About this file

This is a Small Business Contract Affidavit supporting a solicitation issued by the State of Maryland Department of General Services for roadway replacement services at Cheltenham Veterans Cemetery located at 11301 Crain Highway, Cheltenham, Prince Georges County, Maryland. The project involves removing existing asphalt through cutting and milling, installing replacement 2-inch bituminous concrete wearing course, inspecting and patching lower asphalt layers as needed, proof rolling, and applying painted line markings. Unit pricing covers an estimated 225 tons of overlay surface course, approximately 10 square yards of patching, and roughly 20 linear feet of wide crack sealing. A pre-bid conference and mandatory site visit occurred on August 6, 2026 at 10:00 a.m., with questions due by August 13, 2026 at 4:00 p.m. Sealed bids are due August 20, 2026 at 2:00 p.m. through eMarylandMarketplaceAdvantage (eMMA). Contract work is restricted to Monday through Friday, 3:00 p.m. to 9:00 p.m., with a required 90-calendar-day completion timeline from notice to proceed. Addendum 1 has been issued, and award will be made to the responsive and responsible bidder submitting the lowest total bid price.

This is a Small Business Reserve (SBR) only solicitation with restricted competition limited to certified small businesses as prime contractors. The contract amount is under $200,000, therefore bonding is not required. Bidders must hold current Maryland contractor licensing and demonstrate a minimum of three years of experience performing similar asphalt work. All materials must conform to Maryland Department of Transportation SHA Standard Specifications for Construction Materials (January 2001), including specified asphalt emulsions and hot mix asphalt with PG 64-22 binder. The contractor must maintain one traffic lane open during active construction, submit a two-year warranty, and is subject to liquidated damages of $250 per day for completion delays beyond the 90-day deadline. Bid prices are irrevocable for 120 days following bid opening. A one percent electronic transaction fee applies to all bids submitted through eMMA.
