About this file
This is a Request for Quote (RFQ) for a five-year Blanket Purchase Agreement (BPA) to provide fire extinguisher inspection, testing, and repair services for the Bureau of Land Management (BLM) Nevada State Office, Carson City District Office.
Solicitation Details and Requirements: The solicitation number is 140L3926Q0018, issued on April 3, 2026, with quotes due by April 17, 2026 at 11:00 AM PDT. The period of performance is April 27, 2026 through April 26, 2031. This is a single-award BPA under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a small business size standard of $12.5 million. The Service Contract Act applies, with applicable wage determinations included. Vendors must submit completed Standard Form 1449, a five-year bid schedule with pricing, and Standard Form 30 acknowledging any amendments via email to Carey Grund (carey_grund@ios.doi.gov) and Nakea Hughes (nakea_hughes@ios.doi.gov). Quotes must include Technical Proposals addressing vendors' current permits and capability for each fire extinguisher inspection type, and Past Performance information with at least three relevant projects completed within the last five years, including detailed descriptions demonstrating scope, complexity, and magnitude. Individual BPA calls shall not exceed $20,000, with annual price schedule verification required. Payment will be made via the Internet Payment Platform (IPP), and invoices must be submitted electronically with itemized delivery documentation.
Evaluation and Award Criteria: The Government will evaluate quotes on a best-value, trade-off basis in descending order of importance: Technical Proposal, Past Performance, and Price. Technical and past performance combined are weighted more heavily than price alone. Award will be made to the responsible offeror whose offer is most advantageous to the Government. The BPA will be reviewed annually to ensure it represents best value and that pricing remains fair and reasonable. All standard federal representations and certifications apply, including those related to small business status, delinquent taxes, covered telecommunications equipment, and various compliance requirements under FAR clauses incorporated by reference.
