About this file
This is a Request for Quote (RFQ) issued by the National Oceanic and Atmospheric Administration (NOAA) for lubricating oils for the NOAA Ship Rainier. The solicitation seeks 9 55-gallon drums of Chevron Clarity EA 46 and 4 55-gallon drums of Chevron Delo 400 15W 40WT to be delivered to Newport, Oregon. The procurement is a 100% small business set-aside under NAICS code 324191 for petroleum lubricating oil and grease manufacturing, with a size standard of 900 employees.
The RFQ requires vendors to submit quotes electronically to alexander.cancela@noaa.gov by March 21, 2025, at 5:00 PM Eastern Time. Vendors must be registered in the System for Award Management (SAM), provide detailed pricing, demonstrate product availability, and be either a manufacturer, distributor, or authorized dealer. The government will award a firm-fixed-price contract based on best value, considering availability, authorized vendor status, and price. All questions must be submitted in writing by March 17, 2025, at 12:00 PM Eastern Time.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1))
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value).
In accordance with the Rainier's engine and equipment manufacturer’s specifications, three different lube oil types are needed. The engine and equipment manufacturers call for specific brand names in the maintenance guidance and the Rainier is seeking a brand name justification for these oils. In order to facilitate loading aboard (and transfer to the ship’s storage tanks via the installed system), See attached Statement of Need, product description, and Brand Name Justification.
3. Identification of the single source or the brand name to be solicited.
Chevron Clarity Synthetic EA-46 Chevron Delo 400 15W40
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
Mobilgard, Chevron Delo, and Clarity brand lubricating oil have been used in the main engines and generators historically on NOAA Ship Rainier. These are the types of oils the manufacturers recommend, and this is the brand the oil analysis program is based on.
Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
As described under “brand name” above, the Chevron Delo, and Clarity brands are compatible both with the lube oil currently held in storage tanks, and with the ship’s lube oil testing program. Other brands, while they could have been used (per OEM specifications) upon commissioning the vessel, are not compatible with current oil and current testing program – not without incurring additional cost and testing impacts.
The required lube oils being requested are the types of lube oil we currently carry in our tanks and will be mixed with current oil stocks. There may be other lubricating oils available that meet the requirements of the OEM, however it is unknown to what effect mixing different types of lubricating oil together has on the individual lubricating properties. Different oils contain different additives that may not respond as desired when mixed, which may produce waste oil and potentially causing the remaining oil in the tanks to be compromised. Therefore, combining brands of lube oil may result in unknown performance degradation and could cause damage to the engines. Changing oils would mean changing test protocols which is costly and time consuming.
FAR 52.204-7 System for Award Management. (OCT 2018)
(a) Definitions. As used in this provision-
Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
Registered in the System for Award Management (SAM) means that-
(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM;
(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in SAM;

(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer.
The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in SAM.
(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:
(1) Company legal business name.
(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.
(3) Company physical street address, city, state, and Zip Code.
(4) Company mailing address, city, state and Zip Code (if separate from physical).

(7) Number of employees at your location.
(8) Chief executive officer/key manager.
(9) Line of business (industry).
(10) Company headquarters name and address (reporting relationship within your entity).

(2) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM, but are effective and do apply to the solicitation and resultant contract (see FAR 4.2303(c)(2)).
(3) FASCSA orders issued after the date of solicitation do not apply unless added by an amendment to the solicitation.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
