PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personnel services contract to provide Spanish/French/English simultaneous interpretation services for the annual Canada Mexico U.S. Trilateral Committee for Wildlife and Ecosystem Conservation and Management (Trilateral Committee) Meeting, April 29-May 2, 2024. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform interpretation services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The Trilateral Committee was created in 1996 via MOU between the Service, the Secretariat of Environment and Natural Resources (SEMARNAT) and the Canadian Wildlife Service (CWS) to effectively address conservation priorities of continental significance and boost the concerted efforts of Canada, Mexico, and the U.S. The Trilateral Committee is one of the multilateral agreements the International Affairs Program has managed for 25 years.
Its goals are the following:
1. Promote ecological integrity of North American bioregion
2. Foster integrated regional perspective for biodiversity conservation and management
3. Facilitate regional cooperation to reduce & mitigate threats to species and ecosystems
Each agency hosts the annual event every three years, and the U.S. will host this coming year, from April 29-May 2 in San Diego, CA.
The conservation and management biodiversity efforts are executed through six Trilateral Committee Working Tables.
An estimated 150 participants from the three countries are expected to attend this event representing federal and state government agencies, research and academic institutions, non-governmental organizations, and private industry.
The International Affairs Program requires interpretation services to provide a range of technical and non-technical professional services associated with the management of programs, functions, projects, and activities assigned to the Trilateral Committee. Such services will include but are not limited to interpretation by accredited interpreters, equipment, and client support.
This will also fulfill part of our hosting obligation as a signatory of the Trilateral Committee and ensure we’re supporting the “Diversity and Inclusion” priority.
1.3 Objectives: Provide Spanish/French/English simultaneous interpretation services for the 2024 Trilateral Committee Meeting, April 29-May 2, in San Diego, California.
1.4 Scope: The contracted services will provide a range of current and anticipated interpretation needs for the 2024 Trilateral Committee to include all necessary labor for the support of the annual meeting at the Hilton San Diego Mission Valley venue supporting approximately 130-150 participants. The assigned contractor personnel will provide a range of technical and non-technical professional services associated with the management of English, Spanish and French interpretation.
mailto:lee_riley@fws.gov
