Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition (FAC) 2022-04_01/30/2022.

All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract registered in the record must be complete and not missing elements such as representations and certifications.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541620 Environmental Consulting Services, with a small business size standard of $16.5M.

The Bureau of Indian Education intends to award a fixed priced contract to obtain Archaeological Services for at Southwestern Indian Polytechnic Institute (SIPI) located at 9169 Coors Blvd. NW, Albuquerque, New Mexico. These services are in support of a greenhouse demolition and construction effort.

1. CONTRACT TYPE

The Department of the Interior (DOI), Bureau of Indian Education (BIE), Division of Acquisitions anticipates awarding a single Firm Fixed Priced Contract for Archaeological Services in support of Southwestern Indian Polytechnic Institute (SIPI) as a result of this opportunity.

Statement of Work

ARCHAEOLOGICAL SERVICES

FOR

GREENHOUSE REPLACEMENT PROJECT

Southwestern Indian Polytechnic Institute

1.0 GENERAL

1.1 Introduction

The Southwestern Indian Polytechnic Institute (SIPI) requires Archaeological Services for the construction of a new construction project located on the campus at 9169 Coors Blvd.

1.2 Project Overview

Archaeological Services shall be provided for a separate construction project that includes selective demolition and construction of a Greenhouses and a headhouse with classrooms & offices.

1.3 Acronyms:

2.0 SCOPE OF WORK

Provide all labor, materials, personal protective equipment (PPE), and supervision necessary to perform all work required for Archaeological Services. Archaeological Services shall be provided intermittently throughout construction contract’s period of performance, which is 409 days from the Notice to Proceed date. It is estimated that the Archaeologist will need to spend approximately 81 days for onsite monitoring and

Project Title Archaeological Services Page 7 of 30 reporting, in addition to approximately five days for miscellaneous contract administration. Archaeological Services primarily involve monitoring ground disturbance activity to ensure compliance with Section 106 of the National Historic Preservation Act, archaeological documentation, and relevant notifications related to the Construction Contractor’s work. Archaeological Services shall include all tasks within this statement of work, including coordination with items outside the immediate building work boundaries such as IT, mechanical, plumbing, and electrical interconnections.

Tasks

1. Pre-Construction Conference. The Archaeological contractor shall attend a pre-construction conference with the Construction Contractor at the work site or virtual. The pre-con date is dependent on award and issuance of the Notice to Proceed.

2. Project Meetings. The Archaeological Contractor shall attend all project meetings that are related to the tasks in SOW and provide agenda topics and updates for the meeting to the COR for all project meetings.

3. Periodic Observations. The Archaeologist shall be physically present to observe all ground-disturbing activities. The Archaeologist shall work closely with the Contracting Officer and COR to ensure that the Construction Contractor meets all requirements of the Section 106. The Archaeologist will be available to make frequent site-visits for the purpose of monitoring and inspecting all ground-disturbing activities.

4. Reporting. The Archaeologist shall report to the Contracting Officer (CO) and Contracting Officer Representative (COR) any concerns or deficiencies that need to be resolved and documented. The Archaeologist shall immediately document all concerns and deficiencies in the daily report and notify the CO or COR within four hours of discovery any deficiency or concern. Concerns may include such findings as artifacts, safety concerns, etc.

3.0 DELIVERABLES

The Archaeologist shall provide daily and weekly reports to the CO and COR. Weekly reports shall be submitted COB each Friday and written using Microsoft Word.

3.1 Unless otherwise instructed, the submittals shall be made to the COR with a copy of a transmittal letter provided to the CO for all tasks. The COR will distribute to the Owner, BIE-School Operations-Construction COR/PM and other agencies and departments as needed.

2. No later than the following morning each day that the contractor is on site, the contractor shall e-mail the COR an electronic copy of the previous day’s daily report in Microsoft Word.

At a minimum, daily reports shall include:

1. Name of Archaeologist on site

2. Time of arrival to the site

3. Time of departure from the site

4. Time and description of significant work items.

5. Photographs of areas that were disturbed during construction.

6. Issues of concern

3. Weekly reports shall be submitted to the COR no later than close of business (5:00pm local time) each Friday and written in Microsoft Word.

At a minimum, the weekly reports shall include all of the following information:

1. Photographs and diagrams of notable areas that were disturbed during construction.

2. Utility areas where the construction contractor is or intends to make connections.

3. Other areas where new equipment will be constructed on the project site.

4. Issues of concern.

4. At the end of the construction contract, provide two hard copies of all trip reports documenting the Archaeological Contractor’s periodic observations, action items, or RFI’s arising during on-site visits.

6.0 HOURS

6.1 Contractor hours of operation with the Owner shall commence no earlier than

7:00 a.m. (MTS) and continue no later than 6:00 p.m., Monday through Friday or as agreed upon between the Contractor and the COR. Contractor shall discuss anticipated hours and scheduling plans at preconstruction conference. Monday through Friday (excluding federally recognized holidays) or as agreed upon between the contractor and the COR.

6.2 All work shall be coordinated through the COR including work that may need to be scheduled after hours and weekends.

7.0 INVOICE SUBMITTALS

Payments shall be made via the Governments Invoice Processing Platform (IPP) System.

Submit courtesy invoice (via email listed below) to COR for review of accuracy and approval prior to submitting for IPP processing. A detailed invoice/pay application shall be submitted monthly. Improperly prepared invoices shall be returned to the contractor, resulting in delayed payment. Travel shall not exceed those allowed by Federal Travel Regulations. Per Diem and mileage rates are available on the Internet.

7.1 Financial Reporting: Contractor shall coordinate with CO and COR for needed documentation to show payment has been made and received.

7.2 Contractor shall submit the required document(s) and information to the COR and Title III program to meet SIPI funding requirements (i.e. Proof of payment, etc.).

7.3 The Contractor shall submit invoices on a monthly basis to the CO and COR:

7.4 At a minimum, a properly prepared invoice shall be submitted monthly to include:

8.0 KEY PERSONNEL

8.1 Personnel:

The on-site Archaeologist shall be an individual or firm that is listed on New Mexico’s SHPO Directory of Qualified Supervisory Personnel page. This list is available at:

The on-site Archaeologist shall have a minimum of a Bachelor Degree in Archaeology or a related field and a minimum of 5-years of relevant experience to the work stated in this Scope of Work (SOW).

9.0 CLEARANCE REQUIREMENTS

9.1 Background Clearance is required for Archeologist contractor (or as determined by the COR). Employees will require an escort until background clearance has been approved. The Archeologist personnel shall complete required documents for background clearance and complete the DOI Access/e-Qip, coordinated with the COR after the contract has been awarded.

9.2 The Contractor shall obtain personal identification passes/badges for all employees and vehicle passes/placards for all contractors’ vehicles requiring entry onto SIPI campus, from the SIPI Safety and Security Department. The Contractor must coordinate with SIPI for the required documents and submit it to the SIPI Safety and Security Department.

9.3 Contractor Identification, Sign-In and SIPI Safety and Security Orientation:

1. All employees shall sign – in/out at the Facilities Department prior to beginning services and end of services daily. Employee(s) will require an escort until background clearance has been approved.

2. All employees shall wear a nametag or other identifying apparel.

3. All employees shall go through SIPI’s Safety and Security Orientation the first time they provide services on the SIPI campus, to be coordinated with the COR.

END OF STATEMENT OF WORK

The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitment or issue changes that will affect price, quantity or quality of performance of this contract.

In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred thereof.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
