7. EVALUATION AND BASIS FOR AWARD

Offerors, or the product, must meet all qualification requirements to be eligible for award.

Evaluation Factors. The Government will evaluate timely quotations using the Lowest Price Technically Acceptable (LPTA) process. Price will be evaluated first to identify the lowest-priced quotation. Non-price factors will then be evaluated on a pass/fail basis, beginning with the lowest-priced quotation. The non-price factors are technical capability and prior experience. Price will be evaluated for reasonableness.

Technical Capability. Technical capability will be evaluated on a pass/fail basis. To receive a pass rating, the quotation must demonstrate the offeror’s ability to provide, install, integrate, program, test, warrant, document, pick up, and deliver the required equipment and services in accordance with the Statement of Work. Contractor quotes will be evaluated for responsiveness to the salient characteristics of the schedule specifications on a pass or fail basis.

• Provide a list of proposed equipment specifications, including the SoundOff equipment to be used, and describe how the equipment will be installed to meet the requirements of the Statement of Work.

A quotation that does not clearly demonstrate the ability to meet the Government’s requirements may receive a fail rating and will not be eligible for award. Predetermined technical subfactors will not be used.

Prior Experience. Prior experience will be evaluated on a pass/fail basis. Offerors shall complete Attachment 2, Prior Experience Questionnaire. To receive a pass rating, the offeror must demonstrate a record of relevant or similar performance that provides the Government reasonable confidence that the offeror can successfully perform the requirement. The Government may consider prior experience information from a variety of sources, including CPARS, other Government sources, commercial market experience, customer references, and performance as a prime contractor or subcontractor on relevant or similar work. A quotation that receives a fail rating for prior experience will not be eligible for award.

Price. Price will be evaluated for reasonableness. Evaluated prices shall be inclusive of transportation charges from the contractor’s facility or shipping point to the delivery destination. Prices will be evaluated from lowest to highest. The Government will not make award to a quoter whose price is determined unreasonable.

Basis for Award. Award will be made to the responsible quoter whose quotation conforms to the solicitation, receives a pass rating for each non-price factor, and offers the lowest reasonable price. The Government will evaluate quotations in order of price, beginning with the lowest-priced quotation. If the lowest-priced quotation receives a pass rating for technical capability and prior experience and the price is determined reasonable, that quotation will be selected for award. If the lowest-priced quotation receives a fail rating under any non-price factor or the price is determined unreasonable, the Government will evaluate the next lowest-priced quotation and continue this process until a quotation that passes the non-price factors and has a reasonable price is identified.
