Bureau of Land Management, Wyoming State Office Solicitation No. 140L6226Q0030 2026 Ford F-150 Law Enforcement Vehicle Up-Fitting Questions and Answers
AMENDMENT 1
The following are the Government's responses to questions received for Solicitation No. 140L6226Q0030. Questions are reproduced as submitted, with minor edits for clarity, and are grouped by topic. SOW references are to Section 2, Description of Requirements.
Facility, Eligibility, and Experience Question 1: SOW D.h.ii states that the facility "should" be located in Wyoming and within 250 miles of Cheyenne. Is a Wyoming location mandatory, or may an otherwise qualified facility outside Wyoming but within 250 miles compete? How is the distance measured?
Answer: A facility located in Wyoming is preferred but not required. An otherwise qualified facility outside Wyoming may compete, provided it is located within 250 miles of the BLM Wyoming State Office, 5353 Yellowstone Road, Cheyenne, WY 82009. Distance will be measured by driving distance from the Wyoming State Office to the facility.
Question 2: We understand that the separate requirement for the facility to be a SoundOff Signal authorized dealer/distributor and bluePRINT certified is mandatory.
Answer: Correct. The requirement in SOW D.h.i that the facility be a SoundOff Signal authorized dealer/distributor and bluePRINT certified to install, service, and program the bluePRINT control system is mandatory.
Question 3: Attachment 2, Prior Experience Questionnaire, asks for projects completed by the offeror's business. Will clearly identified subcontractor projects, personnel, certifications, and a signed commitment be accepted, and what documentation is required?
Answer: Yes. Attachment 2 is intended to confirm that the firm performing the installation has sufficient relevant experience upfitting law enforcement vehicles. If a subcontractor will perform the upfit work, the offeror may rely on that subcontractor's experience as follows:
• The offeror completes and signs its own Attachment 2 and identifies the subcontractor and the work it will perform.
• The subcontractor completes and signs a separate Attachment 2, listing its relevant projects completed within the last three years with the information required in Item 3 (contract number and amount, type of project, date completed, and a reference name and telephone number), along with Items 4 through 6 and the certification.
• The quote includes a signed letter from the subcontractor confirming its commitment to perform the work if the offeror receives the award.
Projects must be relevant to this requirement in duties performed and technical complexity; projects that are not relevant will not be considered. If the subcontractor's facility will perform the work, the SoundOff Signal authorization and bluePRINT certification documentation must be for that facility. The offeror, as prime contractor, remains responsible for all contract performance.
Period of Performance and Schedule Question 4: The solicitation states a period of performance of October 1, 2026 through December 1, 2026, while the posted brand-name justification states an anticipated period of performance of December 1, 2026 through March 31, 2027. Since the quote deadline is October 12, 2026, please confirm the controlling period of performance and required final delivery date.
Answer: The vehicles are still pending delivery to BLM. The period of performance is revised to December 1, 2026 through June 1, 2027, and both completed vehicles must be delivered no later than June 1, 2027. The solicitation will be amended accordingly.
Question 5: On what date will the Government-owned vehicles, the aftermarket front bumper, and the Motorola APX 8500 radio be available for pickup?
Answer: The vehicles are pending delivery to BLM. The vehicles, front bumpers, and Motorola APX 8500 radios will be provided together at the time of vehicle pickup. The Government will coordinate the pickup date with the awardee after award.
Reminder: The contractor is responsible for picking up both vehicles from, and returning both completed vehicles to, the BLM Wyoming State Office, 5353 Yellowstone Road, Cheyenne, WY 82009, at the contractor's expense (SOW D.f; Price Schedule line item 00020). Quoted prices must include all pickup and delivery costs.
Vehicle Information Question 6: Please provide the cab configuration, bed length, and trim/package (e.g., Police Responder vs. retail XL/XLT) for both vehicles. This affects harness, partition, under-seat storage, and secure idle compatibility.
Answer: Both vehicles are 2026 Ford F-150 Police Responder trucks. Cab configuration: SuperCrew; Bed length: 5.5 ft.
Question 7: Do the vehicles have an OEM secure idle/anti-theft idle feature, or should secure idle be provided through bluePRINT or the SoundOff I.S.S. (SOW C.b)?
Answer: The Police Responder vehicles are expected to have an OEM secure idle feature. If the OEM feature is not available, secure idle shall be provided through the SoundOff Signal bluePRINT control system or a standalone SoundOff Signal Ignition Security System (I.S.S.), as stated in SOW C.b.i.
Lighting and Programming Question 8: SOW A.h.i lists the passenger-side badge light as "Blue/Blue" while the driver side is "Red/Blue." Please confirm the intended color for the passenger side.
Answer: "Blue/Blue" was a typographical error. Both side badge lights (driver and passenger) shall be Red/Blue.
Question 9: SOW E.b.ii and E.b.iii both reference slide switch position 3. Please confirm whether E.b.ii (Road Runner with speed-based pattern changes) is intended for position 2, and provide the intended functions for each slide switch position (1, 2, and 3).
Answer: Slow Runner in all modes when in park. Road Runner in all slides in drive, with the additional pattern changes when the different speed based thresholds are met.
Question 10: Please confirm the intended number of bluePRINT remote nodes and how the Government defines a "zone" for purposes of the 3-wire data isolation devices (SOW A.d.iii).
Answer: The number of remote nodes is left to the upfitter's design. However, each light must have a dedicated output when wired in the 5-wire configuration, and a dedicated isolation output when wired in the 3-wire data configuration (see SOW A.a.i.3), so that a fault in one light does not affect the rest of the warning system.
Question 11: SOW A.d.ii lists the remote node harness as "ENGHNK05/06." Please confirm which part number is required, or whether both are acceptable.
Answer: Both are acceptable. The two part numbers differ only in harness length, and the upfitter is responsible for selecting the length(s) best suited to the installation. Upfitter-built harnesses are also acceptable, provided they meet the wiring and splice requirements in SOW D.c.
Interior and Weapons Mounts Question 12: SOW B.e.i describes two Blac-Rac rifle locks forward facing on the T-channel, while B.e.i.1.a describes one forward facing on the Setina SPT mount and one mounted directly to the poly partition wall. Please confirm the intended orientation and mounting of each lock.
Answer: T channel mounted directly to poly partition. Gun locks to T channel. Front gun lock needs 90 degree BlackRac adapter to be forward facing.
Question 13: For the Gamber-Johnson dock (PN 7170-1090-00), please confirm the Dell laptop model to be used.
Answer: Dell Latitude 5430 Rugged.
Question 14: Please confirm the Motorola APX 8500 configuration (dash mount, remote mount, or O9 control head) so the correct console faceplate and mounting location can be quoted.
4. Answer: Generally will have the remote mount radio. The difference between them is if the control head separate from the body. However, the APX8500 only comes in a remote mount configuration.
Government-Furnished Items, Acceptance, and Graphics
Question 15: Please confirm who supplies the Motorola APX 8500 radio, front bumper, and graphics for each vehicle, and whether any other listed items are Government-furnished. What inspection/test records are required for acceptance, may each completed vehicle be invoiced separately, and are there any specific insurance requirements for pickup, custody, and return of the Government vehicles?
Answer: BLM will provide the Motorola APX 8500 radio, the aftermarket front bumper, and the vehicle graphics for each vehicle. No other items are Government-furnished.
Acceptance: At a minimum, the contractor shall conduct an on-site or video walkthrough demonstrating the functionality of all installed equipment in accordance with the SOW, and shall provide the circuit labeling and wiring diagrams required by SOW D.i.
Invoicing: Each completed vehicle may be invoiced separately.
Pickup, delivery, and insurance: The contractor is responsible for pickup and return of the vehicles (see Question 5). The solicitation does not include specific insurance requirements. Pickup and delivery may be arranged through a third-party carrier at the contractor's discretion, under the contractor's or carrier's own insurance.
Question 16: Please identify the make and model of the Government-supplied aftermarket front bumper. The Tomar IR lightbar and winch prep depend on its design.
Answer: Throttle Down Kustoms F-150 bumper with grille guard.
Question 17: For graphics (SOW D.e), will the Government provide the graphics package? If not, please provide the graphics specification, layout, colors, and material requirements.
Answer: Yes. The Government will provide the graphics package, along with a graphics installation diagram and the agency graphics policy.
Armor and Warranty Question 18: SOW C.d references NIJ Level IIIA. Will door armor certified to NIJ Standard 0101.07 HG2 (or equivalent) be acceptable?
Answer: Yes. Door armor certified to NIJ Standard 0101.07 HG2 is acceptable.
Question 19: Please confirm whether the five-year warranty must cover every installed product and workmanship, including products with shorter manufacturer warranties. Are any response-time, onsite-service, transportation, or repair/replacement obligations required? May the proposed upfitter provide the warranty with the offeror remaining responsible as prime?
Answer: Yes. Per SOW D.g, the contractor shall provide at least a five-year warranty covering all installed products and workmanship, including products whose manufacturer warranty is shorter than five years.
No specific response-time, onsite-service, or transportation requirements are established. Deficiencies identified during the warranty period shall be corrected promptly, at no additional cost to the Government.
A subcontracted upfitter may perform warranty work; however, the prime contractor remains responsible for the warranty.
Question 20: SOW D.g requires a five-year warranty on all installed products and workmanship. Where a manufacturer's warranty is shorter than five years, is the contractor expected to cover the remaining period?
Answer: Yes. See the answer to Question 19.
Invoicing and Subcontracting Question 21: The invoice instructions require a limitations-on-subcontracting worksheet, weekly payrolls, and substantiation of subcontractor payment, although FAR 52.219-14 is not listed in the clause table. Please confirm the applicable subcontracting requirements and whether these invoice attachments apply to this commercial upfit.
Answer: FAR 52.219-14 is not included in this solicitation and does not apply. Weekly payrolls, substantiation of subcontractor payment, the Limitations on Subcontracting worksheet, and the 52.223-9 certification are not required. Invoices submitted through the Invoice Processing Platform (IPP) must include the invoice date and contract number, the billing period, the total amount due, a copy of the contractor's internal invoice, and any supporting documentation.
All other terms and conditions remain unchanged.
