About this file

This is a Request for Quotation (RFQ) for pack animal and wrangler services to support geologic fieldwork in the Mark O. Hatfield Wilderness Area near Mount Hood, Oregon. The USGS Oregon Water Science Center seeks a vendor to provide pack train transport (mules, horses, or similar animals) and experienced wranglers for three separate trips between July 27, 2026, and October 31, 2026. Each trip involves approximately 4-6 days of fieldwork and requires transporting 800-1,200 pounds of supplies (including food, water, camping gear, and geological equipment) from the Wahtum Lake trailhead to a base camp approximately six miles into the wilderness. The vendor must pack supplies inbound on the first day of each trip and pack out all refuse, equipment, and collected geological samples on the final day. Services include obtaining all necessary U.S. Forest Service permits, providing weed-free hay feed, ensuring adequate water for animals, and maintaining strict compliance with wilderness area regulations prohibiting mechanized vehicles and requiring "leave no trace" practices.

Quotes must be submitted by email to elizabeth_adam@ios.doi.gov by April 21, 2026, at 10:00 AM Pacific Time. This is a small business set-aside with evaluation using Lowest Price Technically Acceptable (LPTA) criteria, with past performance considered. Offerors must provide a signed Standard Form 18, firm fixed-price quote, technical description of services, work plan, company information, wrangler experience documentation, and System for Award Management (SAM) Unique Identification Entity (UEI) number. The period of performance runs from July 27, 2026, to October 31, 2026, with individual trips separated by at least five days. Service Contract Labor Standards apply with a stated equivalent rate of $25.76 per hour for Wrangler II positions. Invoices must be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP), with all invoices due within 90 days after the performance period expires.

STATEMENT OF WORK

I. GENERAL INFORMATION

A. Introduction:

The USGS needs to set up a base camp for approximately 4-6 days of fieldwork by 4-6 geologists to be conducted in the Mark O. Hatfield Wilderness Area within the Mount Hood National Forest for three separate trips during estimated to take place between 07/27/2026 and 10/31/2026. The fieldwork will be a full day’s hike from the Wilderness Area boundary, and therefore requires a base camp to be set up that is equipped with food, water, and other essentials. Because mechanized travel is prohibited in Wilderness areas, transport of supplies must be by pack train (mule, horse, etc). The USGS requires a vendor that can pack in the supplies to the base camp on the first day of fieldwork, and pack out the supplies, refuse, and any geologic samples collected, on the last day of fieldwork by the use of a pack train.

B. Background:

The USGS is conducting geologic mapping in and adjacent to the Columbia River Gorge National Scenic Area, including the Wahtum Lake and Tanner Butte 7.5-minute quadrangles. A portion of the area that we are mapping is within the Mark O. Hatfield Wilderness Area (administered by the Mount Hood National Forest) for which we have sampling permits allowing for collection of geologic materials for the months of August, September, and October. Within the Wilderness area mechanized travel is prohibited, and a general principle of "leave no trace" is adhered to. This limits regions of potential study to areas that can be accessed within a half-day's walk or less (half-day in, half-day out) from the boundary of the Wilderness area. To work in regions farther into the interior of the Wilderness area, special provisions must be made. Backpacking is an option in some instances but severely limits the number of samples that can be collected for subsequent analysis. Backpacking is also not an option where water is not available, thus limiting research locations. Conducting the work with assistance of pack animals offers a solution to the problems; water and supplies can be brought in and a base camp established. Researchers can work out of the base camp while supplies last. The supplies and refuse can then be packed out by pack train.

Because setting up a base camp and using a pack train requires significant logistical effort, several researchers will work out of the base camp simultaneously, maximizing the research that can be conducted.

C. Definitions:

Pack train: group of animals used to move supplies (mule, horse, donkey, camel, elephant, etc.). Supplies: food, water, tents, bedding, stoves, fuel, and other base camp supplies and supplies needed for geologic mapping fieldwork. Wrangler/s must attend trips. USGS personnel is not able to oversee the pack train.

D. Scope:

The purpose of the work is to assist in the logistical aspect of geologic mapping in a remote, otherwise inaccessible area by providing non-mechanized transport of supplies to and from a base camp.

II. WORK REQUIREMENTS

A. Technical Requirements.

For each trip, the work consists of the following elements:

1. Prior to trip, pack and organize gear and supplies, which will be delivered to vendor at least 3 business days prior to departure date.

2. Wrangler/s required to go on trips with the pack animals.

3. On the first day of fieldwork, convey supplies from the designated Wilderness

Area access point (Wahtum Lake trailhead for the Pacific Crest Trail) to the designated base camp by pack animals, leave supplies, and return to Wilderness Area access point. Water is unreliable at the intended base camp, so the supplies will necessarily include sufficient water for the group for the duration of stay.

4. On the last day of fieldwork, beginning from the designated Wilderness access point (Wahtum Lake trailhead for the Pacific Crest Trail), proceed to the designated base camp with pack animals, pick up packed refuse, supplies, and rock samples, and return refuse, supplies, and rock samples to Wahtum Lake trailhead.

5. Pack animals will be used for supply transport to and from base camp on the first and last day of fieldwork for each trip; no services are needed between the first day and the last day of each trip.

6. Entry point: Wahtum Lake trailhead, approximately 45.57702, -121.79314.

7. Camp location(s): To be determined but in the area of Benson Plateau, approximately 45.63188, -121.85198.

Criteria for acceptance of Product or Service:

1. All necessary permits for pack animal use obtained from U.S. Forest Service,

2. No mechanized vehicles of any sort can be used within the wilderness area,

3. All necessary water for pack animals; water is available at Wahtum Lake trailhead but not reliably available elsewhere along travel route,

4. Feed for pack train must be of weed-free hay type; no foreign plants can be introduced into the wilderness area, (which can occur

5. Vendor must provide for a total of 800-1200 lbs of supplies to be transported on the in-bound trip, which is to include approximately 100 lbs per person for personal and group camping gear (including shelters, camp stoves, propane and coolers) and approximately 400-600 lbs of water in ten 6-gallon water containers (10 gallons per person for five days), III. SUPPORTING INFORMATION

A. Place of Performance. Mark O. Hatfield Wilderness Area, Mount Hood National Forest.

Entry point at Wahtum Lake trailhead. Distance from entry point to base camp is approximately six miles.

B. Estimated Period of Performance. One to three trips, each approximately 5 days, between 07/27/2026 and 10/31/2026. Individual trips will be separated by at least 5 days. Note: Due to the potential for extreme weather conditions in the area, in the event of such extreme weather the period of performance may need to be modified, with the exact travel dates to be determined by the USGS and vendor.

C. Government Furnished Property (GFP): list property and its value. None.

D. Special Considerations.

1.Key personnel qualifications: Contractors are responsible for all Federal, State, and local licensing and insurance requirements.

2. Safety, Environment: Pack animals and wranglers must be able to work in remote wilderness area.
