OFFEROR QUESTIONS AND FWS RESPONSES
QUESTION: At the end of summer 2022 season, the Shop Building (1280 Sq. Ft.) was still in use by the village of Beaver. Will the building be vacated prior to the hazardous building materials assessment
(HBMA)?
RESPONSE: Building is still in use and will not be vacated unless essential.
QUESTION: Page 5 of 21 on the Solicitation Sol_140FS123Q0058 identifies the Utilidor length to be remediated as being 300 ft. The entire length of the utilidor to Cruikshank School’s pumphouse is 450 ft.
Is the 300 ft length the distance from the Old School to place of disconnect?
RESPONSE: It is the estimated distance from the Fuel Tanks to the Old School Building.
QUESTION: Page 5 of 21 on the Solicitation Sol_140FS123Q0058 clarifies that any destructive testing to the roof of any building needs to be repaired to prevent the entry of water and snow melt into the building prior to demolition. What is the current state of the roofs and are there existing leaks?
RESPONSE: The current status is that the roof is intact. The contractor shall take pictures of current conditions if the roof is not intact documenting leaks. They shall also take pictures and document location of sample to ensure if leaks do develop it can be determined if it was caused by the sampling as a potential source.
QUESTION: The 9 vertical tanks sit on top of wood cribbing. Does this plan require us to estimate the disposal of the wood cribbing?
RESPONSE: Yes, the removal of the tanks would include the removal of the cribbing for the tanks.
QUESTION: The 2002 OASIS Environmental Site Assessment is missing figures 2 and 3. These indicate the sample locations performed at the 9 vertical tanks. Please provide.
RESPONSE: Figures 2 and 3 are the last two pages of the document.
QUESTION: Does the scope of work include any soil sampling around the buildings and/or tanks?
RESPONSE: Yes, it’s in there. The buildings and utilicor was to be tested beneath to see if lead contamination is present. The Tank Farm needs to be evaluated if we cannot find samples of previous measurements.
QUESTION: Page 7, “Deliverables” references a closure report. We would like to clarify that this report is not intended to achieve site closure from the ADEC, but rather to document the activities outlined in the scope of work.
RESPONSE: Yes. The Deliverable is to develop a work plan that can be used to develop a scope of work to perform the required remediation at the site.
QUESTION: We would like to clarify that this scope of work does not include any demolition or removal of tanks or soil; and that those tasks will be covered in the cost estimates for future activities.
RESPONSE: Yes, this is correct. Please see answer to next question.
QUESTION: At the end of summer 2022 season, there was no excavator/backhoe available in town. The barge system may not arrive in Beaver, at the latest, by June 10th. Is it possible to extend the POP to the end of 2023 work season (October 31st, 2023)?
RESPONSE: Do not understand this request as this work is to develop a work plan to remediate this site.
The contractor will not be conducting demolition of building or tanks or remediation of soil at this time.
