Statement of Work
Pilot services for Aerial Imaging
The contractor (airplane pilot) shall fly a USDA Cessna T210N aircraft (N5416U) equipped with multiple cameras to take aerial imagery over study sites in Texas and possibly other U.S. states.
The specific work requirements are as follows:
1. The pilot will fly the USDA aircraft at 1000-10500 ft above ground level and a speed of 100-140 knots along multiple flight lines to acquire aerial imagery (multispectral, hyperspectral and thermal) from crop fields and ranches in Texas and other states. A USDA-ARS technician will fly with the pilot to operate the imaging equipment.
2. A typical flight mission takes about 2-5 hours of flight time between 10 am and 4 pm in an imaging day. The preparation time and flight time will be no more than 8 hours per flight day. Most imaging missions are 1-2 days long, but some missions may span over 4- 5 days due to the weather and other unpredictable factors.
3. USDA will notify the contractor at least one week prior to the start of work. Since weather is a key factor in aerial imaging, USDA will coordinate with the contractor to adjust flight dates based on weather conditions and pilot availability.
4. The service is expected to be performed over a one-year period from the award date, which is anticipated to be no later than September 30, 2025. The pilot will be compensated at a fixed daily rate for flight services. If overnight accommodation is required, an additional fixed rate will be paid per night. The contractor will be reimbursed based on the number of flight days and overnight stays incurred for each flight mission.
For example, if a mission requires three flight days and two overnight stays, the reimbursement will be calculated as: (3 × daily flight rate) + (2 × overnight stay rate).
The contractor shall provide the following information on each pilot anticipated to operate under this contract.
1. Valid commercial pilot license
2. A minimum of >500 h flight time on any manned aircraft.
3. A minimum of >100 h flight time on complex aircraft (similar to Cessna 210).
4. Current FAA medical certificate second class
5. Resume of each pilot not to exceed 3 – 8.5” x 11” pages, Times New Roman font or similar, font size no smaller than 12 pt, font in black.
