GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as

Request for Quotation (RFQ) 140P1322Q0001. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC)

Award Selection Process:

Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor

(FAR 13.106(a)(2)). The following factors shall be used to evaluate offers:

1. Price.

2. Technical: The factual documentation, samples, narratives, and plans provided by the firm for technical and management capability will be reviewed to assess their ability to meet the Statement of Work.

3. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing three examples of their firm’s most recent projects within the past five years of similar size, scope and complexity.

Please see FAR 52.212-2, Evaluation, under the Provisions section of this solicitation for full evaluation details.

INSTRUCTIONS TO OFFERORS:

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

The offerors shall submit a quote with all volumes to the Contract Specialist by Friday, November 12, 2021 at

5:00 pm Central Time via email to ana_zapata@nps.gov.

Offers shall submit the following information in its entirety:

The technical capability shall contain:

1. Factor A: Samples of Work

2. Factor B: Creative and Technical Abilities to include a maximum of three (3) pages (which will count in the 20-page overall technical volume limit) of information not included above which may be useful and applicable to providing the requested services

3. Summary of Deviations/Exceptions (if any)

THE FOLLOWING SPECIFIC INFORMATION SHALL BE CONTAINED IN THE TECHNICAL

CAPABILITY:

(1) FACTOR A: SAMPLES OF WORK

Samples shall demonstrate the capabilities of the proposed personnel and designated subcontractors to successfully and safely produce footage and audio recordings that are similar in scope to the El Malpais National

Monument project. The offeror shall provide samples that reflect the work of the proposed personnel, as follows:

Sample Group 1: Producer-Videographer

1. 18 minutes total of original format HD or better footage shot by the Producer-Videographer demonstrating his/her ability to successfully and safely shoot high quality footage similar to what is required by this scope of work, including:

a. Filming in a variety of terrains and environmental conditions;

b. Filming in extreme weather conditions;

c. Sound recordings of the natural environment;

d. High production value (demonstrated by use of cameras and specialized gear for dynamic movement meeting the technical specifications in the Scope of Work, Section II. 2.2 Principal

Photography).

e. Creative compositions that reflect an understanding of design principles; use of focus, lens length, and shallow and wide depth-of-field to emotionally connect with viewers; use of aesthetic lighting appropriate to the subject matter including golden hour.

2. All samples shall reflect the work of the proposed Producer-Videographer.

Submittal Format:

1. Sample Groups shall be submitted on a single multi-platform encrypted Universal Serial Bus (USB) Flash

Drive, either as individual drives for each sample group, or on a single drive with a selectable folder structure. USB Flash Drives shall be encrypted, and passwords shall be submitted for each drive.

2. All files on the USB Flash Drive shall be readable on both a Mac and a PC.

3. The USB Flash Drive shall be clearly labeled and organized into cases or sleeves.

4. The total combined running time for the video samples shall be no longer than 18-minutes.

5. All work included as samples shall have been produced within the last five years.

6. Links to Internet URLs shall not be considered.

Project Details: For each sample group, provide the following information in PDF or Word file document hard copy and place in the binder under Volume I-Technical Proposal. The information shall include the following:

a. File name of excerpt on Flash Drive (or time code if presented as one demo reel)

b. Production medium and format with detailed information about camera(s) used in each video excerpt

c. Year of completion

d. Involvement of the individual Key Personnel represented in sample

e. Location of filming

f. Summary of risk analysis (including logistical and environmental challenges and safety concerns) and how those were managed

g. Summary of any additional information to clarify the relevance of the samples to the project described in the scope of work.

Samples that represent the work of the organization but not identified specifically as produced by proposed personnel and subcontractors shall not be evaluated.

(2) FACTOR B: Creative and Technical Abilities

The offeror shall provide a narrative outline that demonstrates their understanding of the project requirements stated in the Scope of Work and how they propose to meet those requirements. This shall include:

1. The offeror’s process for:

a. Audiovisual planning and research

b. Pre-Production

c. Production

d. Post-Production

e. Ensuring quality, timeliness for all deliverables

f. Effectively managing the work of subcontractors

2. Detailed information regarding:

a. Proposed shooting format and production path

b. Level of effort, including number of proposed shooting days per quarter

c. Project and staff organization

d. Scheduling

e. Production techniques proposed for this project

c) Management Capability Volume: LIMITED TO 3 PAGES.

Resumes for proposed personnel limited to two (2) pages each, but with no overall page limitation.

Management Capability Volume shall contain:

1. Factor A: Management Plan

2. Factor B: Proposed Key Personnel

(1) MANAGEMENT PLAN

The offeror shall provide a management plan which states how the offeror’s proposed Project Manager manages project workflow, schedules, personnel, and maintains quality control.

(2) PROPOSED KEY PERSONNEL

The offeror shall identify in the Management Plan the key personnel proposed for each of the roles identified below as a list at the beginning of this section. Identify each person by name, their role in this project, and as a member of your staff or as a subcontractor.

The offeror shall submit a resume for each person proposed for each of the roles identified below. Resumes must clearly demonstrate the ability to perform the work for which the person is proposed.

The Government considers the strength of the entire team essential for this project.

More than one individual may be identified for a position and one person may be identified for more than one position. Submit resumes for the following positions:

a. Producer -Videographer

b. Project Manager

Each resume shall include the following:

a. Name of person, job title, and statement of primary duties;

b. Person's proposed role(s) and responsibilities under this contract;

c. Person's list of completed projects and description of their role (not title) on each project;

d. Employment history:

1. Present and previous employers;

2. Beginning and ending dates of employment for each employer;

3. Job title(s) for each position; and,

4. Description of the specific duties for each position.

Exclude information that is not relevant to the person’s designated role in their project.

d) Past Performance Volume: LIMITED TO 3 PAGES

In order to assist in the evaluation, the government requires that offerors respond in accordance with the following guidelines. The government shall obtain the past performance information from the references provided.

Provide three (3) references of contracts that are similar in similar size, scope, and complexity to this project.

References submitted for evaluation under this solicitation shall correspond to the Samples of Work submitted in the technical volume. References shall represent work which is either on-going or has been completed during the past five years. It shall also represent the involvement of the proposed Project Manager and key personnel. Submit the following information for the offeror and any proposed subcontractor(s):

(1) A brief narrative to include:

a. An overview of the project.

b. Information on problems encountered on the contracts and subcontracts and corrective actions taken to resolve those problems.

(2) A current point of contract (customer or contracting officer) to be reached with verified phone number and email address.

Offerors shall not provide general information on their performance on the identified contracts. General performance information shall be obtained from the references

When subcontractors shall perform critical aspects of the work, past performance of subcontractors must also be submitted. Three references of contracts for each subcontractor are required. References shall involve the Key

Personnel proposed for this project.

Offerors that are newly formed individual entities, without prior Federal, State, or Local Government contracts, shall list work contracts, subcontracts, or other related work experience with previous employers.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR

2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in

FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
