D – Solicitation Provisions

Instructions to Offerors—Commercial Products and Commercial Services (DEVIATION MAR 2026)

Addendum to 52.212-1 – Quotation Submission Requirements In addition to the requirements outlined in FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, vendors submitting quotations must ensure their quotations are concise and include the following information:

1. Price

Offerors must provide a completed Bid Schedule that reflects the total firm-fixed price required for the full execution of the Statement of Work. The quoted price must encompass all expenses, including labor, materials, equipment, supervision, subcontractors, fabrication, taxidermy and natural materials (unless identified as Government-Furnished Property), packaging, crating, freight, transportation, delivery, unloading, installation, testing, cleanup, waste disposal, travel, permits, closeout deliverables, warranty support, and any other costs necessary to complete the performance.

2. Technical Approach

Offerors should provide a brief description outlining the approach that will be used to successfully fulfill the requirement. This description should address fabrication, quality control, packaging and crating, shipping and delivery to Tok, installation, testing, and contract closeout. The technical approach must demonstrate a clear understanding of the requirement and the ability to accurately fabricate and install the exhibits according to both the Statement of Work and Government-provided Phase 2 Issued for Fabrication design documents.

3. Project Schedule

Offerors are required to submit a proposed project schedule that identifies major fabrication activities, including the 35 percent, 65 percent, and 95 percent fabrication milestones. The schedule should also address anticipated shipment, delivery to Tok, installation, testing, and project completion. It must demonstrate the vendor’s ability to meet the required delivery date of May 15, 2027, and the installation completion date of September 30, 2027.

4. Personnel and Subcontractor Resources

Vendors must identify key personnel and subcontractors expected to carry out significant portions of the requirement, including areas such as fabrication, electrical, multimedia, taxidermy or natural-material work, shipping/logistics, and on-site installation. The submission should provide sufficient information to demonstrate that the proposed team has the necessary resources and capabilities to successfully perform the requirement.

5. Relevant Experience

Offerors should provide at least one example of a project completed within the past five years that is similar or otherwise relevant to this requirement.

Examples may include interpretive exhibit fabrication and installation, museum or visitor-center exhibits, custom display fabrication, or other projects involving comparable fabrication, specialized materials, logistics, installation, schedule coordination, or complexity.

For each example, provide, to the extent available:

A brief description of the project;

Project location;

Approximate project value;

Customer name and point of contact; and

Photographs of the completed work, if available.

If the vendor does not have directly similar experience, the vendor may submit other experience it believes demonstrates its capability to successfully perform this requirement and should briefly explain its relevance.

If the vendor has no relevant corporate experience to submit, the vendor shall state: “No relevant corporate experience.”

The Government will consider the degree of similarity and relevance of the experience submitted as part of its comparative evaluation of technical capability.

6. Past Performance

For the relevant project identified above, or another recent project that the vendor believes demonstrates its performance, offerors should provide customer contact information, if available, that the Government may use to obtain information regarding the quality and timeliness of the vendor's performance.

The Government may consider past performance information provided by the vendor as well as information obtained from other sources reasonably available to the Government. The Government is not obligated to contact every reference identified by a vendor or obtain information from every potential source.

If the vendor has no past performance, or no relevant past performance information to provide, the vendor shall state:

“No relevant past performance.”

The absence of relevant past performance will not, by itself, make a quotation ineligible for award.

7. Assumptions, Exceptions, and Clarifications

Offerors must clearly identify any assumptions, exceptions, deviations, or clarifications applicable to their quotation. If there are none, the vendor should state: “No assumptions or exceptions.”

END OF ADDENDUM TO 52.212-1

52.212-2 Evaluation - Commercial Products and Commercial Services. (DEVIATION MAR 2026)

ADDENDUM TO 52.212-2 – EVALUATION AND BASIS FOR AWARD

The Government intends to award a firm-fixed-price purchase order to the responsible vendor whose quotation represents the best overall value to the Government, considering the evaluation factors identified below.

The Government will conduct a comparative evaluation of quotations. Quotations will be compared directly with one another to determine their relative advantages and disadvantages. Numerical scores and adjectival ratings will not be assigned.

The Government may consider information contained in the quotation together with other information reasonably available to the Government and relevant to the stated evaluation factors.

Factor 1 – Technical Approach, Ability to Meet the Schedule, and Relevant Experience

The Government will comparatively evaluate the information submitted under the Technical Approach, Project Schedule, Personnel and Subcontractor Resources, and Relevant Experience requirements.

The Government will consider the extent to which each quotation demonstrates:

1. Understanding of the Statement of Work and Phase 2 Issued for Fabrication design requirements;

2. A practical and effective approach to fabrication, quality control, packaging, shipping, delivery, installation, testing, and closeout;

3. A realistic project schedule demonstrating the ability to meet the required delivery and installation completion dates;

4. Personnel and subcontractor resources capable of performing the specialized work required; and

5. Relevant experience that provides confidence in the vendor's ability to successfully perform work of similar scope, complexity, fabrication, specialized materials, logistics, installation, schedule requirements, or other characteristics relevant to this requirement.

The Government will consider the relative advantages and disadvantages of each vendor's approach and the degree of confidence the quotation provides that the vendor will successfully and timely perform the requirement in accordance with the Statement of Work and Government-provided design documents.

In evaluating Relevant Experience, the Government will consider the degree of similarity and relevance of the experience submitted. Experience that is more similar in scope, complexity, and characteristics to this requirement may provide greater confidence in successful performance and may be considered a comparative advantage over less relevant or no relevant experience.

The absence of relevant corporate experience will not, by itself, make a quotation ineligible for award; however, the absence of relevant experience may provide the Government less confidence in the vendor's demonstrated technical capability when compared with a vendor possessing relevant experience.

Factor 2 – Past Performance

The Government will evaluate past performance to assess the Government's confidence that the vendor will successfully perform the requirement.

The Government may consider past performance information submitted by the vendor as well as information obtained from other sources reasonably available to the Government, including customer references, Government contract administration records, Contractor Assessment Responsibility Reports, information from Government personnel with knowledge of the vendor's prior performance, and other reasonably available sources.

The Government may consider the relevance, recency, quality, and overall context of available past performance information.

Favorable past performance on relevant or similar work may increase the Government's confidence in successful performance and may provide a comparative advantage over a neutral past performance record. Relevant adverse past performance information may decrease the Government's confidence in successful performance.

A vendor with no past performance, or for whom no relevant past performance information is available, will receive a neutral assessment for Past Performance. A neutral assessment will neither increase nor decrease the Government's confidence in successful performance. The vendor will not be evaluated unfavorably solely because of the absence of relevant past performance information.

The Government is not required to contact every reference identified by a vendor or obtain information from every potential source.

Factor 3 – Price

The Government will evaluate the total firm-fixed price for completeness and reasonableness.

The evaluated price will be the total firm-fixed price for complete performance of the requirement. The Government may compare quoted prices received and use other price analysis techniques, as appropriate, to determine whether the selected vendor's price is fair and reasonable.

Relative Importance and Award Decision

Factor 1 – Technical Approach, Ability to Meet the Schedule, and Relevant Experience is more important than Factor 2

– Past Performance. Factor 2 – Past Performance is more important than Factor 3 – Price.

When combined, the non-price factors are significantly more important than Price.

The Government may select a higher-priced quotation when the comparative advantages of that quotation under the non-price factors are determined to warrant the additional price.

As quotations become more similar under the non-price factors, Price will become increasingly important in the award decision.

Award will be made to the responsible vendor whose quotation provides the best overall value to the Government after consideration of the comparative advantages and disadvantages of the quotations and their respective prices.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Tok Interagency Visitor Center Phase 2 Exhibit Fabrication and Installation

Statement of Work (SOW) June 11, 2026

Background

The U.S. Fish and Wildlife Service (Service) has design drawings for new exhibits at the existing Tok Interagency Visitor Center at 1314 Alaska Highway, Tok, Alaska 99780. The visitor center is located in east-central Alaska along the Alaska/Canada Highway. It is approximately 315 miles from Anchorage or 195 miles from Fairbanks by road. The roads to and from Anchorage or Fairbanks are open year-round, including in winter.

Phase 2 Project Context: This requirement is Phase 2 of a two-phase exhibit fabrication and installation project for the Tok Interagency Visitor Center. Phase 1 of the Tetlin National Wildlife Refuge Tok Visitor Center exhibit project was completed in May 2026.

Phase 2 exhibits are separate from Phase 1 exhibits. The Contractor shall not physically connect to, alter, move, repair, modify, or otherwise perform work on completed Phase 1 exhibits unless specifically authorized in writing by the Contracting Officer.

The Phase 2 exhibits shall be fabricated and installed as a cohesive continuation of the overall Tok Interagency Visitor Center interpretive experience. Where identified in Government-furnished Phase 1 reference information or the Phase 2 Issued for Fabrication design documents, the Contractor shall incorporate or match applicable Phase 1 visual elements, including paint colors, wood stains, interpretive panel fonts, graphic elements, and other identified finish or visual standards.

The Phase 2 Issued for Fabrication design documents remain the controlling technical requirements for Phase 2. The Government will provide available Phase 1 reference information, including photographs, as-built drawings, existing exhibit layout information, material and finish information, graphic standards, and site-condition information, as applicable. Phase 1 reference information is provided to establish visual continuity and does not require the Contractor to perform physical work on Phase 1 exhibits.

Visitation: At the completion of the exhibit project, visitation is expected to be around 30,000 visitors annually. The highest visitation occurs from June through August. The visitor center is open from mid- May through mid-September and closed for the remainder of the year. Visitors include Alaska Highway travelers, retirees from the Lower 48 and youthful adventurers, European and Canadian travelers, and individuals and families moving to Alaska for work or military assignment. For most visitors to the center, this is their first time in Alaska, and they are eager to learn about the wildlife and recreational opportunities on public lands in the region. They are also interested in trip planning and in meeting needs such as finding a campground.

Purpose: The purpose of this Statement of Work is to fabricate and install Phase 2 interpretive exhibits for the Tok Interagency Visitor Center in Tok, Alaska, in accordance with the Government-provided Phase 2 design documents and applicable Phase 1 visual reference information. The Contractor shall coordinate installation access, sequencing, delivery, storage, and on-site conditions with Tetlin National Wildlife Refuge, the COR, and any general contractor identified by the Government. Such coordination does not authorize a change to this contract. Only the Contracting Officer may authorize changes to contract requirements, price, delivery, schedule, or scope of work.

For the purposes of this statement of work, “exhibit” is defined as, but not limited to, any of the following or any combination: dioramas; interpretive panels; graphics; interactive mechanicals;

photomurals; background paintings and murals; floor treatments; ceiling treatments; photographs;

illustrations; cabinetry; interior and exterior signs; and kiosks.

Contract Documents and Order of Precedence: The Government will identify the title, date, revision number, and file name of each design, graphic, CAD, and change document included in the solicitation Documents identified by the Government as Issued for Fabrication are the controlling design documents for this requirement. Labeled Supporting Exhibit Documents Phase 2.

In the event of a conflict, discrepancy, omission, or uncertainty between the Statement of Work, Contract Line Item Schedule, Issued for Fabrication documents, graphic files, CAD files, Government-furnished information, or other contract documents, the Contractor shall notify the COR and Contracting Officer in writing before beginning or continuing affected work. The Contractor shall not proceed with affected work until receiving written direction from the Contracting Officer.

Only the Contracting Officer may authorize changes to contract requirements, price, delivery, schedule, or scope of work.
