About this file
This document is a combined synopsis and solicitation for commercial cleaning services issued by the Bureau of Land Management (BLM) Wyoming State Office for the Pinedale Recreation Site. The solicitation number is 140L6226Q0005, with an offer due date of April 20, 2026 at 1400 Mountain Daylight Time. The solicitation is designated as a Women-Owned Small Business (WOSB) set-aside under North American Industry Classification System (NAICS) code 561720 (housekeeping and custodial services), with a small business size standard of $22 million.
The procurement requires comprehensive daily cleaning services at five recreation sites, with a base year running from May 15, 2026 to May 14, 2027, followed by four one-year option periods extending through May 14, 2031. Offerors must submit a completed SF 1449 form, a bid schedule with pricing for the base year and all four option years, a technical response demonstrating experience and capabilities, and email submissions to Contract Specialist Huong Le (hhle@ios.doi.gov) by April 9, 2026 at 2 p.m. MST for questions. The government contemplates issuing a firm-fixed-price contract and reserves the right not to exercise option periods. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability criteria including capability to perform daily cleaning at all sites, adequate staffing plans, quality control procedures, past performance or relevant experience, and understanding of remote site operations. A mandatory site visit is scheduled for March 31, 2026 at 9:00 a.m. MST at the Boulder Store. The contract will incorporate FAR Part 12 commercial item procedures, require active SAM.gov registration, Section 889 compliance, and electronic invoicing through the Invoice Processing Platform (IPP) with 30-day prompt payment terms.

(i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement.
