About this file
This is a Request for Quote (RFQ) for a Blanket Purchase Agreement (BPA) to supply deionized/reverse-osmosis (DI/RO) water filter canisters to the U.S. Geological Survey's Upper Midwest Environmental Sciences Center (UMESC) in La Crosse, Wisconsin.
The solicitation requires vendors to provide replacement 14-inch carbon tanks and 14-inch mixed bed deionized tanks with individually regenerated and tested media, delivered within 3-5 days of order placement. Four line items are specified: CLIN 0001 for 14" carbon tanks, CLIN 0002 for 14" mixed bed DI tanks, CLIN 0003 for core credits on carbon tanks, and CLIN 0004 for core credits on DI tanks. Pricing must include delivery charges and core pickup. The BPA covers the period from August 17, 2026, through August 16, 2027, with a total annual purchase not to exceed $12,000. Individual BPA call orders may not exceed $16,000, with orders up to $15,000 processed via government purchase card and larger orders through the Treasury's Invoice Processing Platform. Delivery must occur at the UMESC facility during receiving hours of 7:00 a.m. to 3:30 p.m. Central Time, Monday through Friday, with 24-hour advance notification required.
Quotations must be submitted electronically to beth_wilson@ios.doi.gov no later than 5:00 p.m. Eastern Time on August 4, 2026. Evaluation will be based on three factors: vendor capability to deliver tanks within 48 hours (Factor A), past performance with minimum five commercial references in specified Wisconsin counties (Factor B), and firm-fixed price (Factor C), with technical merit weighted significantly more than price. Questions must be submitted by August 7, 2026. The BPA is designated as a women-owned small business (WOSB) set-aside with a NAICS code of 333310 and size standard of 1,000 employees.

52.212-2 Evaluation – Commercial Items (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-priced factors shall be used to evaluate offers:
When combined, the non-price Factors A and B are significantly more important than Factor C Price/Cost.
Factor A – Vendor Capability: Vendor shall provide a brief description demonstrating their ability to provide replacement tanks within 48 hours notice upon Government request. Include specifications of the tanks, whether resins are batch regenerated at the vendors facility or individual canister regeneration is performed. Government will favor vendors who shall regenerate resins in individual canisters as opposed to batch regeneration and have demonstrated ability to provide tanks within the specified time frame.
Factor B - Past Performance: Vendor shall provide references of a minimum of five (5) service customers where commercial softener and DI/RO system tanks are supplied by the vendor in the following
Wisconsin Counties: La Crosse, Vernon, Monroe, Jackson, Trempealeau, and Eau Claire. Evaluation
Preference shall be given to supplies for customer commercial DI/RO systems.
Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es). References provided may be contacted by the
Government. Their statements will be used in the evaluation of the offeror’s quotation. In addition, any information obtained by the Government from references outside of the offeror’s quotation may also be used, in a similar manner, in the technical evaluation of the offeror’s quotation to the extent appropriate.
Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, CPARS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision.

Factor C – Price: Contractor shall submit a firm-fixed price quote per the statement of work.
Basis for Award
The award of this requirement shall be made using the policies in the Federal Acquisition Regulations
(FAR) Part 12, Acquisition of Commercial Items, and in conjunction with the policies and procedures for solicitation, evaluation, as appropriate for this acquisition. Award shall be made to the vendor whose quote, conforming to this RFQ, is determined to be the most advantageous to the government, cost or price and the other non-cost or non-price factors listed above. In determining which quote offers the best value to the
Government, overall technical merit will be significantly more important than evaluated price or cost to the
Government. Price or cost will become the determining factor between quotes judged to be essentially equal in technical merit. While the Government anticipates award based primarily on technical superiority, no award will be made on superior technical capability when the proposed cost or price is considered unreasonable or when the additional cost or price is not justified by the advantages of an award based on technical superiority.
The offeror is cautioned to study the Evaluation Factors stated above along with their relative importance.
Your quote shall address each of the factors listed above since these are the standards against which your quote will be evaluated. It is the offeror's responsibility to include the appropriate documentation in its quote package to allow a complete technical and price evaluation. Failure to submit the appropriate documentation may result in the rejection of the offeror’s quote.
All technical proposals shall be separate from pricing. No pricing shall be contained in the technical proposal. Offerors are required to list discounts, if any, as part of their quote, but separate from the original unit price.
(a) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Quotation Instructions
1. Vendors are cautioned to study the Evaluation Factors stated above. Your quotation package shall address each of these factors since these are the standards against which your quotation will be evaluated. It is the vendor’s responsibility to include the appropriate documentation in its quotation package to allow a complete technical/price evaluation. Failure to submit the appropriate documentation may result in the rejection of the vendor’s quotation.
2. Simply repeating or paraphrasing the specifications does not constitute an acceptable technical quotation.
Technical quotations must demonstrate how the vendor proposes to meet the stated specifications that the vendor has the necessary understanding.
3. Vendors shall include contact and company information, including SAM.gov UEI.
4. Price Quotation:
4.1 Vendors shall submit pricing identified in Attachment 1 – Pricing Schedule.
A vendor’s failure to submit a price on all items listed in Attachment 1 – Pricing Schedule for the base year will require rejection of the price quotation as nonconforming and will not receive any further evaluation.
5. The Buy American Act (41 U.S.C. 8301-05) is the primary federal procurement law providing a preference for domestic goods and manufactured products. As such, the USGS is seeking information on sources that can supply the described instrument either mined, produced or manufactured in the U.S. in sufficient and reasonably available commercial quantities of satisfactory quality.
6. Vendors shall provide all provisions fill-ins listed in this solicitation:
