About this file

This is a Request for Proposal (RFP) from the United States Department of Agriculture (USDA) Agricultural Research Service (ARS) for Pilot Services for Aerial Imaging. The solicitation (Number 1232SA25Q0704) is set aside 100% for small businesses, with a NAICS code of 488190 and a business size standard of $40M. The contract will require 20 pilot service flight days and 10 overnight stays, with a period of performance from 09/10/2025 to 09/09/2026 and a delivery timeline of 365 days after receipt of order.

Technical evaluation factors include pilots having a valid commercial pilot license, minimum flight time requirements (>500 hours on manned aircraft, >100 hours on complex aircraft), a current FAA medical certificate, and a resume. The government will award a firm fixed-price contract using a best value approach, considering technical capability, past performance, and price. Offerors must be registered in the System for Award Management (SAM) and submit a comprehensive quote package including pilot qualifications, pricing details, and various required representations and certifications. The solicitation emphasizes technical competence and will evaluate past performance on an acceptable/unacceptable basis, with any negative performance ratings resulting in an overall unacceptable technical rating.
