with Section 901.8.

901.6.1 Standards. Fire protection systems shall be inspected, tested and maintained in accordance with the referenced standards listed in Table 901.6.1. (See Attachment B)

Each inspection and test report must identify each building by description, building number, and location.

Follow the same identification format as used in this proposal.

For visual inspection and test methods of the fire alarm system, the requirements of Chapter 14 in the 2022 edition of NFPA 72 must be met. Inspection and Testing personnel shall be qualified as level II in Fire Alarm Systems and on-site personnel shall be on site at all times during the work. Individual NICET certification numbers must be listed on each inspection report and will be verified by the NPS. Every device must be tested and listed on the report or in an attachment to the report. Devices not tested must be listed on the report and approved by the Contracting Officer.

For annual inspection of water based fire protection systems, the requirements of 2023 edition of NFPA 25 must be met. Inspection and Testing personnel shall be qualified as NICET level II in Inspection and Testing of Water-Based Systems and on-site personnel shall be on site at all times during the work. Individual NICET certification numbers must be listed on each inspection report and will be verified by the NPS. Every device must be tested and listed on the report or in an attachment to the report. Devices not tested must be listed on the report and approved by the Contracting Officer.

In the final annual report provide:

(1) Two full sets of hard-copy documents of the reports;

(2) One electronic copy in PDF format;

(3) Combined Discrepancy Report of all deficiencies found;

(4) Each alarm or sprinkler system tested will be in a single document per system. Each requiring the inspector signature.

(5) The contractor will provide a cost estimate for any deficiencies noted in the inspection.

The contractor will be accompanied through the inspections by a representative of the National Park Service.

The inspecting company is not required to perform maintenance, immediate repair, alterations, replacement of parts, or make any field adjustments. Report identified issues found to the Contracting Officer in the Discrepancy Report. If the company determines immediate correction work related to life and safety is required, report this condition immediately to the Contracting Officer.

Fire Alarm – Annual Test and Inspection Scope of Work Provide annual NFPA inspection and testing of fire alarm and monitoring systems. For each location test, inspect and inventory all fire alarm related sensors/devices, which includes but is not limited to pull stations, smoke detectors, heat detectors, visual and audible signaling devices (strobes and sirens), transmitters, fire alarm control panels, dialers, fire alarm power supply (primary and secondary source). Testing will also include supervisor and trouble alarm reporting.

For sites that report to an alarm monitoring service; test devices to ensure that they are reporting alarms, supervisory signals, and trouble signals (where applicable) properly to the alarm monitoring service.

Report Outline Per system, identify and describe by report, each fire alarm system with the following minimum information:

• Manufacturer and model of the system including fire alarm control panel, dialer and all fire related communication devices;

• Identify how each device reports to the fire alarm control panel e.g. SLC, or IDC;

• Ensure reporting is accurate for the device tested;

• Verify that supervisory and trouble alarms are reporting accurately;

• Identify if each device or battery backup passed or failed testing and inspection;

• For locations that report to a monitoring service verify that zones and/or address report accurately;

• Verify that the NPS fire alarm systems specifications within this contract are correct and note all deficiencies clearly by code violation and system;

• Notify the monitoring agency of the beginning and completion of each the test.

Fire Sprinkler – Annual Test and Inspection Scope of Work Provide annual NFPA inspection of water based fire protection systems.

Report Outline Per system identify and describe by report with the following minimum information:

• Verify Manufacturer data;

• Document report of site inspections using standard company forms;

• Verify all flow, supervisory, and tamper switches report to the fire alarm control panel and identify how they report;

• Verify that the water-based protection systems specifications are correct and note any deficiencies;

• Notify the monitoring agency of the beginning and completion of each test;
