Amendment 1
JUSTIFICATION & APPROVAL FOR SOLICITATION #140D8121Q0002
8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.
Market research was conducted using internet searches, reviewing Lycoming and Continental distributors, searching mandatory sources, and reviewing previous purchases for these engines.
There are several authorized distributors that can meet this requirement. Knowledgeable government personnel from OAS were interviewed about this need and the FAA requirements as well as pricing and availability of Lycoming and Continental engines. Mandatory sources were reviewed and do not provide this item.
NAICS code 336412: “Aircraft Engine and Engine Parts Manufacturing” applies to this acquisition. A class waiver to the nonmanufacturing rule for this NAICS code was not found and considering Lycoming and Continental manufacturers are other than small business, a full and open acquisition strategy is in the best interest of the government. Any small business providing this engine would need to provide a product manufactured by a small business and this is not possible due to Lycoming and Continental, the only manufacturers of this engine, both being large businesses.
Based on the efforts described above, market research found this acquisition will be a Small Business Set-Aside Full and Open Competition for a brand name request IAW FAR 13.106(b)(2) on a multiple award Blanket Purchase Agreement.
