This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for 508 Compliance located at 1101 E. Tudor Road, Anchorage, AK. The anticipated performance period is from 04/16/2023 to 04/15/2024.

The period of performance includes the base with two option years ranging from 04/16/2025 through 04/15/2026.

This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2022-06. The NAICS code is 541513 and the small business size standard is $30,000,000.

Instructions

All responsible small business sources may submit a quote, which shall be considered by the agency.

Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price. The vendor that submits the lowest priced quote, meeting the specification in the Statement of Work, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Statement of Work For Regional Advisory Council and Federal Subsistence Board

Meeting Materials 508 Compliance, Layout and Design For the Office of Subsistence Management

Background Statement: The Office of Subsistence Management (OSM) is responsible for implementing Title VIII of the Alaska National Interest Lands Conservation Act (ANILCA) through a fast-paced public regulatory process. Ten Regional Advisory Councils were established by ANILCA and charted under the Federal Advisory Committee Act (FACA).

ANILCA implementation requires publicly held meetings for 10 Regional Advisory Councils held twice a year and multiple Federal Subsistence Board (Board) meetings held throughout the year. As a part of the public process, all meeting materials are required to be made available to the public, including the public with disabilities. To fulfill this requirement all meeting materials must be printed as hard copies and posted on the Federal Subsistence Management Program website. All documents posted on a Federal website must be compliant with Section 508 of the Rehabilitation Act.

Typically, meeting materials and meeting book production was done by OSM staff. However, due to multiple vacancies in OSM, we have an ongoing need to contract these essential and required projects out through April 2024 as a base with 2 option years. This will assist us with public meeting materials preparation for the upcoming Regional Advisory Council and Board meetings.

Objectives:

• To fulfill mandates of ANILCA by providing materials to the Board, a decision-making body, the Councils, advisors to the Board, and the public participants, including participants with disabilities, of the meetings on matters related to the subsistence uses of fish and wildlife

• To fulfill the requirement of FACA to practice maximum openness regarding the work of the Regional Advisory Councils and to provide on-line access to the RAC meeting materials for the public.

• To fulfill requirements of the Rehabilitation Act Section 508 to develop and maintain documents on-line accessible for people with physical, sensory, and cognitive disabilities.

Scope of Work:

• Check all meeting materials provided by OSM for Section 508 compliance

• Convert meeting materials that are not compliant into Section 508 complaint documents

• Compile Section 508 compliant documents in a predetermined order into meeting materials books (books)

• Furnish books layout and design including:

o covers (design cover template is provided in Adobe Illustrator format) o table of contents o headers and footers o page numbering

• Produce draft books compilations in a .PDF format for initial OSM review by the predetermined date (schedule to be provided upon the issuance of contract)

• Incorporate any OSM edits into the draft books compilations and submit to OSM for a final review and approval by the predetermined date (schedule to be provided upon the issuance of contract)

• Produce final printer ready .PDF files for all meeting materials (books and supplemental)

• Produce final Section 508 compliant files for web posting of every book and supplemental materials

Technical specifications:

• Layout for paper format A (8.5”x11”) double sided

• No bleeds or foldout throughout all books

• Estimated number of pages per book may range between 200 and 800 pages

• Estimated number of pages of supplemental materials per meeting (est. 21 meetings) may range between 50 and 300 pages

• Electronic .pdf files for web posting need to be Section 508 compliant and may not exceed 10MB; some book files may need to be broken in volumes to fulfill this requirement

• Electronic .pdf files for printer will need to be formatted for high qualify print

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. USFWS R7 Environmentally Preferable and Energy-Efficient Products and Services Policy

Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)

Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).

“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

1. Invoice billed according to contract line items and rates.

2. If final payment is billed, the last invoice shall state “FINAL”

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date.
