SECTION B – TECHNICAL SPECIFICATIONS
GENERAL REQUIREMENTS
B1. General B1.1 This Blanket Purchase Agreement (BPA) is established for the purpose of purchasing twelve (12) Lycoming or Continental Aircraft Engines (as specified per BPA call) for the Department of Interior (DOI), Office of Aviation Services (OAS) fixed wing government owned fleet aircraft on an “on-call” basis. This BPA is expected to be of value to offices and bureaus within the Department of the Interior, and shall be administered IAW FAR 13.303, “Blanket Purchase Agreements” for the US Department of the Interior’s Office of Aviation Services, Alaska Regional Office (ARO).
B1.2 An award resulting from this solicitation does not guarantee any level of supply. This BPA will govern terms, conditions and requirements applicable to orders that are placed and accepted by the contractor.
Contractors may refuse to accept orders for supplies if they are unable to fulfill the necessary requirements within the time frame required.
B1.3 Orders for specific engines will be placed by the CO as needs become known. If the contractor accepts an order, the contractor shall be obligated to perform in accordance with the terms and conditions stated herein and under the applicable item. If none of the contractors awarded a BPA are capable of supplying the required engine or if found to be cost prohibitive, OAS reserves the right to utilize other sources to satisfy the need.
B1.4 Orders for engines under this BPA will be placed with the contractor offering the best value to the Government for Lycoming or Continental engines conforming to the Government's individual aircraft requirements. The Government will make its selection for an engine based upon authorized distributor, past performance, capability, location of facility, and price.
B1.5 Engines will be delivered or shipped to: Office of Aviation Services, 4405 Lear Court, Anchorage, Alaska, 99502. All engines and any related parts will be inspected and accepted by the Government Representative.
B2. Engines B2.1 Engines provided under this BPA shall be in accordance with (a)applicable Federal Aviation Administration (FAA) Regulations (including compliance with 14 CFR 39) and the manufacturer’s specifications (b) the terms, conditions and specifications contained herein; (c) applicable Federal Aviation Regulations, (d) the appropriate engine make and model and the supplementary publications referenced therein;
and (e) applicable Airworthiness Directives and any other instructions issued by the item manufacturer or by the FAA and specifically required by the COR to be accomplished. A Type Certificate is required (on each type of aircraft) to meet strict FAA regulations and maintain “air worthiness”. The certificate is issued by the FAA and once issued; the design cannot be changed without a Supplemental Type Certificate (STC) which must also be obtained through the FAA. Only by purchasing products that meet the Type Certificate, will the aircraft be considered airworthy and legally able to fly. Therefore, depending on the type of aircraft needing the engine, a Lycoming or Continental engine will be the only product that will satisfy this requirement.
B3. Technical Requirements
B3.1 All Lycoming or Continental engines furnished by the contractor shall be approved for use by the FAA.
B3.2 The contractor shall be an authorized distributor of Lycoming and/or Continental aircraft engines and be listed as such on Lycoming and Continental websites.

B5.2 At any time during the term of this BPA; the Government shall have the right to request quotes from the contractor to provide engines specified in this BPA. Each “Request for Quote” will identify the brand, make and model and other necessary considerations. No requirement may change the scope of this BPA.
B5.3 After receipt of an RFQ, the contractor shall submit a quote including their technical approach outlining their understanding of the Call requirements and price for the required supply. The price shall include the following items: (1) a proposed total price for the engine. (2) A statement as to whether the contractor proposes to deliver the required r engine(s) according to the schedule stated in the Request for Quote and, if that schedule cannot be met, an alternate proposed schedule. (3) Shipping price to OAS facility listed above.
B5.4 The contractor’s receipt of a fully executed BPA Call shall constitute notice to proceed with supplying the required engine(s).
B5.5 Each BPA Call executed shall be deemed to be a part of this agreement. The Government shall be under no obligation to the contractor with respect to any proposed BPA Call or Request for Quote until such time as the BPA Call has been executed.
B6. Reserved
B7. Records and Documentation Any applicable engine and or warranty documents must be supplied to the Government upon engine delivery.
B8. Warranty and Service Policy Program Engines furnished by the manufacturer are covered by a Warranty Program. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)
(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. (g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
