B-2 Statement of Work

I. GENERAL INFORMATION

a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC) 4200 New Haven Road, Columbia, MO 65202 has a construction requirement to furnish and install a replacement air handling unit.

b. BACKGROUND. The Columbia Environmental Research Center (CERC) conducts research needed to address national and international environmental contaminant issues and effects of habitat alterations on aquatic and terrestrial ecosystems. The A3 Main Building at the CERC is a 34,019 square foot research laboratory building that houses several research laboratories, office space, and a 6,000 square foot research wet laboratory.

There is currently one fresh air, air handler providing conditioned airflow to the analytical lab in the new addition of A3.

The current air handler unit (AHU) providing airflow to the analytical lab will not run at full capacity due to obsolete parts and faulty VFD. The building¿s use and occupancy has changed and a new system that achieves greater efficiency and provides adequate heating, air conditioning, and humidity control is needed. The lab is subjected to very high humidity levels in some areas. The lab also has multiple fume hoods that may change the static pressures.

c. DEFINITION/APPLICABLE DOCUMENTS.

i. Attachment 1 CERC A3 AHU Pictures

d. SCOPE. The contractor shall provide all materials, labor, equipment, travel and supervision necessary to remove the existing AHU and to furnish and install a new AHU as a fully integrated and functional system in the A3 basement CERC.

All work and procedures shall be performed in conformity to the specifications and work requirements herein. All local labor standards for occupational safety and health apply to this contract.

II. WORK REQUIREMENTS

a. TECHNICAL REQUIREMENTS

i. Dismantle and remove the existing duct work up to main trunk designated seam for return and supply, wiring, controls, dampers, and actuators. Reference Attachment 1.

ii. Remove and replace all water piping up to and including their designated shutoff valves. Reference Attachment 1.

iii. Remove and replace pre-heat and re-heat coils.

iv. Remove and replace VFD, ventilation blower, and motor.

v. Remove and replace air handler housing.

vi. Furnish and install new Air handling unit (AHU). AHU requirements:

1. Minimum Efficiency Reporting Value (MERV) 12 filters

2. Two-inch insulation, double-wall construction

3. Access doors at every coil, actuator, etc.

4. Freeze protection at all coils

5. Must have capacity to heat and cool 950 sq ft single lab plus the addition of the 4 fume hoods.

6. New air handler shall have enough makeup air to replace the airflow of 4 fume hoods and must utilize fresh outside air.

7. Installation shall be in accordance with NFPA 70, National Electric Code (NEC), OSHA Part 1910, and all Federal, State, and Local requirements.

vii. If required, install new electrical circuit, sized to support the new blower unit and new control wiring and thermostat.

viii. Ensure the new unit and supporting parts are bonded to a ground connection point.

ix. Remove and replace all supporting alarm sensors and communication wiring.

x. After completion of the installation, Contractor shall test entire system. The installation and method of testing shall be approved by the Government. The test report and/or certification shall be submitted to the USGS Technical Liaison for approval.

xi. Upon completion of the installation, test, etc., the Contractor shall provide instruction in the operation and maintenance training of the system to the CERC maintenance staff.

b. INTEGRATION

i. The contractor shall ensure that the building automation system is fully integrated with all new equipment and fully commission the new system for a balanced, efficient, and effective HVAC system.

ii. The building automation system in place is AutomatedLogic. The contractor shall coordinate the controls installation with the Columbia Environmental Research Center¿s current Building Automation Support contractor, identified below, to assist in system commissioning and to ensure that all HVAC retrofit systems are functioning as designed, operate efficiently, and provide the necessary comfort level for building occupants.

iii. Automation Support contractor: AutomatedLogic building automation systems at the Center are maintained under a service agreement with the *CONTACT INFO TO BE PROVIDE UPON AWARD*

iv. Minimum specifications for controls: Listed below are minimum specifications to be included in the proposal:

1. Web accessibility to allow full operation of building controls from remote workstations having Internet access.

2. Seven-day programming capability to allow for evening, weekend, and holiday setbacks to allow for optimal energy savings.

3. Graphic screen display of all monitored points.

4. Monitored points at a minimum but not limited to are:

5. Individual air handler return/discharge/mixed air temperatures.

6. Individual zone set points for heating/cooling modes in occupied/unoccupied periods.

7. Individual zone damper status.

8. Individual zone temperature.

9. Individual zone duct air temperature.

10. Capabilities at a minimum but not limited to are:

11. Remote start/stop/auto operation of all associated equipment.

12. Zone temperature adjustment available both locally and remotely with password lockout available.

13. Display of alarm conditions including high/low zone temps, high/low discharge air temps, and high/low hot water circulation temperatures.

14. Display status of all associated equipment.

15. BACnet communication protocol standard to be used.

v. AutomatedLogic is currently in use at the ETC building. Alternative or integrated controls systems will not be considered.

c. DRAWINGS

i. Contractor shall produce all shop and construction drawings needed for the job performance.

ii. The Contractor shall keep copies of the drawings and specifications on the job and shall at all times make these available to the USGS Technical Liaison upon request. Any item provided for in the specifications or drawings shall be considered as being shown or provided for in both. In any case of discrepancy in the figures or drawings, the matter shall be immediately brought to the attention of the USGS Technical Liaison, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at its own risk and expense. The USGS Technical Liaison may furnish from time to time such additional drawings or other information as the USGS Technical Liaison may consider necessary.

iii. The USGS Technical Liaison may, at any time, by written order, make changes in the drawings and/or specifications of this contract and within the general scope thereof. If such changes cause any increase in the amount due under this contract, or in the time required for its performance, the Contracting Officer shall approve such changes and issue a modification to reflect such changes in writing. Changes in the scope of performance, or changes which result in increases in cost, must be approved by the Contracting Officer by modification.

iv. The measurements are approximate. The exact measurement is to be determined by the independent measurements made by the contractor.

d. GENERAL REQUIREMENTS

i. Schedule. Within five (5) calendar days after the notice to proceed is issued, the Contractor shall submit in writing to the USGS Technical Liaison a schedule of construction for the project. The schedule shall indicate the dates of the periods of time that the Contractor intends to be on site. The schedule shall indicate the dates that major components of the work will be accomplished. When preparing the schedule, the Contractor shall consider lead times for utility outages, permit requirements and material/ equipment procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause. The Contractor shall notify the USGS Technical Liaison immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date.

e. WARRANTY. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.

i. During the warranty period, the Contractor shall correct and/or repair, at no cost to the Government, any damages and/or deficiencies that may be attributed to the materials and workmanship provided by the Contractor under this contract. The Contractor shall provide all labor, materials, equipment, at their own expense, to perform the repair and/or correction. The repair and/or correction must be completed within 10 days from Notice of Damage(s).

f. DELIVERABLES.

i. The USGS-CERC requires a "turnkey" solution for this project. The Contractor shall furnish, fabricate, install, and test a complete and operational air handler including components, appurtenances, wiring, conduit, and accessories. All material shall be new. Ductwork transitions shall be new from the air handler to the nearest ductwork flange. Water piping shall be replaced with new from the unit to the nearest control valve including the valve. Duct insulation shall be new from the floor to the new air handling unit.

ii. Upon completion of construction, Contractor shall provide marked-up drawings of actual installation for use by CERC in producing record drawings.

iii. The final test report and/or certification shall be submitted to the USGS Technical Liaison for approval.

iv. The Contractor shall provide instruction in the operation of the system.

v. Contractor shall provide two (2) Operation, Instruction, and Maintenance Manuals to the USGS Technical Liaison upon completion of installation.

III. SUPPORTING INFORMATION.

a. GOVERNMENT FURNISHED PROPERTY (GFP): None.

b. SECURITY. Building access shall be coordinated with the Facility Manager or USGS Technical Liaison.

e. SPECIAL CONSIDERATIONS

i. The CERC normal facility business hours are 7:00 AM to 4:30 PM, Monday thru Friday.

ii. Utility/Service Interruptions: The Facility Manager and USGS Technical Liaison shall be notified not less than 3 calendar days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the USGS Technical Liaison.

iii. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the contract.

iv. Contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.

v. Occupancy: During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.

vi. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer.

vii. All materials and workmanship shall be subject to the inspection and approval of the USGS Technical Liaison. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost.

viii. Final inspection and acceptance shall be performed with the contractor, on site by the USGS Technical Liaison upon completion of job performance.

ix. MATERIALS. The contractor shall furnish all supplies, materials, and equipment necessary for performance of the work included in this contract unless otherwise specified. Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.

x. SPECIFICATIONS. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.

xi. SCHEDULING CONTRACT WORK. The contractor shall make necessary arrangement with the Facility Manager and USGS Technical Liaison to perform the work and shall arrange and schedule his work so that the minimum amount of interference with government activities will result.

xii. USE OF BUILDING FACILITIES. The contractor may use utility services and toilet facilities of the building subject to approval of the Facility Manager.

xiii. CONDITIONS AFFECTING THE WORK. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

xiv. EMPLOYEES. The contractor shall be responsible at all times for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.

xv. LICENSES-PERMITS. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes and regulations in connection with the execution of the work.

xvi. ACCIDENT PREVENTION AND FIRE HAZARDS. The contractor shall take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract. For the purpose of this contract, the public or building occupant shall include all persons not employed by the contractor or a subcontractor working under his/her direction. If welding is required, permission shall be obtained from the COTR.

xvii. INDEMNITY. The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.

xviii. GREEN ACQUISITIONS. The USGS is committed to promoting the natural environment and protecting the health and well-being of people. (a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.

(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract modification, or notice of intent that changes or may change this contract;

C-3 GS0347 Indoor Air Quality During Construction (MAR 2008)

(a) The contractor shall control contaminants at the source and/or operate the space in such a manner that the GSA indicator levels for carbon monoxide (CO), carbon dioxide (CO2 ), and formaldehyde (HCHO) are not exceeded. The indicator levels for office areas shall be:

CO - 9 parts per million (ppm) time-weighted average (TWA - 8-hour sample); CO2 - 1000 ppm (TWA); formaldehyde -

0.1 ppm (TWA).

(b) The contractor shall make a reasonable attempt to apply insecticides, paints, glues, adhesives, and heating, ventilating and air conditioning (HVAC) system cleaning compounds with highly volatile or irritating organic compounds, outside of working hours. The contractor shall provide at least 72 hours advance notice to the Government before applying noxious chemicals in occupied spaces, and adequately ventilate those spaces during and after application.

(c) To the greatest extent possible, contractor shall sequence the installation of finish materials so that materials that will be high emitters of Volatile Organic Compounds (VOCs) are installed and allowed to cure before installing interior finish materials, especially soft materials that are woven, fibrous, or porous in nature, that may adsorb contaminants and release them over time.

(d) Where demolition or construction work occurs adjacent to occupied space, contractor shall erect appropriate barriers (noise, dust, odor, etc.) and take necessary steps to minimize interference with the occupants. This includes maintaining acceptable temperature, humidity and ventilation in the occupied areas during window removal, window replacement, or similar types of work.

(e) A final flush-out period of 48 to 72 hours should be provided before occupancy. Contractor shall ventilate with 100 percent outside air at the recommended air change rate (ASHRAE Standard 62) during installation of materials and finishes. If outside air would cause unacceptable inside temperature levels, humidity levels, and/or air quality, an alternate ventilation plan may be submitted to the Contracting Officer for approval.

(f) The contractor shall promptly investigate indoor air quality (IAQ) complaints and shall implement the necessary controls to address the complaint when requested to do so by the Contracting Officer.

(g) The Government reserves the right to conduct independent IAQ assessments and detailed studies in space it occupies, as well as in space serving the Government-leased space (e.g., common use areas, mechanical rooms, HVAC systems, etc.). The contractor shall assist the Government in its assessments and detailed studies by making available information on building operations and contractor activities, and providing access to space for assessment and testing, if required, and implement corrective measures required by the Contracting Officer.

Section H - Special Contract Requirements H-1 GS1326 Indemnity (JUL 2001)

The contractor herein is "an independent contractor" and shall obtain all necessary insurance to protect himself from liability arising out of this contract. The contractor hereby agrees to indemnify and hold the Government harmless in connection with, any loss or liability from damage to or destruction of property or from injuries to or death of persons (including the agents and employees of both parties) if such damage, destruction, injury or death arises out of, or is caused by performance of work under this contract, unless such damage, destruction, injury or death is caused solely by the active negligence of the Government, its agents or employees. The contractor agrees to include this clause, appropriately modified, in all subcontracts to be performed under this contract.

H-2 GS1338 Notice to Government of Delays (JUL 2001)

In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the contracting officer and the COR (if one has been designated), in writing, giving pertinent details.

This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or of any rights or remedies provided by law or under this contract.

H-3 GS1346 Compliance with OSHA-Govt owned Facilities/Equipment (APR 2003)

Compliance with Occupational Safety and Health Act -- Government-Owned Performance of work hereunder shall comply with the provisions of the Occupational Health and Safety Act of 1970, as amended (OSHA). If, at any time during the performance of this contract, the Government-furnished facilities and/or equipment do not conform to OSHA standards, the contractor must so notify the Contracting Officer, in writing, including a recommendation of the corrective action needed.

H-4 GS1348 Accident Reporting (APR 2003)

If an accident occurs on Government-controlled facilities, a report must be provided to the Contracting Officer's Representative and the Contracting Officer within 48 hours. An accident is defined as an event which causes injury, illness, or loss or damage to Government-owned or private property. The contractor will cooperate with any ensuing Government accident investigation.

H-6 1452.209-70 ORGANIZATIONAL CONFLICT OF INTEREST DISCLOSURE (NOV 2007)

Organizational conflict of interest means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person�s objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage.

If the Contracting Officer determines that a potential or actual conflict exists, the offeror will not receive an award unless the conflict can be avoided or otherwise resolved through the inclusion of a special contract clause or other appropriate means.
