INFORMATION TO PROSPECTIVE QUOTERS
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number 140L2626Q0031. This document incorporates provisions and clauses which are in effect through Federal Acquisition Regulations 2026-01 This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 561621. The Small Business Annual Receipts for the preceding three (3) fiscal years does not exceed $25.0 Million.

BLANKET PURCHASE AGREEMENT
TERMS AND CONDITIONS
1. The vendor shall furnish Security Systems Services, if and when requested by the Contracting Officer during the period June 1, 2026 to May 31, 2031.
2. The Government is obligated only to the extent of authorized purchases actually made under the BPA.
3. Prices to the Government shall be as low as or lower than those charged the supplier’s most favored customer for comparable quantities under similar terms and conditions, in addition to any discount payments.
4. The US Government is tax exempt, so NO state sales tax shall be added to invoices.
5. The cumulative amount of individual purchases under this agreement shall not exceed $250,000.00
6. A list of individuals authorized to purchase under the BPA, identified either by title of position or name of individual, organizational component, and the dollar limitation per purchase for each position title or individual will be listed on the BPA.
7. All orders under this agreement shall be accompanied by delivery tickets or sales slips which shall contain the following minimum information:
(a) Name of supplier
(b) BPA Number
(c) Date of purchase
(d) Purchase number
(e) Itemized list of supplies or services furnished
(f) uantity, unit price, and extension of each item less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information).
(g) Date of delivery or shipment
8. A summary statement/invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period, identifying the delivery tickets covered therein, stating their total dollar value and supported by receipted copies of the delivery tickets.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
The security system consisting of Physical Access Control System (PACS), Video Surveillance System (VSS), Physical Access Control (PACS), Intrusion Detection System (IDS), and perimeter sensors, barriers (active and passive), gates, and Security Management Systems (SMS), specifically, contractor must be Symmetry/AMAG certified, experience with Exacqvision Johnson Controls systems. Contractor shall provide a Certified System Engineer ICAM PACS (CSEIP) when working with all FICAM compliant systems and be available by phone or on site when required by the contracting officer (CO) or their designated representative (COR). If required onsite the qualified (CSEIP) must follow the timeframes stated below.
The scope of services includes but not limited to annual inspections, systems testing, back up battery replacement, licensing, system backups, routine and preventive maintenance of all PACS, VSS, IDS equipment and components to include but not limited to doors, door frames, electronic and mechanical locks, hinges, wiring, card readers, control panels, cameras, fiber optics, cabling, etc.; designated system administrative functions; and software installation to include maintaining updates to the current software system. The current PACS include but are not limited to the dedicated computer network domain for security, Automated Access Control System.
The service agreement (SA) will provide for full repair or replacement, to include labor costs, of the Covered Components that will be provided. The Contractor shall be responsible for performing an annual maintenance inspection to identify repair work required to maintain the PACS, VSS, IDS, and components, and in the condition prescribed by the original equipment manufacturers recommended guidelines and/or warranty requirements where the warranty remains in force.
This includes installing firmware, patches, fixes, etc. The Contractor shall work closely with the COR to address various maintenance issues. If during the annual inspection a minor component is noted to be defective, Contractor shall identify the component and provide a cost to replace/repair that component. In the event of a major component failure during the inspection, Contractor shall provide a cost to replace/repair the component, to include labor and other direct costs associated with the repair. Contractor shall replace defective components listed on the Approved to Purchase List (APL) and compatible components of the existing system/equipment if authorized by the CO or their designated representative.
The Contractor shall be available to respond to service calls 24 hours a day 7 days a week.
• Scheduled calls required response time is 3 weeks.
• Priority calls required response time is 1-5 business days.
• Emergency calls required response time is 12-24 hours.
Contractor shall provide rates for all three types of calls as well as mileage rates.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—
(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and
(ii) Those clauses listed in this paragraph (e)(1). Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
