SECTION 7 EVALUATION FACTORS FOR AWARD
(a) Basis for Award
The Government intends to award a single firm-fixed-price purchase order using a Lowest-Priced Technically Acceptable (LPTA) source selection methodology. According to LPTA, the quote with the lowest price is reviewed first to determine if it meets technical requirements. If that quote is found technically acceptable, no other quotes will be reviewed. If it is not acceptable, the Government will evaluate the next lowest-priced quote, continuing this process until a technically acceptable quote is identified.
Technical evaluations will be made on a pass/fail basis. Quotes will be rated “Acceptable” or “Unacceptable.”

PRICE EVALUATION
Price will be evaluated to determine reasonableness, completeness, and realism (as needed):
• Reasonableness:
The total evaluated price must be fair and consistent with market conditions and the Government’s requirement.
• Completeness:
All pricing information requested in the RFQ must be included and properly supported.
• Price Realism (optional at Government discretion):
The Government may review prices that appear unrealistically low compared to the requirement, Government estimates, market indicators, or the offeror’s stated approach, to ensure the offeror understands the requirement and can perform successfully.
If prices cannot be determined fair and reasonable, no award will be made.
TECHNICAL EVALUATION
Technical acceptability will be assessed on an “acceptable” or “unacceptable” basis:
• Technical Standards: To be considered acceptable, the quote must fully address and comply with all required technical elements identified in Section 6.3 (Technical Attachments) and any other mandatory RFQ instructions.
If quotes cannot be determined technically acceptable, no award shall be made.
The failure to submit any of the information requested in this RFQ may lead to the rejection of your quote without further consideration.
ALL QUOTES MUST BE SUBMITTED VIA EMAIL TO jodi.zachary@bia.gov, NO LATER THAN Tuesday, September 8, 2026, 9:00 AM Pacific Time.
