TO ALL PROSPECTIVE BIDDERS: This Addendum is issued to clarify, add to, delete from, correct and/or change the Invitation to Bid (ITB) documents to the extent indicated and is hereby made a part of the said (ITB) documents of which the contract will be based. By submitting a bid for this solicitation, you acknowledge receipt of this addendum. All questions must be in writing and addressed to Lakecia Dingle lakecia.dingle@maryland.gov , Samantha Delp samantha.delp@maryland.gov and Elsie Bateman elsie.bateman1@maryland.gov.

This Addendum includes the following:

• Pre- Bid Conference Sign in Sheet

• Pre-Bid Conference Questions

• Clarifications to the Project Manual

Question 1

Answer

The Contract duration is 120 days.

mailto:lakecia.dingle@maryland.gov mailto:samantha.delp@maryland.gov

Question 2

Unit Price #2 “Patching” - It says a minimum depth of 4” and in the note it states in the event unsound sub-grade material is found beyond the depth of 12”, notify the DGS Inspector/Project Engineer to determine course of action to be taken. Are we to assume a 4" depth, or does it mean 4" of base asphalt plus 8" of CR-6? Please clarify what the thickness is in addendum.

Answer

The current depth of Asphalt and subbase are currently unknown. Please use the description of Unit Price #2 as written in the Project Manual as the basis for your bid price for this item. The intent of the specification was to use 4” of asphalt on top of 8” of sub-base. The Contractor would be compensated using Unit Price #2 for any additional work over and above, for Patch Repairs, as described in Page 8, F. Method of Work, B. Pre-resurfacing Preparation. If needed the Contractor may be asked to provide a cost estimate for additional work that is beyond the scope of work.

Question 3

The Unit Prices, as shown on the eMMA Web Page/Portal only show a quantity of 1, should they be the quantities as listed within the project manual?

Answer

The Procurement Officer advises that the Web Page/Portal does the calculation for the Contractor and that they should only put the Cost associated with each Unit Price in the relevant space.

Question 4

In the site conditions it states: "The hours of work for this project are Monday through Friday from 3:00 p.m. to 9:00 p.m. unless permission is given in writing by the Facility Manager or mentioned elsewhere." That is a very short window to get any work done and will drive up the cost on this small project. Is there any flexibility on having this changed? Working during normal business hours would be ideal, but if it must be done during off-hours, can it be from 3 p.m. to 6 a.m.? Please advise in an addendum.

Answer

The Facility has been contacted and advised of your question. Once they respond a further Addendum will be issued answer and or clarify the working hours.

Question 5

Unit Price #3 “Wide Crack Sealing” - It says to mill existing asphalt to a minimum depth of 3" and install 3" of base asphalt. Only confirming since this is almost the same specification as the Unit Price #2 “Patching” item. Please clarify in addendum.

Please bid Unit Price#3 as written in the Project Manual

Question 6

Please clarify that we are only to install one (1) stop bar with a STOP stencil at the exit using fast-drying latex paint?

Answer

Yes, that is correct.

Question 7

Will any third-party testing be required for materials for this project?

There will be no third-party testing required.

All other terms, conditions and specifications remain unchanged.
