Lafayette Auditorium AV Refresh
Overview
The USGS Wetland and Aquatic Research Center in Lafayette, Louisiana seeks to obtain a new AV system in the
Auditorium. We are requesting a “Microsoft Teams Rooms” modular conferencing system solution. The goal of this project is to simplify our current setup and increase ease of use for presenters while also minimizing IT involvement.
The chosen conferencing solution must comply with USGS security standards and be approved for use in our environment. Several other requirements are listed below.
General Requirements
• Purchase and install “Microsoft Teams Rooms” modular conferencing system solution with a touch interface tablet accessory.
• Remove and dispose current projector screen.
• Purchase and mount 2 identical projectors.
• Purchase and mount 2 identical projector screens.
• Purchase and mount 2 cameras.
• Purchase and mount 2 ceiling microphones.
• Run wiring to all equipment.
• Evaluate current equipment and see what can be integrated with the Teams certified modular conferencing room system.
• All equipment purchased should be purchased with longevity in mind. Warranties are a plus.
• Will required to confirm functionality after all work is completed and make adjustments as needed.

Projector Screens Requirements
• Must purchase 2 identical projector screens

• Must have controls on wall (flush mounted) near podium

• Total of both casings side by side width cannot exceed 220” (width of gap that the projectors screens will need to go) but must come as close as possible.
• Mounting position, casing size, and other factors must be considered to take advantage the available space.
We would like the largest projection area on the screens possible.
• Projection must be at adequate height for easy viewing with participants sitting in rows.
• Note: Mounting location is unique. Current projector screen is mounted to a large steel I beam.
Projectors Requirements

Speaker Requirements
We would like the for the vendor to evaluate the speakers we have in place and decide if they are suitable for reuse. We have them connected to a Polycom SoundStructure T8 and would like to reuse this equipment if possible.
Microphone Requirements
• Must connect via IP microphone connection
• Must work with selected Teams certified modular conferencing equipment
• Would like for ceiling mics and podium mic to be on/off togglable
Ceiling Mics
• Purchase and suspend 2 ceiling mics compatible with the Teams Certified modular conference room system from a drop ceiling.
• Mics must have good audible range of any guest speaking in the audience.
• Electronics enclosure with ceiling mounting hardware (UL 2043 compliant and suitable for use in air-handling spaces)
• 360-degree directional pickup
• At least 20’ diameter pickup range
Podium Mics
• Purchase and install 1 podium mic that picks up anyone speaking on the “presenting” side of the podium.

B.4. 52.000S-5079 Technical Liaison - Technical Direction (OCTOBER 1997)
(a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not
140G0124Q0161 Page 7 of 28 constitute a new assignment, and does not supersede or modify any article or clause of this contract.
(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government. Only a warranted Contracting Officer is authorized to obligate funds on this or any other contract action.
(c) The contractor shall immediately notify the Contracting Officer in writing if the Technical Liaison has taken an action (or fails to take action) or issues direction (written or oral) that the contractor considers to exceed the above limitations.

C.1. DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Internet Payment
Platform (IPP) (September 2011)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment
Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable
Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions -
Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [CO to edit and include the documentation required under this contract]:

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

(a) Definitions. As used in this provision—
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on
Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. Forced or indentured child labor means all work or service—
