PERFORMANCE WORK STATEMENT
Bureau of Land Management Red Rock Canyon National Conservation Area Fee Collection
1. GENERAL INFORMATION
This is a non-personal services contract to provide recreation fee operation services at Red Rock Canyon National Conservation Area. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, materials, supervision, and other items and non-personal services necessary to implement, manage, and operate an integrated on-site Ticket Sales and Reservations System for a government-controlled recreation fee site as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background: The Red Rock Canyon National Conservation Area (RRCNCA) is one of the largest and most popular visitor destinations within the Bureau of Land Management (BLM). Located on the outskirts of Las Vegas, Nevada, many locals and tourists alike come to this outdoor area for recreation. Red Rock boasts three million visitors a year and is recognized for its 13-mile scenic drive and miles of hiking trails.
To gain access to the scenic drive, visitors must go through a fee booth to have their entrance processed. A main building with two additional booth-style entrance points is located adjacent to State Highway 159.
This facility often serves as the first point of contact for visitors to this area.
RRCNCA funds land and recreation management projects primarily from "amenity fees" collected from visitors who travel on the Scenic Drive and from campground users. Amenity fees were first instituted at Red Rock Canyon in 1997, as part of the Recreation Fee Demonstration Program which was reauthorized in 2004, as the Federal Lands Recreation Enhancement Act (FLREA). Fees were subsequently raised in 2005, 2011 and 2023.
The BLM estimates that 3,500,000 visitors experienced Red Rock Canyon in 2023. The mission of Red Rock Canyon aligns with the National Conservation Lands program, which focuses on conserving, protecting, enhancing, and managing the public lands for the benefit and enjoyment of present and future generations. In 1967, Red Rock Canyon was designated as Recreation Lands. Later in 1990, it was designated by Congress as the seventh National Conservation Area and the first in Nevada. This public law recognizes the area's unique and nationally important geologic, archeological, ecological, cultural, scenic, scientific, wildlife, riparian, wilderness, endangered species, and recreation resources.
RRCNCA features some of the best areas for hiking, world-class rock climbing, bicycling, horseback riding, birdwatching, scenic tours, filming, and nature observing, as well as two Congressionally designated wilderness areas. It covers approximately 201,000 acres. RRCNCA offers a wealth of cultural resources from both historic and prehistoric eras. Some of the cultural resources include shelter caves, agave roasting pits, rock art (petroglyphs and pictographs), along with a portion of the Old Spanish National Historic Trail.
The area has historically been a popular location for public recreation and leisure due to the unique geological and ecological characteristics occurring in a natural setting close to a major population center and tourist destination
Since RRCNCA is the most visited and heavily recreated National Conservation Area within the BLM, we must provide a high quality, friendly, and efficient service to visitors at this entrance station.
1.3 Period of Performance: The period of performance for the contract will be as follows:
Base Period: December 1, 2024 to November 30, 2025 Option Period 1: December 1, 2025 to November 30, 2026 Option Period 2: December 1, 2026 to November 30, 2027 Option Period 3: December 1, 2027 to November 30, 2028 Option Period 4: December 1, 2028 to November 30, 2029

The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor¿s quality control program is the means by which they assure themselves that their work complies with the requirement of the contract.
1.4.2 Quality Assurance: The Government shall evaluate the Contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.4.3 Recognized Holidays: The Contractor shall be required to perform services on the following legal holidays observed by the Government:

The Contractor shall ensure that all required breaks, lunches, and time off are covered to maintain the booths in operation. Month(s) Open Close
October 6:00am 7:00pm
November-February 6:00am 5:00pm
March 6:00am 7:00pm
April-September 6:00am 8:00pm
1.4.5 Place of Performance: The Red Rock Canyon National Conservation Area Fee Station is located just west of Las Vegas, NV. It is situated off State Route 159 (SR-159) approximately 5.25 miles west of the Bruce Woodbury Beltway. Section 7.0 of this Performance Work Statement provides a map to the site.
1.4.6 Type of Contract: The Government intends to award a single firm-fixed-price contract.
1.4.7 Contractor Personnel Security and Suitability Requirements: Performance of this contract requires contractor personnel to have a federal government-issued Personal Identity Verification (PIV) credential before being allowed unsupervised access to a Department of the Interior (DOI) facility and/or information system. The Contracting Officer's Representative (COR) or Contracting Officer's Technical Representative (COTR) will be the requesting official and will make arrangements through a DOI Access Card Sponsor for personal identity verification and DOI Access Card issuance.
At least two weeks before start of contract performance, the Contractor must identify all contractor and subcontractor personnel who will require physical and/or logical access for performance of work under this contract. Physical Access means routine, unescorted or unmonitored access to nonpublic areas of a federally controlled facility. Logical Access means routine, unsupervised access to a Level 3 or 4 federally controlled information system. The Contractor must make their personnel available at the place and time specified by the COR/COTR or DOI Access Card Sponsor in order to initiate screening and background investigations. The following forms and inquiries, or their equivalent, will be used to initiate the credentialing process:
· OPM Standard Form 85 or 85P
· OPM Optional Form 306
· National Criminal History Check (NCHC) (local procedures may require the fingerprinting to done at a police station; in this case, any charges are to be borne by the contractor)
· Release to Obtain Credit Information
· PIV card application (web-based)
Before starting work under this contract, a National Criminal History Check (NCHC) will be initiated to verify the identity of the individual applying for clearance and to determine the individual's suitability for the position. If the NCHC adjudication is favorable, a DOI Access Card will be issued for that individual. If the adjudication is unfavorable, the credentials will not be issued, and the contractor must make other arrangements for performance of the work. In the event of a disagreement between the Contractor and the Government concerning the suitability of an individual to perform work under this contract, DOI shall have the right of final determination.
Contractor employees must give, and authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor must ensure they are available for such contact.
Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary. In that case, the contractor must provide the COR/COTR with documentation that supports the individual's credentialed status.
Contractor employees who have been successfully adjudicated will be issued DOI Access Cards, which must be activated at a USAccess Credentialing Center. Those Contractor employees not located within a reasonable travel time of a USAccess Credentialing Center will be screened and issued alternate credentials, such as temporary access badges.
During performance of the contract, the Contractor must keep the COR/COTR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR/COTR and Issuing Office within 24 hours.
If reissuance of expired credentials is needed, it must be coordinated through the COR/COTR.
At the end of contract performance, or when a contractor employee is no longer working under this contract, the Contractor must ensure that all identification cards are returned to the COR/COTR.
This requirement must be incorporated into any subcontracts that require subcontractor personnel to have routine unsupervised access to a federally controlled facility for more than 180 calendar days or any unsupervised access to a federally controlled Level 3 or 4 information system.
The cost of initiating the credentialing process, submitting the requisite forms, obtaining fingerprints, travel to a Credentialing Center for card enrollment and activation shall be borne by the Contractor. The cost of suitability and PIV-related background investigations will be borne by the Government.
1.4.7.1 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use as well as safeguarding government revenue. At the close of each work period, all government facilities, equipment, and materials shall be secured. Safes that are government furnished equipment must be locked and secured.
1.4.7.2 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
1.4.7.2.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
1.4.7.2.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor's employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.4.7.3 Lock Combinations. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor's Quality Control Plan.
1.4.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity in accordance with Federal Acquisition Regulation Subpart
42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the government views the contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.4.9 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies;
coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.4.10 Key Personnel: The following personnel are considered key personnel by the government: Contract Manager, Fee Manager, Onsite Supervisors. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel are required to wear a uniform that identifies them as the contractor employees. The uniform will be clean, free of wrinkles and holes, and wearing of shorts is acceptable. 5. SPECIFIC TASKS
5.1 Recreation Fee Collection
The DOI and the BLM establish and set all fees or prices for entry, passes or other fees that may occur.
These fees and system are a part of the Interagency Recreation Fee Program which is recognized by multiple government agencies to create an efficient and consistent experience across public lands.
RRCNCA sets specific fees for entry and accepts and sells Interagency Passes. Specific information on the Interagency Recreation Fee Program can be found at https://doi.sciencebase.gov/flrea/.
RRCNCA is required to use the recreation.gov system to maintain the timed-entry reservation system for the Scenic Drive. The contractor staff will use the recreation.gov reservation system and have an account.
Through these accounts, contractor staff are responsible for processing timed entry reservation. At this time, a point-of-sale system through recreation.gov is used to process cash, credit card, and check transactions. The point-of-sale system through recreation.gov is not a requirement for the Contractor, but an option. For more specific information on recreation.gov see section 5.6.
These transactions would encompass standard amenity fees into the Conservation Area, plus timed entry sales during reservation months, and selling or issuing of America the Beautiful - The National Parks and Federal Recreational Lands Pass. More information on the fee structure and standard amenity fees is provided in Technical Exhibit 1- Maps and Figures. Yearly Fee Free Days occur; however, entry booths are still staffed. During the timed entry reservation period of October 1- May 31, the timed entry fee is still charged on Fee Free Days.
If an expansion of fee collections is implemented by BLM at other sites within Red Rock Canyon National Conservation Area, the Contractor will have the ability to expand their fee collection services to those areas.
5.2 Signage/Traffic Managements
Upon driving into Red Rock from SR-159, the pavement is not line striped, but wide enough for two vehicles; as you drive closer to the fee booths, it widens further to accommodate traffic to each of the three fee booths. Due to this, the BLM has produced signs to facilitate the visitor's preparation before arriving to a booth and to distribute traffic more efficiently to each booth.
The traffic pattern and signs present are different depending on if it is peak season (October 1-May 31), or non-peak season (June 1-September 30). The traffic patterns are provided in Technical Exhibit 1-Maps and Figures. During peak season, the signs need to be changed throughout the day depending on if reservations are available that hour. The contractor staff is responsible for changing the signs accordingly. The signs are provided in Technical Exhibit 1-Maps and Figures.
During busy times, the contractor staff are responsible for directing traffic (while wearing a high visibility safety vest) to other fee booths that are being underutilized, to the exit via the lane (see purge lane picture in section 4.5) if they do not have a reservation, or if traffic reaches SR-159.
5.3 Reporting
The Contractor shall provide the following reports on a monthly basis. Reports will be provided to the identified BLM Fee Operations liaison who will be identified at the time of award.
· Gross revenue collected.
· Net revenue collected.
· Revenue collected for each type of entry (vehicle, motorcycle, pedestrian, etc.)
· Number of America the Beautiful Interagency Passes sold by type.
· Number and type of America the Beautiful Interagency Passes voided and for what reason.
· Revenue collected for America the Beautiful Interagency Passes by type.
· Percent of cash sales and credit card sales
· A list of overages and shortages by amount and cashier
· Refunds requested through rec.gov
The Contractor shall provide the following reports via email as situations arise. Reports will be provided to the identified BLM Fee Operations liaison who will be identified at the time of award.
· Incidents to include malfunctioning equipment, customers entering without paying, maintenance needs for the building, etc.
· Escalated customer complaints
· Noteworthy items
5.4 Customer Service
The contractor staff shall provide quality customer service. Quality customer service includes friendly greetings, informing that visitors are entering a Conservation Area, answering visitor inquiries in accurate and concise ways, and ensuring that visitors receive the correct products that they requested and paid for.
Contractor staff will be provided orientation training by the BLM at the beginning of the contract performance period and scheduled during the post award conference. The BLM staff will be providing this orientation training without cost to the Contractor. The BLM orientation training will provide training on standard operating procedures and how to address public questions and complaints. Additionally, the Contractor shall provide customer service and conflict resolution training for all contractor staff from a third party at least once per calendar year.
In the event the BLM receives a customer complaint; the agency representative will investigate to determine the validity of the complaint. If the agency representative determines the complaint to be valid, the COR will document the findings and notify the Contracting Officer and the Contractor. The COR will retain a copy of the written complaint made within the contract file. If the complaint is valid, the Contractor will be given the opportunity to respond and correct to the Government's satisfaction.
5.5 Deposit and Reconciliation
Federal funds shall be processed in accordance with federal fee and BLM guidance/rules.
Funds shall be prepared in accordance with the standard operating procedure and available for BLM to reconcile twice a week on days set by BLM.
5.6 Recreation.gov
All onsite transactions currently occur through the HUB portion of the recreation.gov website. It has a built-in point-of-sale system. Contractor staff will need to have Attendant accounts to log on and process transactions and validate timed entry reservations. After a contractor staff¿s background check has been adjudicated, BLM will create an account for that person. In addition to processing transactions, the HUB is also the place where timed entry reservations are checked in via scanning a customer's QR code or looking up their reservation.
Once a transaction is completed using the recreation.gov point-of-sale system, contractor staff will be unable to produce a refund for a customer. Refunds will be communicated to an onsite supervisor for submission to the rec.gov helpdesk. The identified BLM point of contact will be copied on that email.
If there are issues with the system or the EMV devices, a contractor's onsite supervisor will contact the rec.gov helpdesk and copy the identified BLM point of contact on that email.
5.7 Communication/Safety
Phone lines and a stationary two-way radio will be provided at the Fee Station (booth 1) to be used during normal business hours. The Contractor shall answer BLM telephones promptly and in a courteous manner according to BLM protocol. BLM Protocol training will be provided as well as two-way radio usage.
Contractor staff shall comply with any DOI/BLM safety standards including observing the speed limits and other posted traffic signs in the operation of personal vehicles. Vehicles shall be operated in a safe manner, to include the use of seat belts, and shall not be parked in unsafe positions.
All emergencies, including fires, medical emergencies, or accidents shall be reported immediately to the BLM Dispatch Center. The Dispatch Center contact and phone number will be provided during the post award conference.
5.8 Contingency Planning for Outages
BLM will provide contingency plans for the following situations:
· Outages Rec.gov, EMV
· Internet outage
· Electricity
· Phones
· Cash counter failure.
· Computers
· Government Shutdown
5.9 Audits and Spot Checks
BLM has requirements for monthly and quarterly spot checks to ensure federal funds and accountable property are being safeguarded accordingly. The Contractor will allow the BLM access to the fee booths and safes to conduct these checks.
