This is a combined synopsis/solicitation prepared in accordance with the format in Federal

Acquisition Regulation (FAR) part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Charles City, VA has a requirement for HVAC Replacement, located at Harrison Lake National Fish Hatchery. The anticipated performance period is three months after award.

This Request for Proposal (RFP) is 100% Small

Business and is conducted under the procedures of

FAR Part 13, incorporating provisions and clauses in effect through Federal Acquisition Circular

2025-03. The NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors.

SITE VISIT: Site visit is scheduled February 11, 2025 at 9:00am ET.

All responsible business sources may submit a proposal, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. A Technical response to the Scope of

Work is required and must include breakout of pricing per scope of work requirements.

The basis of award is Technical write-up indicating proposed materials and service procedure(s), preliminary schedule of events showing how the project will meet the period of performance, past performance showing three projects of same and/or similar work completed or in process reflecting the previous five years, Contractor License(s), and price. Combined factors other than price are evaluated as 51% of proposed value.

$35,000.00, you are required to furnish by email, within 14 days of award, a Payment Bond (Standard

Form 25a) of 100 percent, with surety of sureties acceptable to the Government. If your construction costs are more than $150,000.00, you are required to furnish by email, within 14 days of award, Performance (Standard Form 25) and

Payment Bonds (Standard Form 25a) of 100 percent, with surety of sureties acceptable to the

Government. These forms are available at https://www.gsa.gov/reference/forms . You are also required to furnish proof of insurance, no matter what your construction cost are, by completing/returning the ¿Certificate of

Compliance with Insurance Requirements¿ form within five (5) calendar days after receipt of award.
