The U.S. Fish & Wildlife Service, FWS Yukon Flats NWR located at 101 12th Avenue, Room 264, Fairbanks AL 99701-6237, has a requirement for a Preliminary Assessment/Site Investigation (PA/SI) for the Old BIA School, Lot 8, Block 7, U.S. Survey 4895, Beaver, Alaska, the parcel is an inholding in the rural village of Beaver. Beaver is located approximately 105 air miles north of Fairbanks, Alaska; see attached map, and associated structures and land on Lot 8, excluding the modern Cruikshank School and its associated structures, including all vertical fuel storage tanks:
STATEMENT OF WORK
Contaminant Assessment Old BIA School
PART 1 - GENERAL
SITE DESCRIPTION:
The parcel known as the Old BIA School site (Lot 8, Block 7, U.S. Survey 4895, Beaver, Alaska) is owned by USFWS. The parcel is an inholding in the rural village of Beaver. Beaver is located approximately 105 air miles north of Fairbanks, Alaska (See attached map). Beaver is surrounded by thousands of acres of land owned by the Beaver Kwich’in Corporation and Doyon Limited – both Alaska Native entities. Those lands are inholdings inside the boundary of Yukon Flats National Wildlife Refuge, which was acquired in 1980 when the Refuge was established by the Alaska National Interest Lands Conservation Act (ANILCA).
Prior to ANILCA, Bureau of Indian Affairs (BIA) built a school on the site (1928). After ANILCA, the land was leased to the State of Alaska Dept. of Education and Early Development (ADEED) under a 55-year lease. However, the old school and associated outbuildings (the generator building and shop building) were abandoned in 1986 after a new school was built on Lot 8 to the north of the old school. As is common with built infrastructure in remote Alaska villages, there was some use of the old school buildings in the 1990s, but they are now decrepit, in various stages of disrepair, and likely with lead paint and asbestos that have gone into the underlying soil. List of buildings:
1) School Building – Approximately 6,000 Square Feet,
2) Generator Building – Approximately 800 Square Feet,
3) Shop Building – Approximately 1280 Square Feet,
4) Storage Shed – Approximately 300 Square Feet, Attachment 1 provides maps showing project locations and photos of site.
The Old BIA School site also contains nine vertical above-ground fuel tanks. Up until 2022, the underground and above-ground pipes and eight of which were still in use by the Yukon Flats School District and the Beaver Village Council (a federally recognized tribe). The ninth is characterized as “leaky” by the community. In 2022, the underground and above-ground pipes were removed, and the tanks were emptied of contents.
There were numerous releases reported on this site throughout the years:
1) 1970s – Beaver resident claims in 2001 that a substantial fuel spill occurred at Old BIA Generator Building site (adjacent day tank) in the 1970s (The amount not reported).
Page 4 of 21 (140FS123Q0058)
2) 1983 - Beaver Episcopal Diocese reports to BLM leaking fuel line near BIA school (The amount not reported)
3) 2001 - Reported spill of less than 10 gallons at Old BIA Generator Building (adjacent day tank)
4) 2001 - Reported spill of 1,250 gal on August 8th at the Old BIA Tank Farm; assessment completed by Restoration Science and Engineering
5) 2019 - Spill of 3,000 gallons diesel (No. 19309900901)
Certainly, many smaller leaks and spills over the years from the fuel tanks and lines. Currently, the southern half of the parcel containing the Old BIA School buildings and the tank farm, is listed as a State of Alaska Contaminated Site (Hazard ID 3944; ADEC database record).
The following site assessment have been conducted at this site:
1) 1/2002 – Oasis Environmental - Village of Beaver Alaska Site Assessment Project Prepared for ADEC and is provided as Attachment 2,
2) 5/2010 – ADEC EPA Brownfield Report - Final Property Assessment and Cleanup Plan –
Village of Beaver Old BIA School Tank Farm and Burned Generator Building – SLR and is provided as Attachment 3,
3) 8/2022 – Limited Hazardous Building Materials Inventory – Old Schoolhouse and Associated Buildings, Beaver Alaska, BGES, INC and is provided as Attachment 4. Note: USFWS received permission to use the report from Yukon River Inter-Tribal Watershed Council.
SPECIAL CONDITIONS:
The Contractor shall coordinate with Jimmy Fox, Refuge Manager of Yukon Flats NWR regarding timing of site access, as this work needs to be scheduled at a time when refuge personnel are aware the contractor is at the site. There may be historical or archeological issues that must be addressed before a complete proposal can be developed. The contractor should contact the Station Representative before any proposal or planning is accomplished.
CONFIDENTIALITY STATEMENT:
The Contractor shall protect the confidentiality of all work accomplished under this scope of work.
Quantity surveys and cost estimates shall remain the sole property of the government and shall not be made available to others for any purpose. The Contractor shall not publicly disclose any data generated for review under this contract. Submittals and data generated under this contract shall become the property of the government and distribution to any source by the Contractor, unless authorized by the FWS, is prohibited. Direct any public inquiries to the Station Representative. The Contractor shall not divulge, explain, or share project information with anyone other than the government unless it is necessary to obtain permissions or permits or the like. Any news or announcements that could have potential impact on the government shall be directed to the Contracting Officer.
SCOPE OF WORK:
Currently, the southern half of the parcel containing the Old BIA School buildings and the tank farm are listed as a State of Alaska Contaminated Site (Hazard ID 3944;
https://dec.alaska.gov/Applications/SPAR/PublicMVC/CSP/SiteReport/3944). The last records review and site assessment data collection were done in 2010 and are summarized in the Final

Property Assessment and Site Cleanup Plan (SLR, 2010), which was prepared in support of an EPA Brownfields Grant Application.
This project is to complete a Site Evaluation and Remedial Cost Estimate for the Old BIA School, and associated structures and land on Lot 8, excluding the modern Cruikshank School and its associated structures, including all vertical fuel storage tanks. Lot 8 and the Old BIA School and associated structures are owned by Yukon Flats NWR. The evaluation and estimate will be conducted by an environmental contractor, who will perform the following duties:
Provide sufficient sampling, testing and an assessment:
1. Identify Lead-based paint (LBP), asbestos, and other hazardous material (e.g., PCB Ballast, refrigerator, mercury switches) and provide a comprehensive removal/remediation plan for the buildings and all supporting items (e.g., Utilidor) (See List of Buildings Below).
2. Prepare a plan addressing the vertical tanks, including but not limited to removal and disposal of tanks.
3. Identify types and amounts of all fuel contaminated soils. Prepare a comprehensive plan to remove/remediate the soils (Review 2002 and 2009 Studies)
4. The tank farm shall be identified as a separate section within the contaminated soils report. A comprehensive sampling and remediation report for the tank farm is required.
Damage from destructive testing to building walls and floors does not need to be repaired. Damage to roof for destructive testing shall be limited and repaired to prevent the entry of water or snow melt into the building prior to demolition.
