B.2 CONTRACT TYPE
B.3 The contract type is a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract resulting from this solicitation.
B.4 MINIMUM AND MAXIMUM CONTRACT AMOUNTS-INDEFINITE QUANTITY
The proposed IDIQ contract(s) will be for five (5) years from the date of contract award. This includes a base year and four (4) 1-year ordering periods. The cumulative maximum amount of each awardees task orders shall not exceed the program ceiling established at each AOC.
Area of Consideration
(AOC)
States Program Ceiling
AOC 1 Colorado (CO) $68,000,000.00
AOC 2 Nevada (NV) $35,000,000.00
AOC 3 Kansas (KS) $10,000,000.00
AOC 4 Wyoming (WY) $5,000,000.00
The minimum order guarantee is $10,000.00. The minimum dollar amount for an individual task order must exceed the micro-purchase threshold as defined in FAR Section 2.101, as amended. The Government does not guarantee an awardee will receive more than the contract’s minimum guarantee.
There is no guarantee that the maximum program ceiling will be distributed equally among the AOC Contractors as the total values will be determined through the
103103 programmatic needs and task order award process as stated in the contract.
B.5 ORDERING
Work under this contract will be ordered by individual task orders issued on Optional Form (OF) 347 (Order for Supplies or Services) to the Contractor by designated BLM Headquarters (HQ 720) Contracting Officers having the appropriate warrant authority. In the case of an urgent requirement, the Contracting Officer may issue a verbal task order to the Contractor to begin immediate work on a task. This verbal order will be followed up within 24 hours with a written order provided to the Contractor.
Under a multiple award IDIQ, the BLM will follow the following process to determine which ORC facilities receive available animals after gather operations.
The facilities must have capacity to accept the total number of animals from a gather operation. To determine whether an ORC has capacity to accept the gathered animals the following will be considered:
1. NEPA qualified.
2. Be able to receive the number of animals from the gather without exceeding the contract maximum number of animals.
3. Not be subject to a health quarantine.
4. Must be within 8 hours transport time from the gather operation.
If more than one ORC contractor meets the requirements above, the lowest price per head will receive the animals/task order. Gather operations and the placement of animals into ORC facilities must be planned concurrently.
Therefore, pursuant to the criteria stated above, ORCs will be tentatively selected to receive animals when gather operations are planned in conjunction with the tentative gather schedule. However, circumstances may arise (e.g. sequence and location of gather operations, quarantine status, staffing levels) that requires the BLM to maintain sufficient capacity at an ORC facility so that same facility can accept animals from a future gather operation that season.
The number of animals at any facility is expressed as a minimum and maximum capacity for that facility. The term minimum must not be construed as a guarantee that the population never falls below the stated minimum. The process to move animals to a Contractor’s facility is complex and time consuming. BLM will make every effort to deliver the minimum capacity, however, this is not always possible.
Animal movement from gather operations to Off-Range Corral's (ORCs) is based on the National Tentative Gather Schedule and fluctuate depending on logistics with National gather/removal priorities and National adoption/sales event needs throughout the U.S. Animals removed during gather operations are shipped to
103103
ORCs in accordance with BLM Comprehensive Animal Welfare Program Policy (CAWP), www.blm.gov. Comprehensive Animal Welfare Program (blm.gov) After gather operations have occurred, captured wild horses and burros are moved to a controlled and confined environment. They are prepared for adoption, sale or transported to off-range pastures. Once captured animals have transitioned to their new environment, these animals would be transported in accordance with local, state, and federal guidelines to other ORCs for distribution to various adoption/sale events. These adoption events are scheduled at the National Wild Horse and Burro Program Office.
Animals are distributed based on the age of the animal. Older animals are shipped to Off Range Pastures (ORP) facilities. Younger animals are shipped to other ORCs for care and holding, or to adoption, sales, and training venues throughout the U.S.
B.6 IDIQ LIMITS
The minimum of each IDIQ is $10,000.00 The maximum program ceiling of each AOC is below:
Area of Consideration
(AOC)
States Program Ceiling
AOC 1 Colorado (CO) $68,000,000.00
AOC 2 Nevada (NV) $35,000,000.00
AOC 3 Kansas (KS) $10,000,000.00
AOC 4 Wyoming (WY) $5,000,000.00
B.7 EXTENT OF OBLIGATION
The government is obligated only to the extent of authorized purchases actually made under this IDIQ. Requests for services may be issued verbally or in writing. If issued verbally, a written notification will be issued within 24 hours.
B.8 TERMS AND CONDITIONS
The Contractor shall perform the work identified in Section C in accordance with the terms and conditions of this solicitation and resultant IDIQ contract. However, an individual Performance Work Statement (PWS) shall be issued at the task order level, and the PWS will be specifically tailored to meet the unique needs of each task order project. Individual task order PWS's will be created directly from the PWS enclosed under Section C of this solicitation.
The Contractor shall furnish all personnel, facilities, equipment, materials, supplies, and services (except as may be expressly set forth in individual task orders as furnished by the https://www.blm.gov/programs/wild-horse-and-burro/comprehensive-animal-welfare-program https://www.blm.gov/sites/default/files/docs/2020-12/PIM2021-002%20att2.pdf https://www.blm.gov/sites/default/files/docs/2020-12/PIM2021-002%20att2.pdf

SECTION C – PERFORMANCE WORK STATEMENT
1.0 BACKGROUND
Wild horses and burros on public lands administered by the Bureau of Land Management (BLM) are protected, managed, and controlled under the Wild Free-Roaming Horses and Burros Act of December 15, 1971, as amended (16 U.S.C. 1331-1340) www.blm.gov. The BLM maintains a large network of permanent off-range corral facilities to facilitate the placement of wild horses and burros into private care through the Adoption and Sales Programs. Before the horses and burros are placed into private maintenance through adoptions and sales or off-range pasture holding, they may be held in off-range corrals
(ORC).
2.0 SCOPE OF WORK
The services in this IDIQ contract are designed to provide for Off-Range Corral support services, including holding, training and events.
In accordance with the Performance Work Statement (PWS), a feed day is defined as “The price to feed one animal for one full day except mare/foal pairs, which count as one animal feed day until their foals become approximately six months of age.
At six months of age foals are counted as a single unit.” The Contractor will be paid based on the actual number of feed days per month, using the unit price per feed day, as offered by the Contractor in the Price Schedule.
2.1 Off-Range Corral (ORC) Holding Services
a) Maintain and train excess wild horses and burros from BLM wide gather operations or from the western preparation facilities. The Contractor is responsible to provide routine maintenance of the facility infrastructure.
b) Upon arrival at the facility, unmarked and marked animals shall be unloaded, sorted, and identified by the Contractor. Sorting of the animals will be done primarily by sex, age, and species. The Contractor will verify neck tag or freeze mark and place in appropriate corrals conditional of BLM acceptance.
c) Unmarked animals arriving at the facility shall be placed in separate pens until inspected by the facility personnel.
d) The Contractor shall notify the contracting officer’s representative (COR), immediately upon discovering any discrepancies in the number of animals, identification numbers, brand inspections, health certificates or records of https://www.blm.gov/programs/wild-horse-and-burro/about-the-program/about-wild-horses-and-burros
103103 vaccinations from those expected in the shipment. The notification may be provided verbally; however, it shall be documented and submitted via email to the COR within 24 hours of verbal notification.

f) The Contractor and BLM shall restrain (i.e. chute) animals as needed for vaccinations, worming, hoof trimming, freeze marking, etc.
g) The Contractor shall provide land, pens, feed, salt, minerals, and water necessary for maintaining wild horses and burros as identified in the Performance Work Statement (PWS) as well as quantities per Section B and Offeror’s Proposal.
h) Animals shall be fed good quality long stemmed alfalfa, grass-alfalfa mix, and/or grass hay, with energy and protein sufficient to meet the nutritional needs of the animals. Any other proposed type of feed needs prior approval by the COR. The amount of hay fed must be as needed to maintain the animals in good condition. Most horses or burros should be maintained with a Henneke body condition score of 4 or greater (see attachment, 5 ).
The minimum acceptable body condition is a Henneke body condition score of 4. No more than 5% of the animals should be < than BCS 4 and no animals should be maintained with BCS < 3 (unless approved by the COR– such as animals coming into a facility directly from a gather that are a BCS <3).
i) Once animals are moved, BLM prefers the animals to be maintained in moderate condition (Henneke condition score of 5 or greater). Moderate condition is defined as: Neck blends smoothly into body; Withers rounded over spinous processes: Back level; Fat around tailhead beginning to feel spongy; Ribs cannot be visually distinguished but can be easily felt; Shoulder not obviously thin. Animal selected for private care and placement are to be healthy, in a minimum Henneke condition class ≥ 4.0.
j) This means animals should be fed 2% to 2.5% of their body weight on a dry matter basis. Greater amounts must be fed if necessary to maintain animals in good conditions. Hay used shall be leafy, green, well cured, long stem and free of dust, mold, weeds and foreign material. Contractors shall feed good or premium quality, grass, grass alfalfa or alfalfa hay. USDA Quality Designation Guidelines of “good” meaning a Crude Protein of 18-20 percent and a relative feed value of 150-170. Premium quality hay meaning crude protein of 20-22 percent and relative feed value of 170-185.
k) Some animals may require grass hay. If grass hay is used it should be good quality with a crude protein according to USDA standards (USDA National
103103
Agriculture Statistics Service, Quick Stats database (https://quickstats.nass.usda.gov/)).
l) Animals with a body condition < 4 will require additional or even free choice feed to achieve or maintain an acceptable body condition on the Henneke scale. If directed by the COR a revised rations, at no additional cost, must be proposed by the Contractor as RSN- 24 Body Score Count (BSC) <4, Revise Feed Rations and accepted in writing by the COR with a cc to CO.
m) Mares with foals shall be fed sufficient quantities of good quality alfalfa and/or grass- alfalfa mix hay to maintain both the mare and foal in good condition. Proper ratio for mares and foals will be proposed by the Contractor; however, in some instances, mare/foal (pairs) may require up to 30 pounds of good quality feed to maintain both mare and foal in good condition.
n) Orphan foals shall be fed sufficient quantities of supplemental feed (i.e.
milk replacer). Orphan foals will be addressed on an as needed bases with direction from the BLM COR.
o) Random Hay Samples and Testing may be conducted by BLM, see PWS Section 11.0.
p) Any hay rejected will be removed and replaced with acceptable hay at the Contractor’s expense.
q) Feeding sites must allow all Wild Horse and Burros (WHB) within a pen daily and simultaneous access to hay and maintained as a dry area without excessive manure accumulation.
r) Granulated, rock or block salt shall be accessible to all WHBs in each pen.
s) Minerals necessary to maintain WHBs in good condition and that are deficient in the available forage shall be provided to all animals in each pen, either as a supplement or added to the salt.
t) At all times fresh, clean water appropriate for livestock must be accessible to WHBs located in holding pens. To minimize contamination, troughs must be cleaned at least weekly or at the direction of the COR.
u) Water troughs and watering systems must be checked daily to ensure they are clean and operating correctly.
