BRAND-NAME JUSTIFICATION AND APPROVAL

FOR A COMMERCIAL ACQUISITION USING DOI’S RFO PART 12 CLASS DEVIATION

This document sets forth the justification and approval for restricting competition to specified brand-name commercial products under the Department of the Interior’s class deviation implementing the Revolutionary FAR Overhaul (RFO) Part 12, including deviated FAR 12.102 and the simplified procedures at deviated FAR 12.201-1.

1. Contracting agency and activity.

The Department of the Interior, Bureau of Land Management (BLM), Wyoming High Plains District Office, requires two Government-owned 2026 Ford F-150 patrol vehicles to be upfitted for law-enforcement use. BLM will compete the complete upfit among qualified small-business upfitters. This justification addresses only the requirement for specified brand-name components and does not limit competition to one installer, dealer, or distributor.

2. Nature and/or description of action being approved.

This action is a firm-fixed-price purchase order or contract to upfit two Government-owned 2026 Ford F-150 patrol vehicles. The contractor will furnish and install the required emergency lights, siren, controls, communication-support equipment, prisoner-transport equipment, mounts, accessories, wiring, and related parts; program and test the integrated system; pick up and return the vehicles; provide documentation; and support the warranty.

The solicitation will be issued as a total small-business set-aside under NAICS 811114, Specialized Automotive Repair. Eligible small-business upfitters may compete if they can provide the required brand-name parts and complete all installation, programming, testing, delivery, and warranty-support requirements.

3. Description of supplies or services.

BLM requires two 2026 Ford F-150 patrol vehicles fully upfitted for the Wyoming High Plains District Office. The work includes emergency lights; siren and controls; vehicle wiring; remote nodes; a lightbar; side, rear, and infrared lighting; a vehicle-specific console and equipment mounts; prisoner partition; weapon locks; computer dock; radar pre-wiring; vehicle accessories; electrical protection; pickup and return delivery to Cheyenne, Wyoming;

installation; programming; testing; wiring diagrams and other documentation; and a https://www.blm.gov/ minimum five-year warranty. The anticipated period of performance is December 1, 2026, through March 31, 2027. The upfits will support BLM law-enforcement operations by providing reliable emergency-warning, communications-support, equipment-storage, and prisoner-transport capabilities.

The contractor must deliver each vehicle as a complete, tested, operational system that satisfies the solicitation’s installation, integration, programming, safety, documentation, delivery, facility-certification, and warranty requirements.

4. Estimated dollar value.

The estimated and maximum value of this action is $58,000 for two vehicle upfits. The independent Government estimate includes equipment, installation labor, supplies, shipping, vehicle pickup and return delivery, programming, testing, documentation, and warranty support.

5. Statutory authority.

The applicable authority is the Department of the Interior’s class deviation implementing RFO Part 12 for acquisitions of commercial products and commercial services. Deviated FAR

12.102 governs restrictions on competition, including brand-name restrictions, and deviated FAR 12.201-1 authorizes use of simplified procedures for this commercial acquisition.

This is a competitive brand-name acquisition for commercial products and commercial services, not a sole-source acquisition. The Government will compete the complete vehicle-upfit requirement among eligible small businesses; however, competition for certain components is restricted to the brand-name products identified in this justification. Under deviated FAR 12.102, the restriction is necessary because the specified components possess unique compatibility, integration, programming, safety, maintenance, reliability, and warranty attributes required to meet the Government’s minimum needs. The solicitation will use the simplified procedures in deviated FAR 12.201-1.

6. Rationale supporting use of the authority stated in paragraph 5.

SoundOff Signal bluePRINT system. The required SoundOff Signal bluePRINT components include the control system, control panel, Ford F-150 vehicle harness, remote nodes, remote-node harnesses, data-isolation devices, lights, and related parts. These components function together as one emergency-vehicle control and programming system. The system permits centralized programming of lights, siren, horn input, gun-lock release, blackout functions, and other emergency equipment. The matching harnesses, remote nodes, and data-isolation devices are needed to maintain system compatibility, isolate faults, and support consistent operation, troubleshooting, maintenance, and warranty coverage. Mixing manufacturers could require additional wiring, adapters, controls, or programming and could increase integration and support risk.

Troy Products components. The Troy Products Ford F-150 vehicle-specific console, faceplates, accessories, and under-seat storage provide the required physical integration for the SoundOff Signal control panel, Motorola APX 8500 radio interface, dual USB/12VDC interface, computer mount, microphone mounts, lockable storage, armrest, and electronics storage. The specified faceplates are configured for the named equipment. Substituting separate or other-manufacturer components may require custom fabrication, adapters, altered fit, or changed equipment placement, potentially affecting installation quality, operator use, maintenance access, equipment protection, and system integration.

Setina and weapon-mount components. The Setina single-prisoner partition and related Setina T-rail firearm-mount components are required because the weapon-lock assembly must mount to the partition T-channel and operate with the specified forward-facing Blac- Rac locks and the bluePRINT-controlled release function. This configuration provides access from the rear driver-side door or seat while retaining the original seat. Equivalent fit and electronically controlled release cannot be assured through separate substitutions without redesign, fabrication, fit checks, and reprogramming.

Other named components. The specified Gamber-Johnson Dell dock, Stalker radar pre-wire components, Tomar infrared lightbar, 836 Technologies blackout module, weBoost Fleet cell booster, Angel Armor door armor, EGIS Mobile Electric circuit breaker and power-distribution module, Anderson Power Products SB175 quick disconnects, and other named components provide required interfaces, mounting, wiring, electrical protection, safety, or operational features. They must integrate with the SoundOff Signal bluePRINT control and electrical system without impairing programming, vehicle functions, electrical protection, serviceability, warranty coverage, or officer-safety functions. The requirement is based on the Government’s need for one complete, proven, supportable emergency-vehicle system— not a general preference for particular manufacturers.

7. Other information.

The Government has not developed a brand-neutral technical data package or performance specification that would reliably ensure equivalent results across multiple brands for the complete system. The requirement includes proprietary hardware, vehicle-specific harnessing, data-bus components, programmed logic, input/output settings, and related interfaces. The contractor must program and validate integrated functions across the warning lights, siren, control panel, horn ring, gun lock, blackout function, and vehicle inputs.

BLM considered whether the requirement could be written without identifying brands. For this acquisition, mixed-brand alternatives would require additional engineering review of wiring, programming, flash patterns, fit, safety functions, warranty coverage, and long-term support. That additional risk would not satisfy the present need for a complete, ready-to-use law-enforcement system whose proper operation supports officer safety. The requirement does not restrict competition to one source: any responsible small-business upfitter may submit a quote if it can furnish the specified brand-name parts and satisfy all installation, integration, programming, testing, pickup and delivery, facility-certification, warranty, and other solicitation requirements.

8. The efforts to identify additional sources including the market research conducted.

Market research was conducted in accordance with the market-research requirements applicable to this commercial acquisition under DOI’s RFO Part 12 class deviation and FAR Part 10, as applicable. The research included review of prior BLM vehicle-upfit notices on

SAM.gov, including Notice IDs 140L1726Q0032, 140L1726Q0013, 140L3626Q0051, and 140L4326Q0099; review of required sources of supply; and identification of vendors under NAICS 811114 capable of emergency-vehicle upfitting within the practical vehicle pickup, installation, and return-delivery area.

AbilityOne and UNICOR were reviewed and did not offer the required complete vehicle-upfit capability. No GSA Multiple Award Schedule source was identified that could provide the complete required effort. Market research found that the installation services and required components are commercial and identified multiple small-business sources capable of competing, although vehicle pickup, installation, and return-delivery requirements limit the practical geographic area. Potential sources identified include Frontier Upfitting, Young Commercial and Fleet, and Lighting, Accessory, and Warning Systems.

The acquisition will be competed as a total small-business set-aside. The Government will publicize the solicitation through SAM.gov in accordance with deviated FAR 12.202 and will include this brand-name justification with the solicitation. Responsible small-business sources capable of supplying the required brand-name components and performing the complete installation, integration, programming, testing, pickup and return delivery, and warranty support will be solicited. The competitive scope is the complete vehicle upfit and is not limited to a particular dealer, distributor, or installer. The anticipated price will be evaluated for fairness and reasonableness using price competition, comparison of quotations, the independent Government estimate, commercial pricing, and relevant prior BLM purchase history. The $58,000 estimate includes a one-vehicle estimate of $27,254.23.

A recent BLM F-150 law-enforcement upfit, Notice ID 140L1726Q0032, was awarded to Freedom Outfitting, LLC, for $23,182.78 for one vehicle; any comparison will account for differences in equipment, installation scope, programming, delivery, warranty, and other terms.

9. Future plans to permit competition.

For this acquisition, the Government will promote competition among qualified small-business upfitters by soliciting the complete upfit competitively rather than limiting award to a specific distributor, dealer, or installer. The solicitation will identify the required brand-name parts and clearly state the installation and programming outcomes, vehicle location, pickup and return-delivery requirements, facility-certification requirements, documentation, and warranty requirements.

Before any future procurement, BLM will evaluate the completed upfits’ system reliability, programming, service needs, warranty experience, and the availability of compatible alternatives. If alternatives are identified that can satisfy the same system-level compatibility, programming, safety, maintenance, and warranty requirements, BLM will consider revising future requirements to permit additional brands or performance-based alternatives.

Any proposed alternative will be evaluated as part of the complete integrated system—not as an isolated component—to determine whether it can satisfy requirements for fit, interoperability, programming, electrical protection, operator safety, serviceability, documentation, and warranty support.
