52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES—
REPRESENTATION (OCT 2020)

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

[End of Provision]
52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation represents the best value to the Government, price and other factors considered.
The following factors shall be used to evaluate quotations and are listed in descending order of importance.
1. Technical Capability / Quality Control Plan (50 percent)
The Government will evaluate the extent to which the quotation demonstrates the offeror’s ability to successfully perform the requirements of the Performance Work Statement (PWS).
This evaluation will include the offeror’s understanding of the lawn care and grounds maintenance requirements, the adequacy of the Quality Control Plan to ensure compliance with the PWS and Quality Assurance Surveillance Plan (QASP), the ability to meet required schedules and performance standards, and the capability to provide qualified personnel, appropriate equipment, and effective supervision.
Quotations will be evaluated using the following ratings:
Acceptable. The quotation meets all solicitation requirements and demonstrates an adequate understanding of and ability to perform the required services. Risk of unsuccessful performance is no worse than moderate.
Unacceptable. The quotation fails to meet one or more material requirements of the solicitation.
Quotations rated Unacceptable are not eligible for award.
2. Past Performance (20 percent)
Offerors shall submit three references for similar lawn care or grounds maintenance services performed within the last two years. References shall include current contact information.
The Government will evaluate past performance for relevance and quality, including the offeror’s record of meeting schedules, quality standards, and customer satisfaction.
Past performance will be rated as Acceptable or Unacceptable.
3. Price (30 percent)
Price will be evaluated for reasonableness, completeness, and consistency with the requirements of the solicitation. Price is less important than the combined non-price factors but may become more important as differences between technical capability and past performance diminish.
Relative Importance
Technical Capability and Past Performance, when combined, are more important than Price. The Government may award to other than the lowest-priced offeror if it is determined that the technical or past performance advantages justify the additional cost.
(b) Options
The Government will evaluate options for award purposes by adding the total price for all options to the total price for the base requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) The Government reserves the right to award without discussions.
(End of provision)
52.237-1 SITE VISIT (APR 1984)
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
